SDP2017-25 Field School of Charlottesville Phase 1 - Initial Site Plan
Mr. Shimp,
The Agent for the Board of Supervisors hereby grants administrative conditional approval to the above
referenced site plan. This approval shall be valid for a period of five (5) years from the date of this letter,
provided that the developer submits a final site plan for all or a portion of the site within one (1) year after
the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of
Albemarle, and thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
3. Planning approval of the WPONSMP plans. Submit a copy of the proposed the WPONSMP
plan directly to the assigned planning reviewer. The WPONSMP plan will not be approved until
all relevant SP conditions have been met and approval has been granted by planning.
4. Virginia Department of Health (VDH) Sewage Disposal System Construction Permit approval for
the whole septic system (central sewerage system) that will be required to support all current and
future phases of the project. Provide required information from a soil scientist and engineer to
the VDH to obtain approval. Based on the SP condition #5, no gradingpermit shall be issued
until the VDH approval is obtained.
5. Show the drainfields from the approved Sewage Disposal System Construction Permit in the
WPONSMP plan and ensure that no VDH approved drainfield location will be impacted by
proposed uses, grading and/or development.
6. Show the location of the tree protection fencing on the WPONSMP plan. Ensure that all existing
trees that are to remain, as specified in the SP conditions, shown on the SP Concept Plan and
shown on the approved with condition initial site plan are protected and conserved.
7. A tree conservation plan and conservation checklist, signed by the owner, must be completed and
the areas for tree preservation shown on the WPONSMP plan.
8. Provide the limits of clearing and grading line on the WPONSMP plan.
9. Provide the sewage system setback lines from watercourses, including intermittent streams and
other bodies of water, on the WPONSMP plan.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,613.
Please submit 14 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the attached conditions from the following agencies/reviewers have been
obtained:

The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.):
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
UPDATE: Comments to be addressed prior to issuance of grading permit:
1. [UPDATE: NEW COMMENT - SP Conditionsl Acquire planning approval of the WPONSMP plans.
Submit a copy of the proposed the WPONSMP plan directly to the assigned planning reviewer. The
WPONSMP plan will not be approved until all relevant SP conditions have been met and approval
has been granted by planning.
[SP Condition #51 Pr*n-r t tip' site ^'^^ ^^^F^ ^' provide VDH approval of the proposed septic facilities.
Condition #5 states, "No construction for the use shall begin without written approval of the proposed septic
facilities from the Virginia Department of Health." In order to meet the requirements for this SP condition the
following will be required:
• Phase I (prior to approval of the initial site plan):
o Acquire VDH approval of the portable toilet
o Show the primary and reserve drainfield locations in the Phase I initial site plan,
o Acquire VDH approval of the primary and reserve drainfield locations. Submit soils reports
to the County, to be forwarded to VDH for their review.
• Phase II:
o VDH approval of the whole septic system (central sewerage system)
Note: VDH comments have not yet been received. This comment may need to be updated after VDH
comments are provided.
UPDATE: In order to meet SP condition #5, and protect the location of the future drainfields that are
required to meet the SP condition #5, address the following:
• Acquire Virginia Department of Health (VDH) Sewage Disposal System Construction Permit
approval for the whole septic system (central sewerage system) that will be required to support

UPDATE: Comments to be addressed with the Final Site Plan submission:
1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
2. [UPDATE: NEW COMMENT - SPl An existing tree inventory will be required in order to meet the
conditions of the SP as well as the Buffer/Preservation requirements specified on the SP Concept
Plan. It is important to note that those requirements specify protection of trees above a specific
caliper and in specific areas of the site. Those specifications must be met.
3. [UPDATE: NEW COMMENTI Revise the plan to meet the Special Use Permit requirements and
show the VDH approved layout and configuration for the full Central Sewerage System.
4. [UPDATE: NEW COMMENTI Show the drainfields from the approved Sewage Disposal System
Construction Permit in the final site plan and ensure that no VDH approved drainfield location will
be impacted by proposed uses, grading and/or development.
5. [UPDATE: NEW COMMENTI Show the sewage system setback lines from watercourses, including
intermittent streams and other bodies of water, on the final site plan.
6. [UPDATE: NEW COMMENTI Provide a more detailed parking lot plan with the final site plan. It
should include the full parking lot with all improvements (including wheel stops, etc.), signs,
lighting, etc.
7. [32.7.2.1] Each entrance onto any public street shall be designed and constructed as required by the
standards of the Virginia Department of Transportation (VDOT). VDOT approval of the entrance to the site
shall be required prior to final site plan approval. See the attached VDOT comments.
8. [4.12.15(a)] Surface material. Request a Modification or Waiver (4.12.2(c)) for the surface road, parking
access way and parking spaces or provide the standard surface material. The agent, in consultation with
the County Engineer, must approve the use of gravel throughout the site. The surface material must be
approved prior to the approval of the Final Site Plan. If the approval is granted the following note will be
required on the final site plan: "Gravel parking and access aisles have been permitted for the site pursuant
to section 32.3.5 Variations and exceptions, which allow modification of 32.7.3 Onsite parking, which is
designed and constructed as provided in section 4.12. " If the approval is not granted the final site plan
will need to be revised to show surface materials that meet Code and design standards.

9. [4.12.15(g)] Curb and gutter in parking areas and along travel ways. Request a Modification or Waiver
(4.12.2(c)) to not include curb and gutter or revise the plan to include it. The agent, in consultation with
the County Engineer, must determine that curb and gutter shall not be required for the site and the
modification would equally or better serve the public health, safety or welfare. This determination must be
made prior to the approval of the Final Site Plan. If the determination is made the following note will be
required on the final site plan: "Curb and gutter shall not be required for the site pursuant to section
32.3.5 Variations and exceptions, which allow modification of 32.7.3 Onsite parking, which is designed
and constructed as provided in section 4.12. " If the approval is not granted the final site plan will need to
be revised to show curb and gutter as required.
10. [32.5.2(n), 4.12.16(c)] Bumper blocks. Bumper blocks shall be provided for all of the onsite parking
spaces. Bumper blocks shall be constructed of a durable material such as concrete or treated timbers.
Each bumper block shall be a minimum length of six (6) feet, a maximum height of five (5) inches, and
shall be securely anchored into the pavement in at least two (2) places. Revise the plan accordingly.
UPDATE: Comments not yet fully addressed. Wheel stops have been shown in the Gravel Parking
Lot Detail. However, additional details and information is required. Provide all required
information and details and ensure that the wheel stops meet all of the bumper block requirements
including the sizes and anchoring mentioned above.
11. [32.5.2(n) & 4.12.16(c)(5)] Delineation of parking spaces. The location of the parking spaces should be
delineated. Specify how this will be done.
UPDATE: Comments not vet fully addressed. Address the comment specified and ensure that
there is sufficient area for all parking spaces including any required handicapped parking spaces.
There appears to be insufficient area for all required spaces.
12. [32.5.2(n)] Provide the required handicapped parking spaces and signage.
13. [32.5.2(i) & (n)] Revise the plan so that the entrance road meets the minimum requirements of a 20'
width two way travel lane. Dimension the width, and centerline radii, and corner radii of the proposed
entrance road and ensure that the entrance road meets or exceeds minimum road requirements.
14. [32.5.2 (n)] Dimension the typical parking spaces, bus parking space, parking access way & the radii of
entrance from proposed road into to the parking access way.
UPDATE: Comments not vet fully addressed. Address the comments specified and ensure that
the scale specified for any drawing or detail is correct.
15. [32.5.2(n)] Provide information on the size of buses that is expected to be used. Demonstrate that the
parking space and turning radii for the road and access ways will meet or exceed the requirements for that
size of bus.
16. [32.5.1(c) & 32.5.2(a)] Address the following:
• The previously submitted boundary line adjustment has not been approved and recorded and therefore
should not be shown on the plan as if it has been.
• Include all required information on all subject parcels. Only one parcel is listed on the cover sheet,
however, two parcels are shown on the County's online GIS.
• Revise the existing parcel information so that it shows all of the existing boundaries for the existing lots
and the bearing and distances for each of the property boundary lines for all subject parcels. This
should include the missing information on L1 through L5 as well as the boundaries between the two
subject parcels.
• Revise the plan to differentiate the existing boundary line and the proposed boundary lines.
• Revise the "Abutting Parcel Information" so that TMP 60-E-10 shows the correct owner and most recent
Deed Book and page numbers.
• Revise the "Abutting Parcel Information" so that TMP 60-68B, C & D shows the correct zoning
classification. They no longer appear to be zoned for the rural area.
• Provide "Abutting Parcel Information" for TMP 60-66.

• Include the date of the Critical Slopes Waiver in the information on approval dates under "Zoning" on the
cover sheet.
• Revise the boundary information to include the required datum reference for the elevation.
• Revise the adjoining property lines to show the adjoining properties correctly. TMP 60-66B no longer
shows up on the Online GIS. Either revise the property lines and property information or clarify why that
lot still exists.
• Revise the adjoining property information to include the present use of the abutting properties.
• UPDATE: In addition to all items listed to be addressed above include the date of the Central
Sewerage System approval in the information on approval dates under "Zoning" on the cover
sheet.
17. [32.5.2(b)] Revise the Land Use Schedule to include:
• Specify that the land use schedule is for Phase I only and ensure all values are for Phase I.
• The overall size of the parcels, how much is to be removed from the site plan area and added to
another parcel with a Boundary Line Adjustment.
• There is no proposed "pavement" currently shown in Phase I of the site plan. Revise the Land Use
Schedule to include a category such as "Roads and access ways". If pavement is added to address
comments then that category may need to still be included.
18. [32.5.2(a) & 32.5.2(b)] Revise all provided general information and proposed use information so that is
only for Phase I.
UPDATE: In addition to revising all provided general information and proposed use information so
that it is only for Phase I also include the picnic pavilion as one of the Phase I uses.
19. [32.5.2(b) & 32.5.2(p)] Provide a full landscape plan for Phase I that provides all required landscaping,
calculations and meets the buffer & landscaping requirements of the approved SP.
20. [32.5.2(e) & 32.7.9.4(c)] On the landscape plan identify whether existing wooded areas are evergreen,
deciduous, or a mix thereof.
21. [32.5.2(f)] Provide the name and location of any existing watercourses and bodies of water adjacent to or
on the site.
22. [32.5.20)] Provide the existing drainage facilities including, but not limited, to the existing drainage
channels and drainage easements.
23. [32.5.2(k)] Provide the proposed drainage facilities. The storm drainage system should include the
direction of flow on all pipes and watercourses with arrows.
24. [32.5.2(1)] Provide the location of any existing or proposed utilities and utility easements including
telephone, cable, electric and gas. Indicate the deed book and page reference for all exiting utility
easements located on the property.
25. [32.5.2(n)] Provide the existing and proposed:
• Walkways
• Fences
• Trash containers
• Loading areas
• If there is to be a sign for the proposed use, on the final site plan depict and label the sign location.
(Depicting the sign on the final site plan is not approval of the sign location or type).
• Information on the proposed paving material types for all walkways, access ways and parking lots.

26. [32.5.2(p) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order
to satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If
you intend to use existing trees to satisfy any of the landscape plan requirements, please include the
following:
1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be
preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.
2. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to
ensure that the specified trees will be protected during construction. Except as otherwise expressly
approved by the agent in a particular case, the checklist shall conform to the specifications in the
Virginia Erosion and Sediment Control Handbook, pages III-393 through III-413, and as hereafter
amended.
27. [32.7.9.61 Landscaping within a parking area. An area of at least five percent of the parking and vehicular
circulation area shall be landscaped with trees or shrubs with at least one large or medium shade tree per
ten parking spaces or portion thereof. Provide calculations to show this requirement has been met with the
final site plan.
28. [32.7.9.51 Street Trees. Street trees are required along the proposed road. See ARB comments.
29. [Comment] Either change the line type or the thickness/darkness of the 100' Stream Buffer lines. They
are hard to see, especially in the area of the required landscape plantings. Also, include a label or hatch
that specified that it is also the WPO boundary.
30. [Comment] Revise the plan to include:
• Benchmarks
• Sight distances for the entrance
• The maximum height of all retaining walls.
• The deed book and page references for all existing utility easements on the property.
31. [Comment] Address any health safety and welfare concerns that could be caused by balls interfering
with traffic in the public road.
32. [Comment] See the attached comments from the other SRC reviewers. VDH and ACSA comments will
be forwarded once they are available.
UPDATE: All SRC reviewer comments are attached. Address all SRC reviewer comments. If a
reviewer stated in the second review that the first review comments still apply then both the first
and second comments from that reviewer have been included.
33. [UPDATE: NEW COMMENTI Revise the plan to show the roads, driveways and entrances on the
other side of Barracks Road accurately.
34. [UPDATE: NEW COMMENTI Note that even if a modification or waiver is aranted for surface
materials and curb and gutter for Phase I of the development in Phase II the standard materials
and design standards will have to be met.
35. [UPDATE: NEW COMMENTI Note that approval does not include Phase II of the project. Phase II
will require its own initial site plan.
36. [UPDATE: NEW COMMENTI Note that a phased construction staging plan will be required in
the Phase II site plan. The current plan shows the new parking lot in the general area of
the proposed building. Establish a phased construction staaina plan for phase II.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 24
April 2017 and offers the following comments:
1. A paved commercial entrance is required; provide entrance geometry and dimensions.
2. A conditional approval may be granted for this phase, in light of turn lanes being a
requirement for additional phases, so long as Virginia Access Management Regulations
(24VAC30-73-110) are not compromised.

Proposal: To construct phase 1 of a new private school development, including a 64,000 square foot ballfield, accessway,
stormwater management facility, associated parking and some landscaping_
Location: South side of Barracks Rd (Rt_ 654) between Montvue Drive and Colthurst Drive
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c( ), (3) and (5) and recommended
conditions of initial plan approval:

This site will require a one (1) new private road name. Per Sec. 7-200-B of the County's Road
Naming and Property Numbering Ordinance (Page 2 of PDF). "It is intended by this article that all
roads within the county which serve or are designed to serve three (3) or more dwelling units or
business structures shall be named."
Please review the procedures in the Road Naming and Property Numbering Manual to decide upon
a road name for the road accessing Old Lynchburg Road.
We recommend providing three (3) candidate road names to our office for review, in
case your first choices are not acceptable.

Barracks Road_ RAwill need to review and approve site plans for Phase II prior to a connection being made to the RWA
main_ If water service is needed for Phase I, RA requests that the proposed utility alignment and connection be shown in the
Initial Site Plan prior to approval_
