The submittal includes the following documents (two copies of each): • Stormwater Pollution Prevention Plan (SWPPP) • Stormwater Report • Drawing set that includes both the Stormwater Management Plan (SWMP)and Erosion and Sediment Control Plan (ESCP) Responses to the VSMP Permit Plan Review comments made by County reviewers are provided below. The original comments are indented, italicized and numbered with SCS responses provided under the heading "Response". A. Stormwater Pollution Prevention Plan (SWPPP) I 1. Registration statement—Correct the Longitude to be a negative number(-78.654). Response: Longitude has been changed and is included in the SWPPP. 2. Provide a copy of General Permit when obtained and insert the permit into the SWPPP at the jobsite. Response: A copy of the General Permit will be inserted into the SWPPP at the jobsite. C. Stormwater Management Plan (SWMP) 1. Change the Submittal title to VSMP Plan and Include WPO201700036 number on the cover sheet. Remove "Approval"signature block from cover sheet. Engineering is the only ��// department that reviews/approves the VSMP plans. Response: The approval signature block has been removed from the cover sheet. ./ 3. Remove Sheets 4, 8-10 and 21-22 from the VSMP plan Response: Sheets related to the County's Final Site Plan permit have been removed from the VSMP drawing set as requested. j4. Include note: Safety slabs (SL-1)shall be provided in any structure taller than 12' (i.e., STR Al &A2) Response: A note regarding safety slabs has been added to Drawing SW2. / 5. Include note: Concrete inlet shaping(IS-1) shall be specified on any structure with a 4'or greater drop. Response: Notes regarding inlet shaping have been added to Drawings SW2 and SW3. 6. Sheets SW1/SW3-Pipes P8& P10 from Drainage Summary Table do no match the values (lengths& slopes)shown in profile (please correct/revise). Response: The Drainage Summary Table has been updated so that the values correspond to the profiles. 7. Sheet SW3—Pipe slopes are missing on a few profiles (detail 10 and 7) Response: Pipe slope information has been added to Details 7 and 10 on Drawing SW3. 8. Sheet SW2—I count five (5) `new'channels,four(4) are shown. Two are labeled "A21". Provide correct callout and details. Show the drainage channel details for roadside ditch leading to Str A17. Show Channel profiles/cross sections and revise the drainage calc.packet. Response: As discussed in our phone conversation on June 1, 2017, Channel A18 includes the concrete channel on the south side of the proposed entrance road and the Flexamat lined channel that runs along the existing facility entrance road. Additionally, all channels and storm drains are correctly labeled. 9. Sheet SW2—Impervious cover calculates to be 29%oftotal drainage not 25% area, Response: The total impervious cover calculations have been updated to show the 29%. 0 Office Mr. David James and Geoff Elsie July 14, 2017 Page 3 V 10. How is stormwater being directed to the points shown at sand filters C&D. Response: As discussed in our phone conversation on June 1, 2017, sand filters C & D have an underdrain that will collect storms less than the 10-year event and discharge them downstream into drop inlets. The drop inlets are raised 6 inches and are used to capture the 10-year stormwater event and discharge the stormwater downstream. 11. Provide the plan name & number for the Joyce Engineering plan dated 1998. Show the drainage area for the existing basin. It is not shown on drawing G2. Response: The Joyce Engineering drawings referenced in Appendix K were provided to the County in an email dated June 2, 2017. Per email from David James dated June 22, 2017, this comment(#11)was considered addressed after the County's review of the Joyce Engineering drawings. The drainage area for the existing basin is shown on SW6. f12. Provide Documentation and certification that the "zero discharge pond"does not discharge to confirm adequate channel requirements have been met. Show that channel/flood protection requirements are met under Part IIB (9VAC25-870-66). Response: The Joyce Engineering drawings referenced in Appendix K were provided to the County in an email dated June 2, 2017. Per email from David James dated June 22, 2017, this comment(#12)was considered addressed after the County's review of the Joyce Engineering drawings. 113. Appendix K: Show/include that the basin will not discharge during 1-year 24-hour storm. Response: The Joyce Engineering drawings referenced in Appendix K were provided to the County in an email dated June 2, 2017. Per email from David James dated June 22, 2017, this comment(#13)was considered addressed after the County's review of the Joyce Engineering drawings. However, SCS did include the one-year storm event in Appendix K to show the 1-year 24-hour event does not discharge from the pond. 14. VRRMspreadsheet indicates there is a manufactured treatment device. Please identify where this device is located and what it is specifically. Is there a detail for this divide? Response: There are no manufactured treatment devices at the facility. In order to properly model the sand filters in series on one spreadsheet,the information for the upstream sand filters, including the phosphorus removal efficiency, was input into the spreadsheet row for the manufactured treatment device. 15. Provide Note that all sand filters will have underdrain. Provide maintenance requirements for all stormwaterfacilities on the plans. P Response: The maintenance requirements from Section 9 of the Virginia DEQ Stormwater Design Specification No. 12 have been added to the General Notes on ES 1. 17. Contact Ana Kilmer for SWM agreement. `—N Response: The stormwater agreement has been established and now needs to be executed by the Rivanna Solid Waste Authority with notarized signature and recordation fee. \ 18. An ESC/SWM bond will be required. •Response: Ana Kilmer was contacted and explained that Rivanna Solid Waste Authority will need to submit a request to establish the bond after approval of the permit. Once submitted,the County will then calculate bond and once a contractor has been selected, it is the contractor's duty to finalize securing the bond. D. Erosion and Sediment Control Plan (ESCP) 1. Provide Deed Book and Page Number for all existing easements. Response: Deed Book and Page Number have been added to Drawing G2 Property Information- 1 2. Provide wash water Trapping Basin at construction entrance road–sheet ES-2 Response: A wash water trapping basin has been provided on Drawing ES2. 3. Provide Stormwater Conveyance Channel identified on the western side of the site near Zero Discharge Basin (Sheet ES-2). Response: A note regarding the dimensions of the stormwater conveyance channel to match the dimensions of the final channel size have been added to ESI. Additional check dams have been ✓ added to the stormwater conveyance channel on the west portion of the site. 4. Silt Fence notation identified along contour line 740, remove or place closer to proposed Silt Fence (Sheet ES-2). Response: Silt fence notation along the 740 contour line has been moved closer to the proposed silt fence. S. Provide Rip/Rap outlet detail at the Zero Discharge Basin. Show Stone Sizing(Sheet ES-3). Response: A detail reflecting the outlet protection calculated in the stormwater report has been added to Drawing ES4. 7. Provide Basin/Trap Details, specs and calculations (Sheet ES-3). Response: The existing zero discharge pond will be used as a temporary sediment basin. A / calculation of its adequacy for wet and dry storage is provided on Drawing ES 1,. The Joyce Engineering drawings illustrating the basin's details and dimensions were provided to the County in an email dated June 2, 2017. Additional calculations related to the basin are provided in Appendix K of the Stormwater Report. 8. Stormwater Conveyance Channels need to be shown and noted(Sheet ES-3). Response: Stormwater conveyance channels are now shown on Drawing ES3. 9. Stockpile area needs Temporary Seed Notation (Sheet ES-3). Response: The stockpile area has been added to sheet ES2 and temporary seeding notation j added to both sheets. 10. Show Material Laydown Area with any additional controls on Sheets ES-2 and ES-3. , Response: The material laydown area has been added to ES3. Response: Based on County comments made during the Initial Site Plan permit review process, the topography was check by a surveyor. Per emails with County staff(Ms. Paty Saternye and Ms. Emily Cox) dated December 22, 2016, it was understood that the verification was sufficient. Email excerpt is noted below: [Question] In reference to verifying the topography, since the site is wooded, would you accept some spot checks of the elevation by a surveyor?If so,what differential would you accept?How close would the spot checked elevation have to be to the flown topography for you to accept that the flown topography was correct/sufficient? [Response] A simple note saying it was field verified with the date would be fine. It is really their risk if they don't have it surveyed and the topo is not correct(since they are referencing survey from '97 and '99). A note regarding the surveyor's check of the 1997 and 1999 topography was added to Drawing ✓ ES2. If further information is required, feel free to contact either of the undersigned at 757-466-3361. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval,plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms,which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time,the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing,this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application,they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre-construction conference. Applicants will need to complete the request for a pre-construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre-construction conference will be scheduled with the County inspector. At the pre-construction conference,should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
