No action to release the bond can be taken at this time due to the following issues: • VDOT acceptance must occur prior to bond release of public roads, updated VDOT punch list required (Trailside Drive). • As -built information for the East alley is not provided. • As -built vertical or horizontal alignment measurements are not provided for alleyways. • Pipe inspection video are missing for sections A10-A4, D4-D4A, D4-D3B, D4-D4A, D2- D2A, and D2A-D2B. • Some items are not constructed to plan, or are not correctly indicated as constructed on the as - built. As -built for bond release must demonstrate as -built conditions and conform to County As -Built drawing standards. • As Built (See County As -Built Policy) o Ensure all constructed items are indicated in bold. Remove all items not complete at time of as -built, including but not limited to, curbing, sidewalk location and type, location and number of bollards, CG-12 structures, pavement markings, and buildings. o Label curb radii, pipe sizes, and structure ID numbers, location of signage, landscaping, and street markings. Ensure labels are consistent throughout all sheets/diagrams of the as -built. o Provide stationing on plan view of Trailside Court. o Show street landscaping, sign and pavement marking locations. o Include and label the deed book & page of all ROW and drainage easements. o Confirmation of horizontal alignment must be provided. Should include horizontal alignment confirmation of sidewalks and edge of pavement. o Provide location of storm drains and drainage pipe along the North Alley. o Provide interpolated as -built line for the vertical alignment. The design elevation should be displayed in a thinner line weight, while the constructed elevation should Engineering Review Comments Page 2 of 2 be bold, including as -built centerline grades. o Gravel diaphragm was not installed adjacent to bio filter as indicated. Field Inspection (see attached checklist for more information) o Damage to curbing and sidewalk along Trailside Court must be repaired. o Damage to curbing and asphalt must be repaired on the South Parking @ affordable housing. o The easternmost drainage grates along Riverwalk Crossing were not installed correctly. o The drainage grates along the north alley were exposed to sediment during construction of adjacent homes and will need to be cleared of sediment. o Only 4 of the 8 Bollards and 12 of the 16 street landscape trees were installed along Riverwalk Crossing. o Only three of the 5 required traffic control signs were installed along Trailside Court. o The CG-12 located at the east side of the traffic circle off of trailside drive is graded incorrectly, resulting in ponding and the accumulation of sediment. Ensure final As-builts are submitted according to Albemarle County's as -built road plan policy. See attached punch list for more information. Another inspection will be required, which will require another application and fee once all items are complete. Please contact me if you have any further questions.
