V A 2290 1 RE: SP-99--t9 Winndom Farm Bridge Tax Map ......, Parcel19B Dear Mr. & Mrs. Winn: The Albemarle County Board of Supervisors, at its meeting on September 15, 1999. unanimously approved the above-noted request to allow for construction of a bridge over Jumping Branch (a tributary of the Rivanna Reservoir), in accordance with Section 30.3.5.2.1.2 of the Zoning Ordinance. Please note that this approval is subject to the following conditions: 1. Engineering Department approval of computations and plans verifying structural adequacy of the bridge. Engineering Department approval of computations and plans documenting changes to the floodplain. Engineering Department receipt of copies of federal and state permits for disturbance of the stream channel and any associated wetlands. The applicant shall obtain a map revision from FEMA for changes to the tloodplain of Jumping Branch. Engineering Department approval of a mitigation plan for repair and enhancement of the stream butler. Water quality measures and mitigation methods shall be provided subject to the approval of the Water Resources Manager. The gate located on the southern side of the stream. near the stables. shall be closed at all times. The bridge shall not serve as access for residential development to Rt. 676 or for Winndom Farm to Rt. 658. ^1 3. 4. ). 6. 7. Page 2 September 24. 1999 8. The applicant must receive the necessary approvals from the appropriate State and Federal agencies within six (6) months of the SP approval; provided, however, that if the permits are being prosecuted in good faith, the Zoning Administrator, in consultation with the Chief of Engineering, may extend the time of such expiration for not more than three (3) successive periods of one (1) month each. In the event that the use, structure or activity for which this special use permit is issued shall not be commenced within eighteen (18) months after the issuance of such permit. the same shall be deemed abandoned and the authority granted thereunder shall thereupon terminate. For purposes of this section, the term = commenced =: shall be construed to include the commencement of construction of any structure necessary to the use of such permit within two (2) years from the date of the issuance thereof which is thereafter completed within one (1) year. Before beginning this use, you must obtain a zoning clearance from the Zoning Department. Before the Zoning Department will issue a clearance. you must comply with the conditions in this letter.
