Tosto Route 3, Box 420 Crozet, VA 22932 RE: Special Permit 92-11 Home Occupation Class B - Massage Therapy (TM 56AI-01-46) Dear Mr. and Ms. Tosto, Your special permit received no written opposition, and the required entrance and parking improvements are feasible without off-site easements. Therefore, I hereby reverse my prior decision, and will grant administrative approval after satisfactory installation of the entrance and parking area. Approval of this permit is subject to compliance with the following conditions: 1. V.D.O.T. approval of entrance. This involves the following: a. Closing the existing entrance (open area) in front of the shed; b. Installing a new entrance to the west of the existing shed entrance, in such a location so as to obtain sight distance. This entrance shall be 20 feet wide at the connection onto Jarman's Gap Road. It shall continue a minimum of one car length (18 feet) prior to turning. The surface of the entrance and the driveway may be gravel. The work within the highway riqht-of-way requires an entrance permit from the V.D.O.T. The minimum acceptable specifications are subject to their discretion. . . June 30, 1992 Leonard C. and Carol A. Tosto Page 2 2. County zoning Department approval of the provision of adequate parking. This involves the following: a. The provision of a total of 3-4 parking spaces. This is to accommodate the residence (2 spaces) and the business (1-2); b. Installing a driveway from the new entrance to the parking area. The parking spaces should be a minimum of 10 feet wide and 16 feet long, with sufficient area to turn around. The surface may be gravel, and they should be marked with landscape timbers or the like. You may recall from our field visit with Mr. Kesterson of V.D.O.T., that you have at least two options ln the design of these facilities. One would be tighter, and would provide parking up near the road by the shed. The other would create a new driveway to the rear of the shed and house. Once you settle on which you will pursue, you should submit a sketch for our approval as part of your file. Once the sketch is approved, and your entrance permit obtained, you may begin the necessary work. Once the work is complete and #1 is inspected by V.D.O.T. and #2 by the Zoning Department, you will have approval of the special permit. This will be signified by our approval signature to a zoning clearance. This is necessary prior to opening the business. If you have any questions, please do not hesitate to contact me.
