Re: North Pointe — Route 29 Improvements Plan (Lewis & Clark Drive) SUB-2016-00196 Review #3 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section and Culpeper District Traffic Engineering, Hydraulics, and Structure & Bridge Sections, have reviewed the above referenced plan as submitted by Collins Engineering, dated 31 July 2017, and offer the following comments: Traffic Engineering/Land Use 1. The proposed northbound right turn lane storage may be shortened to 200 feet. 2. The lane drop on Lewis & Clark must be marked in accordance with MUTCD. 3. The proposed U-turns should be designed to prevent traffic egression from the existing entrances (at both the NB and SB sides) from being able to use it. The SB U-turn should be shifted so as to not line up with existing entrances on Route 29. 4. The proposed Ieft turn lane for the U-Turn on Route 29 SB, should be offset to accommodate future through lanes on Rte. 29; this change may call for a new Auto Turn analysis for WB-65 or WB-67. 5. The Traffic Engineering Section will provide a sketch of how the Lewis & Clark Drive approach to Route 29 should be designed, which will be forwarded to the applicant. 6. The note on sheet 3 concerning RCUT, North U-Turn, and South U-Turn should be changed to "may be" and not "shall be", upon Traffic Engineering approval. 7. The proposed splitter island should be extended into the future through lane. We acknowledge that this is different from previous comment but is based on updated information from Traffic Engineering. 8. Under Traffic Control Notes, the allowable work hours for Route 29 are not accurate; Copies of the allowable work hours can be provided, if needed. 9. Traffic control measures should be shown to scale on the proposed Layout & Striping Plan, to reflect the proposed sequence of construction and their associated maintenance of traffic. Preparer of the MOT plan must provide verification of completion of the VDOT Advanced Work Zone Traffic Control Training. 10. Tubular markers are not to be used as channelizing devices on Rte. 29; barrels or cones should be used instead. VirginiaDOT.org WE KEEP VIRGINIA MOVING September 25, 2017 Matthew Wentland, P.E. Previous comment incorrectly stated that the 2008 Virginia Department of Transportation Road and Bridge Standards should be noted, it should be written such that the 2016 Standards are used. Please revise note 1.3 on sheet 1 I as follows: "Shall adhere to applicable standards in accordance with 2016 Virginia Department of Transportation Road and Bridge Standards; including all current revisions." The following comments pertain to the proposed retaining wall plans that were provided on 19 September 2017. 12. The provided geotechnical report, dated 3/12/2010, does not provide enough information to perform a comprehensive review of the wall system. The report states that 41 borings were performed; however, no logs were included (the appendices of the report were not included). The primary purpose of the borings was to determine where rock was Iocated, particularly in the areas of the site where deep cuts are required. Therefore, the borings appear to be basically auger probes (no Standard Penetration testing). It is indicated that samples of the cuts were obtained for lab testing, but no results are provided. 13. The subsurface exploration for the proposed retaining wall must be performed in accordance with the minimum guidelines as indicated in Chapter 3 of the Materials Division's Manual of Instruction (MOI), which can be found at the link below. li(tp://www.virL,iniadot.t)EgtbU.sine,s:slresource%/Matcrials/hu-mat MO[_III.�rdF 14. Both the structural and geotechnical design of the proposed retaining wall design must be performed in accordance with the applicable AASHTO Specifications. 15.
