RE: SDP2017-19 UVA Indoor Golf — Initial Site Development Plan
Mr. Schooley:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced
site plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and
thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
Approval of all easements for facilities for stormwater management and drainage control.
Submittal of a landscaping plan and tree conservation checklist with areas for tree preservation
identified to demonstrate that conditions from SP2017-09 can be met.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,613.
Please submit 8 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies
of construction plans directly to them, as stated in their comments). Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their
requirements.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the attached conditions from the following agencies/reviewers
have been obtained:

Subject: SDP-2017-00019 UVa Indoor Golf Practice Facility— Initial Site Plan
The Planner for the Planning Services Division of the Albemarle County Department of Community
Development (CDD) will recommend approve of the plan referred to above when the following items have
been satisfactorily addressed. The following comments are those that have been identified at this time;
additional comments or conditions may be added or eliminated based on further review. [Each comment is
preceded by the applicable reference to the Albemarle County Code.]
1. [SP2017-09] Demonstrate compliance with approved SP conditions and concept plan, specifically:
a. Provide earthen berms around parking areas as shown on concept plan. Show berms on all
applicable plan sheets and provide detail.
b. How do pedestrians access facility? Plans do not contain any "crushed stone walkway' or
similar sidewalk or pathway element, as shown on concept plan.
2. [SP2017-09] Update condition notes on sheet C0.01 per BOS action on 9/13/17
3. [4.12.15(g)] Curb and gutter is required at the edges of parking areas and along travelways. Please
revise.
4. [4.12.16(c)] FYI —the minimum parking space width is 9' when 24' aisle width is provided.
5. [4.12.16(c)(1)] The minimum travel way width for 2-way traffic is 20'. Please revise.
6. [4.12.2] Design requirements of sections 4.12.15 & 4.12.16 may be modified or waived by the Zoning
Administrator, after consultation with the County Engineer.
7. [32.5.2(b)] Include a description of the proposed use(s) and improvements, including (but not limited to)
a description of the proposed improvements within the extensive linear areas of disturbance.
8. [32.5.2(d)] Tree Protection practices are proposed for two trees (55" ash and 40" cedar) adjacent to the
parking area. The dripline of the trees is shown inconsistently across plan sheets and on some sheets it
appears disturbance will occur within the dripline of these trees. Please review and address this issue by
revising the grading to ensure no grading/disturbance occurs within the tree driplines. Reducing width of
parking spaces to 9' might help pull grading away from tree driplines.
9. [32.5.2f] Include the location (and name, as may be applicable) of all on site water features.
10. [32.5.2(n)] WPO sheets (stormwater and E&S) should be removed from site plan set.
11. [32.5.2(n)] Only permanent features should be shown on site plan sheets. If staging/stockpile area is
intended to be a permanent site improvement, label this on all applicable sheets; otherwise, the fencing
and hatched rectangle area can be removed from the site plan sheets. Tree protective fencing should be
shown on landscaping sheet; other temporary fencing need not be shown on site plan sheets.
12. [32.5.2n] Confirm that there are no proposed loading or service areas, or revise to indicate the location
of proposed loading or service areas.
13. [32.5.2p] Revise the Planting Calculations and/or Planting Schedule to specify the canopy coverage of
each species of proposed landscaping in accordance with the Albemarle County Recommended Plants
List.
14. [32.6.2] Provide cut sheets for proposed lights (full cutoff lights required), list mounting heights, show
light fixtures on all site plan and landscape sheets.
15. [32.7.9.4] Show existing/proposed contours, limits of clearing, location and type of tree protective
fencing and landscape plan.

The following changes are requested to meet ARB standards and criteria as the subject property falls within the EC overlay
district:
1. The following note should be added to the site and architectural plans: "Visibility of all mechanical equipment from the
Entrance Corridor shall be eliminated_"
2_ The landscape plan must include the standard plant health note: "All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited_"
3_ A revised lighting plan in which:
a_ CLIt sheets for all lighting fixtures are provided on a separate sheet in the site plan set_
b_ Mounting heights of light poles are given in which the base heights are included and specified_
c_ The color of the lighting fixtures are noted_ Bronze or black are approvable in the EC overlay district_
d_ The standard lighting note is included on the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or
more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads_ The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half footcandle_"
e_ The lighting and landscape plans are coordinated to ensure that there are no potential siting conflicts with lighting
fixture placement and proposed and extant landscaping and utilities_ There is a potential conflict with a proposed Red Maple
and a light fixture on the southwest corner of the proposed parking area_
f_ The size and shape of the proposed parking area is consistent with other site plan drawings_

Dear Ms. Falkenstein:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Bartzen & Ball, dated 31 March
2017, and finds it to be generally acceptable. However, note that the final site plan must show
conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other
applicable standards, regulations or other requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process. If further information is
desired, please contact Justin Deel at 434-422-9894.
