The individual responses to those comments are below. C. Stormwater Management Plan(SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved,and the reasons are provided in the comments below.The stormwater management plan content requirements can be found in County Code section 17-403. 1. Provide North arrows on the plan sheets. • North arrows have been provided as requested. 2. Provide Outlet Protection on the inflows to the pond and revise the detail on sheet 5 to match the plans. • Outlet protection has been revised to match the plan and values from the SWM package routings as requested. 3. Provide a maintenance schedule for the wet pond,such as in section 9.3 of the DEQ BMP Specification No. 14. • A maintenance schedule has been added to the landscape plan as requested. 4. Show the proposed stormwater management easement on the plans. • Stormwater management easements have been shown on the plans as requested. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; Engineering Review Comments Page 2 of 2 After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. August 23,2016 Frank Pohl,County Engineer County of Albemarle Department of Community Development 401 McIntire Road, Charlottesville,VA 22902 Regarding: Old Trail Village-Ballard Field Upper Subdivision WPO-200400005(Revised) Mr.Frank Pohl, The following response letter corresponds with the comments provided by Glenn Brooks via email to Chris Mulligan(previous P.E.of RGA)from September 25,2015 regarding the conversion of the existing sediment basin into a retention pond. The plan prepared by Timmons Group was originally approved as a biofilter,however,other options were looked at for value engineering purposes.Roudabush,Gale&Associates has prepared a feasible option for a retention pond based on the newest requirements for a wet pond from the VA DCR 2013 BMP design specifications.We would like to move forward with the retention pond design and would appreciate any insight you may have. 1. This pond does not have adequate drainage area to sustain a permanent pool without summer stagnation and nuisance conditions, and there is no known base flow. This must be addressed adequately or the proposal will be denied, and the approved biofilter can be constructed. A water balance indicates an average permanent pool of 39.2 inches is needed. The edges of the pond must be shelved or walled to prevent a mud line, and the pool must be aerated or otherwise prevented from eutrophication and algae blooms. • Though the pond does not have any known base flow,the existing sediment basin has been field verified to retain quite a bit of water throughout the year.The proposed retention pond has a design depth of 4.75'while only 3.25' is required. 2. An aquatic bench must be provided as a safety feature. • A 10' aquatic/safety bench has been added as requested. 3. A landscape plan must be provided with shoreline fringe, riparian fringe and floodplain terrace vegetation. • A Landscape plan has been added as requested. 4. The water volume requirement for the pond under 2C criteria is approximately 66,000cf,for a 20.5 acre drainage area with 9.1 acres of impervious. Compute 33,000cf proposed at EL 667.1'. You have the option of designing to 2B criteria,with a treatment volume of approximately 39,300cf. • Areas have been recalculated and entered into the latest VRRM(2016)spreadsheet.The required treatment volume is slightly over 32,000 cf.The proposed design provides 34,000 cf of storage. 5. Forebays must be provided for all concentrated inflows. • A forebay has been added as requested. 6. Provide a copy of the required stormwater management easement. • Copies will be provided upon approval. 7. Provide a copy of the required stormwater management maintenance agreement. • Copies will be provided upon approval. 8. Test to verify compaction and materials in the dam,or re-design per VSMH 3.01. • We have contacted F&R to field test compaction as requested. 9. The proposed 48inch outfall pipe is overkill in this situation, and will actually be an accessible hazard and eyesore in this residential area. Reduce the dimension of the riser and outfall pipe. • The outfall pipe has been redesigned and reduced to 24"as requested. 10. The outfall ditch is currently a mow-able swale with standing water and signs of erosion. The proposed 2: 1 side slope is not easily maintained in this location. Please provide 3 or 4 to 1. • The slopes have been revised to 3 to 1 as requested.Proposed grades have been re- designed to avoid floodplain/floodway encroachment. 1 1. The pond does not appear to provide enough storage volume for the 2yr storm. • The pond has been redesigned to be adequate for all storm events.Please refer to SWM report for calculations and routings. 12. All control openings must have anti-clogging measures detailed on the plan. • The redesign of the pond does not contain a control opening. 13. The spillway detail is inadequate. Detail depth of excavation, linings, and depth and extent of rip-rap to connect to outfall and ditch from the basin. Show on plan view. • A detail of the spillway has been updated to accurately portray the design. 14. Remove the sediment basin details from the plan. They are no longer applicable. • The sediment basin details have been removed as requested. 15. Detail a base for the riser on the plan profile. Remove the standard details which are not applicable. • A profile has been added to the plans to accurately portray riser and other features. 16. The existing basin likely has a build-up of silt which must be cleaned out. Note or detail this on the plan. • A note has been added to remove silt from existing sediment basin before construction begins. 17. Remove the erosion control narrative. • The erosion control narrative has been removed as requested. 18. Remove computations and drainage maps from the plan and provide them in a separate booklet. • A SWM report has been submitted as a separate package that contains calculations and routing information. 19. Seal, sign and date the plan. Please do not turn in plans which have not been sealed, signed and dated. • All sheet sets have been sealed,dated,and signed.
