ARCHITECTURAL REVIEW BOARD STAFF REPORT Project #/Name ARB-2017-73: Stony Point Volunteer Fire Co. PWSF Tier 3 Review Type Advisory Review Parcel Identification 048000000018DO Location 3829 Stony Point Road Zoned Village Residential (VR)/Entrance Corridor (EC) Owner/Applicant Stony Point Volunteer Fire Co./Milestone Communications (Lori Schweller, Esq.) Magisterial District Rivanna Proposal To establish a telecommunications facility consisting of a 135' steel monopole with associated equipment. Context The subject parcel lies within the Southwest Mountains Rural Historic District. The surrounding area is generally rural in nature, with single-family residences, the fire station, and the Stony Point School nearby. Visibility See page 3. ARB Meeting Date September 18, 2017 Staff Contact Margaret Maliszewski HISTORY The ARB reviewed a proposal for a 109.5' tall monopole with associated equipment on this parcel on July 15, 2013. The proposed location was to the northeast of the existing structures, approximately 400' north of the current proposal. That facility was approved but has not been constructed. 19:Z1a1BE" 811DIW.1Iski • The proposed tower location is approximately 656' east of Rt. 20. • A gravel drive approximately 550' long would be created from the existing paved parking area through wooded area to the tower compound site. • A 50' x 50' fenced compound is proposed. • The proposed fence is an 8'-high chain link fence with 1' barbed wire. • The proposed monopole is a tapered 135'-tall galvanized steel pole. The base of the pole is at 480' AMSL and the top is at 615' AMSL. • One array of 3 antennas with 6 remote radio heads and 1 microwave antenna would be installed at the top of the pole. Proposed pole height allows for three additional arrays. • Antennas are proposed to be mounted with the closest point of the back of the antenna 18" from the face of the pole. • Proposed antennas measure 72.8" tall x 7.1" deep x 11.9" wide. • Various pieces of equipment and a steel platform would be installed within the compound. The compound is large enough to accommodate four lease areas for future users. • The pole and antennas would be painted SW 6090 Java brown. • Special Exceptions are requested as outlined in the following table. Standard Requirement Special Exception Requested Applicant's Reasoning Staff Comment 5.1.40.b(2)(a) Request for four arrays. The applicant states that Because the antennas must be above tree Number of arrays is limited to larger carriers using flush- level to function fully, the ability to install three. mounted antennas would four arrays implies the use of a taller pole, require at least two positions and a taller pole potentially means greater on the monopole to provide visibility. ANALYSIS REGARDING THE GROUND EQUIPMENT A Certificate of Appropriateness from the ARB is required for the base equipment portion of this proposed telecommunications facility in the Entrance Corridor. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent with Section 5.1.40 of the Zoning Ordinance. ANALYSIS REGARDING VISIBILITY OF THE FACILITY The ARB may act in an advisory capacity to the Agent as to whether the facility is being sited to minimize its visibility. Ref Guideline Issues Recommendations Development pattern 33 The relationship of buildings A balloon test was conducted on August 22, 2017 for this proposal. The Route Given the extremely limited and other structures to the 20 Entrance Corridor (as well as Rt. 784/Watt's Passage, November Hill Farm degree of visibility displayed Entrance Corridor street and road, Sacre Meadow Lane, and Merrie Meadows Lane) was traveled to at the balloon test, the to other development within determine visibility. It is anticipated. anticipated that the trees to remain will sufficiently minimize visibility, consistent with the view during the balloon test. Re . ag rding the Certificate of Appropriateness for the ground equipment and base station: Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of Appropriateness, as proposed, for the ground equipment and base station. ReLyardine visibilitv of the monopole: Staff recommends that the ARB forward the following recommendation to the Agent: 1. The ARB finds that the proposed location will sufficiently minimize the visibility of the monopole from the Entrance Corridor. 2. The ARB has no objection to the requests for the special exceptions with the condition that an appropriate maximum distance from facility to furthest point of back of antenna be provided. 24" is recommended.
