The above plat has been reviewed; I offer the following comments prior to approval:
1) The final plat shall not be approved till bo owners listed on the plat sign/notarize the plat. The plat is
missing owner signature for TMP 78E-1 :.
2) Sheet 2 has a carryover line di r ensioned as 55' with an arrow to nowhere. To avoid confusion this needs to
be omitted. Revise.
Once the above has bee addressed please submit final plat for County approval.

Kris,
The construction easement shown doesn't match the road plans and is not wide enough to allow for the grading to build
the Delphi Lane extension or the new driveway. It will need to be at least the same size or larger than what is shown in
the attached pdf and will need to be fixed before the plat can be approved.
Scott,
I missed this comment on the road plans, but a temporary grading/construction easement will be needed on the
Cascadia property before the road plans can be approved as designed.The Cascadia plat (SUB2017-32) is currently
under review and not approved yet, so the easement should be easier to get than if the lot had been sold. I can't require
them to provide the easement, as that has to be worked out with the owners.

The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above
once the following comments have been addressed: [Each comment is preceded by the applicable reference,
which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. Staff strongly recommends approval of this plat be held until after the road plan is

County Engineering staff has provided a reco mendation for a possible solution to th timing

kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which
may be found under"Departments and Services"at Albemarle.org. In accord with the provisions of Section 14-
229(B)of Chapter 14 of the Code if the developer fails to submit a revised final plat to address all of the
requirements within six(6)months after the date of this letter the application shall be deemed to have been

[14-302(A)(15), ZMA2004-18 (Proffer #1/Application Plan)] The width and alignment of the
proposed access easement does not match what is proposed for the public right-of-way as depicted on
the road plans (SUB2017-102) currently under review. Revise so they match. Staff strongly
recommends approval of this plat be held until after the road plan is approved/approvable to avoid the
possibility of having to replat the right-of-way or some other aspect of the connection (sight distance
easements, utilities, grading and construction easement... etc).
2. [14-302(A)(15), ZMA2004-18 (Proffer #1/Application Plan)] Relabel the access easement as
"Delphi Lane - foot Public Right -of -Way" which shall be a fee simple right-of-way. Provide the
following note: "Hereby Dedicated to the County for Public Use ". Also, on the plat account for the
right-of-way acreage and deduct it from the acreage being added to TMP 78E-118.
3. [ZMA2004-18 (Proffer #1/Application Plan, 14-303(T)] Special Lot. The public right-of-way
bisects TMP 78E -A creating a noncontiguous piece of land. Revise the plat to have this non -
continuous portion become "Open Space A " for Hyland Park (formerly Fontana 4C) as depicted on
the application plan. Also, provide the following note: "Open Space A is a special lot established
solely for open space. "
4. [Comment] Note #8 references open spaces parcels being owned by Chesterfield Landing HOA;
however, this seems to be a carryover HOA. Assure the correct HOA is listed on this plat.
5. [Comment] Depict, label, and dimension the required sight distance easements associated with
Delphi Lane.
6. [14-302, 14-303(D)] Acreage. Provide the residue acreage of the noncontiguous portion of TMP 78E -
A (the rest of Hyland Park formerly Fontana 4C).
7. [14-302(B)(5)] Zoning. The zoning listed on the plat is incorrect. TMP 78E-118 is zoned R-1 and
TMP 78E -A is zoned R-4 with proffers. Revise.
8. [14-302(A)(2)] Vicinity Map. Revise the scale of the vicinity map to 1 -inch equals 2,000 feet.
9. [14-302(B)(1)] General Information. When the plat is revised, please provide the date of the last
revision on the plat.
