plat SUB201400094 - Foothill Crossing II. The proposed layout and lot locations will require a new
preliminary subdivision plat. Further, the density proposed for the R-2 portion of the site appears to
be higher than the permitted density and would require a rezoning application. Approval of zoning
map amendment and preliminary subdivision plat should precede road plans.
Large street trees should be 50’ on center; medium street trees should be 40’ on center.
A conservation plan as specified in section 32.7.9 is required, including a conservation plan checklist.
The conservation plan checklist must be signed and dated.

Planning has no objection to the road plan. However, a grading permit will not be issued until we have the strip of land
dedicated to the County to allow connection to Hill Top Street.Staff has sent a letter to Parkside Village HOA requesting
the dedication. Engineering and Fire Rescue also have no objection,VDOT comments were forwarded on 5/24/16, and I
believe you've been dealing with the ACSA directly.You will need to add phasing to correspond to the road bonds,
though. Let me know if you have any questions.

Dear Mr. Wentland:
We have reviewed the Foothill Crossing II Road Plan, with the latest revision date of April 28,
2016, as submitted by Collins Engineering, and offer the following comments:
1. Previous comment: "The offset front the edge of travel way, and centerline offset should
be provided for the intersection sight line triangles".
Decision point A of the sight line triangles should be located 14.5 feet from the edge of
pavement. See Appendix B(1)-19 & -20. Sight line distances and profiles for alleys that
intersect public roads were not found; sight distance lines and profiles should be provided
for all streets and/or alleys that intersect public roads. Additionally, landscaping should
be shown with sight lines on plans and on profiles.
2. Previous comment: "It is understood that the tie-in oil Hill Top Street is after the last
existing entrance. However, the mill and overlay will extend 25' beyond the open cut and
once the overlay begins it may restrict access to the entrance. Therefore, the maintenance
of traffic plan should be provided and the advanced warning signs should be placed to
scale. This may be a separate submission ".
3. Previous comment: "Additional curb ramps have been added at intersections; however,
the ramps should be located at the tangent points (PC's/PT's) throughout the project.
Refer to Appendix "A" of the VDOT Road Design Manual for curb ramp placement
requirements. "
4. Previous comment: "Since an additional turn lane has been added on Eastern Avenue the
typical road section should be updated to reflect the additional lane. "
Additionally, there is discrepancy between the plan R/W width (80') and section R/W
width (73'), bike lanes are shown on the north of Park Ridge Drive section but not shown
on the plans, and the right turn lane dimension extends to the curb.
Please make typical section stationing reflect what is being proposed with this plan.
5. Previous comment: "When bike lanes approach an intersection and continue parallel to
the left of the right turn lane the bike lane should be a ntinimttin of 5'. Refer to Appendix
"A" of the VDQT Road Design Manual tinder Bike Lanes and Tuni Lanes, Figure A-5-3.
Tit typical road section should be updated."
6. Previous comment: "Sheet 8: Newport Street & Alley C profile- the location for the
proposed "T" and G. V.'s remain mislabeled on the profile. Approx. Station 12+69"
This appears to have been removed from the plan, but the label remains. Please clarify.

a. Stonn Sewer Computations:
i. The upper inverts for storm runs 14B thrtt 14 and 14 thru 12 do not match
the stone profiles.
ii. There are multiple areas where the slopes do not match the storm profiles.
Le.: 44H thru 44B, 62 thru 58 etc.
b. Drainage Descriptions:
i. There are nutltiple areas where the slopes do not match the profiles. 1. e.:
structure 44G, 44E, 44C, 46C, 61 etc.
c. HGL Computations:
i. The Rint elevation for structure 58B does not appear to match the storm
profile or drainage description.
8. Previous comment:
Sheet 22:
a. The pipe lengths in the drainage description as svell as the stain coinptttations for
storm rims, 118 thrtt 104 and C2B thru 114, do not match the profile pipe lengths.
b. Structure C2B- The drainage description slot length of 12' does not match the
profile and computations.
c. The rint elevation in the drainage description for structure 102 does not match the
profile.
9. Provide angle of intersection for Park Ridge Way and Park Ridge Drive, should be 90
degrees. Park Ridge Way needs its own typical section, as it does not include bike lines
as proposed.

1. Previous comment: A signature on each sheet by a professional engineer is necessary or
the plans should be clearly marked "Preliminary". This is a recurring comment and future
resubmittals that have not been signedimarked preliminary will be returned unreviewed.

17. The structure numbers and storm sewer network changed with the previous
submission based on a redesign of the SWM and the creation of SWM facility behind
lots 54-55. The two locations that you had raised concern were the sumps the cul-de-
sacs of Freemont Street and Newport Street. We have modified the lot grading to
provide overland relief. A swale will be cut behind the back of sidewalk and between
the proposed homes to allow emergency overflow to crest the sidewalk and convey to
the existing stream. This is shown on Sheet 5.

B. VDOT
1. The sets are marked preliminary.
2. The centerline offset is 4' and the other point is 20' offset from the center of the
travel lane (as described in Appendix B, Section B-3 D). A label was added to Sheet
3 at the intersection of Freemont St&Alley D noting these typical dimensions.
3. Thank you for this clarification. The MOT plan will be submitted as a separate
submission.
4. The alignment of Alley C has been shifted per your comment.
5. The intersection angle is 80°at Park Ridge Drive and Eastern Avenue.
6. The crosswalks have been revised as requested.
7. A. The sidewalk transition has been adjusted to make it more gradual, but it must hit
a certain spot at the property line based on the smaller existing ROW outside of our
site.
B. The layout of that parcel is only conceptual at this point. Site distance easements
will be taken into account with that layout geometry with its future submission;
however,the site distance line will most likely be in the ROW and not require an
easement.
8. The waterlines have been updated based on comments from the ACSA. Jeremy
Lynn is very specific with his location preferences.

Dear Mr. Deel:
We have reviewed the Foothill Crossing II Road Plan, with the latest revision date of March 25,
15, as submitted by Collins Engineering, and offer the following comments:
1. A signature on each sheet by a professional engineer is necessary or the plans should be
clearly marked"Preliminary".
2. Reference of all previously approved waivers, rezoning's etc. should be provided along
with the date of approval, approving entity, and the zoning reference number.
3. The latitude and longitude of connections to all VDOT maintained roadways should be
provided (i.e. Hill Top).
4. A plan legend should be provided.
5. A benchmark/monument should be included in the plans this could be the latitude and
longitude of a property corner of the parent track.
6. The posted speed.<regulatory speed limit of all existing VDOT maintained roadways that
are being connected to the development should be provided.
7. The lot acreage should be identified in the plans(for the proposed lots).
8. The existing right-of-way should be labeled on Hill Top Street.
9. Centerline stationing and points of curvature and tangents should be labeled in plan view.
10. All existing and proposed easements should be clearly labeled. Include the use, legal
reference and bearings and distances.
1 l. The offset from the edge of travel way, and centerline offset should be provided for the
intersection sight line triangles.
12. On sheet 3,the sight Iine arrows(for height of object)should be adjusted to the center of
the travel way in order to accurately show the sight distance easements.

connection should be in accordance with the"Asphalt Pavement Restoration"detail for

recommended for new construction since the ramps force pedestrians descending the

17.The minimum face of curb radius for the entrance of Alley D onto Newport Street should
be 25' as defined in Appendix F of the Road Design Manual.
18. When transitioning curb and gutter to edge of pavement,the curb and gutter should be
continued around the radius and into the alleys, rather than having the gutter pan taper.

19. The angle between road centerlines at each skew intersection should be clearly labeled
(i.e. Alley C, Eastern Avenue etc.).

Dear Mr. Deel:
We have reviewed the Foothill Crossing II Road Plan, dated November 7`i', 2014, as submitted
by Collins Engineering, and offer the following comments:
1. The slopes on the profiles conflict with the computations and should be updated.
2. The overall layout does not match the Preliminary Plat. However, this is of little concern
since it does not generate an excessive amount of additional traffic.
3. The line of sight profiles should be provided.
4. The design speed should be called out on the road profiles.
5. Since Park Ridge Drive will likely be classified as a collector road keep in mind that
commercial entrance separation minimums will need to be met as required by the access
management regulations.
6. The proposed intersection of the county connector road, "Eastern Avenue" should be
shown.
7. The centerline radius should be provided on Maryland Street.
S. The private entrances (driveway aprons) should be shown.
9. Sanitary sewer runs, 11 thru 10 and 13 thru 12, should cross perpendicular to the road.
10. Private storm sewer easements should be provided, up to the ROW, between block A &
B for the yard drains.
11. Stone structure 6D should be labeled on the site plan.
12. The locations of CD -1 fCD -2's should be shown on the road profiles.
13. Additional spot elevations should be shown along the cul -de -sac's to ensure positive
flow.
14. Slopes that incur uniform velocities in excess of 10 fps should be avoided because of the
potential for abrasion.
15. The viewport on the storm profile, for STR 1413, has cut off the invert out information.
16. The throat length on the profile for storm STR 40 does not match the computations.
17. The storm profile, for run 38B thru 38, does not match the computations (inverts and
lengths)
18. STR 40B invert out information on the profile does not match the computations.
19. The pipe length on the profile, for STM STR 40B, does not match the computations.
20. VDOT will not maintain stone sewer located outside of the ROW. Maintenance will stop
at the last inlet within the ROW.
For example the following structures will not be maintained by VDOT: 35- 34 -33,
29 -28 -27 and 6C
21. Temporary Turn - around should be provided for any temporary or stub street longer than
150' from the point of intersection to the end of pavement. Any portion outside of the
dedicated ROW may be placed in an easement.
22. A CG -12 detail should be provided.
23. CD- L:CD -2 details should be provided.
24. Why is a Sl -1 required for STR 2? See sheet 9, note 8. Sl -1 is required when drop inlets
are greater than 12.
25. Grade adjustments are needed on the sanitary profiles (the proposed grade lines adjusted
to the tops or the tops adjusted to the proposed grade).

3. Please show existing or approved sanitary sewer and water easements /lines east of proposed
project site. There is no tie -in shown for the proposed lines on this side of the project.
4. Please provide both pavement and right -of -way widths for existing streets.
5. Please clarify "Open Space A" boundaries.
6. Please check curb and gutter label that appears on Block L on Layout Plan.
7. Please label existing and proposed grade lines on Park Ridge Drive profile. Line types are not
consistent, please correct.
8. Show proposed street intersections on Park Ridge Drive profile.
9. Provide approved turnarounds (cul -de -sacs) on Maryland Street and Binion Street. For a viable
connection to development on an adjacent parcel, a temporary cul -de -sac can be provided,
otherwise a permanent cul -de -sac is required.
10. Please label existing and proposed grades on drainage profiles. Please ensure that the line type is
consistent.
11. VDOT approval is required.
12. The road and grading plan must reflect required changes to the stormwater management plan. The
concept for the entire southwest side of the development is going against the natural grades, and
has been requested to change on the stormwater plans. This will affect the entire drainage system
for this road plan.
13. Provide the as -built grades of the existing portions of Park Ridge Drive and Hill Top Street. Show
enough of existing roads on the profile to tie in to any curves and to match the existing grades.
There should not be any grade breaks for road continuations.
14. Remove negative stationing and renumber stations. Show stationing on all road plan sheets. This
plan is too difficult to follow.
15. Show underdrains and cross - drains on the profiles.
16. The drainage computation tables were cut off by the binding this time. Some of the inlets could
not be found on the plans. (i.e. 6J)
17. Inlets 32 and 36 are key sump locations that do not appear to be at the natural low point in the
topography. These should be moved to where the low points correspond with the points
perpendicular to the topography lines. Overland relief must be provide on the grading plans and
driveway locations with concrete aprons indicated so that this drainage does not end up in houses
when it overflows.

18. The Maryland Street existing ground profile and tie -in is unfinished.
19. The Binion Street drainage would appear to run off the right -side curb. The grade is so slight that
it is unlikely to reverse the drainage when constructed.
20. Please consult the road plan checklist at the document center on the Albemarle County website for
further details.
The following comments from Rachel Falkenstein (Planning) will need to be addressed prior to approval:
The road network and lot layout shown on the road plans do not match the preliminary subdivision
plat SUB201400094 - Foothill Crossing II. The proposed layout and lot locations will require a
new preliminary subdivision plat. Further, the density proposed for the R -2 portion of the site
appears to be higher than the permitted density and would require a rezoning application.
Approval of zoning map amendment and preliminary subdivision plat should precede road plans.
Large street trees should be 50' on center; medium street trees should be 40' on center.
The following comments from Robbie Gilmer (Fire & Rescue) will need to be addressed prior to approval:
1. Indicate how the streets will be marked for No Parking. (signs or painted curbs)
2. Fire Rescue is requesting the connection to Hill Top street be installed. This will allow for the
second means of access for developments greater than 30 single family homes. VSFPC D107.1
