COUNTY OF ALBEMARLE Dept. of Planning & Community Development 401 Mcintire Road C harlottesville, Virginia 22901-4596 (804) 296-5823 June 19, 1990 Hillsboro Baptist Church, Trustees of Rt. 1, Box 559A Cr'Jzet, VA 22932 RE: SP-90-33 Hillsboro Baptist Church Dear Sirs: The Albemarle County Board of Supervisors, at its meeting on June 6, 1990, approved the above-noted request to permit a 3,000 square foot addition to the eXisting church (12.2.2.15) on four acres zoned VR, Village Residential. Property located on the north side of Rt. 797 approximately two-tenths of a mile east of Rt. 684. Please note that this approval is subject to the fOllowing conditions: 1. Expansion is limited to 3,136 square feet and shall be in general accord with the plan prepared by Warren Engineering dated March 27, 1990; 2. Staff approval of site plan to include Health Department approval; 3. Approval is for worship services and church related activities only. Day care or other usage shall require amendment of this special use permit; . 4. Compliance with comments of the ~irginia Department of Transportation dated April 19, 1990. . . Keeler Special Use Permits & Rezonings 5. ZMA-89-16 J. W. Townsend, Route 29 N. - The Comprehensive P~an shows industrial zoning which is what this request is for. This request would result in an increase in traffic from the current zoning. This property is either right at or just north of crossover H35, \~lich is shown to be closed in the 29 Corridor Study. Therefore, the Department recomnends that this crossover be closed off in conjunction \vith this rezoning request, should it be approved. There are no left turn lanes in the median for this crossover and there is inadequate sight distance at the crossover. 6. SP-90-26 Commomvealth Gas Pipeline Corporation, Route 20 N. - The gas transmission line \vill need to be bored under Route 20 for the crossing at this location. 7. SP-90-35 Covenant Church of God, Route 643 - This section of Route 643 lS currently tolerable. This request \vould result in a considerable increase in traffic from what could be generated from the RA Zoning. Due the alignment of Route 643, there may be a problem obtaining adequate sight distance for the commercial entrance to serve this property. 8. SP-90-33 Hillsboro Baptist Church, Route 797 - This section of Route 797 is currently tolerable. This request would result in some increase in traffic. A tree needs to be removed east of the eastern entrance to obtain adequate sight distance. There should be adequate onsite parking to accommodate the church. 9. SP-90-32 Holy Trinity Church, Route 640 - This section of Route 640 ü~ currently tolerable. This request would probably not result in much increase in traffic, depending upon the usage of the building addition. The existing private drive'vay does not have adequate sight distance in either direction. A minimum of 350 feet of sight distance is required and tree trimmihg or removal is needed in both directions and possibly some grading of the bank is needed to the east. Sight easements may also be needed in both directions to assure that the sight distance is obtained and maint'ained.
