The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Comments reflect information available at the time the proposal was reviewed and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that are
required to be resolved prior to final approval. The applicant should work with each of the reviewers
individually to address the comments provided. Once all of the comments have been addressed, the Lead
Reviewer will request copies for final signature by each reviewer. Please contact me at your earliest

Comments on SDP201700053 — Initial Site Plan:
1. [Section 32.5.2(a)] On Sheet 1, please reference the page number within the Code of Development that
permits the setbacks shown.
2. [Section 32.5.2(b)] On Sheet 1, please provide the maximum square footage of commercial uses within
the mixed -use buildings. Among other things, this required information assists in the assessment of
loading spaces and dumpsters as discussed on pages 34 and 35 of the Code of Development.
3. [Section 32.5.2(b)] On Sheet 1, the table for affordable housing provides information for 60 market
rate units and 13 affordable units. Please revise this table to show information for all proposed 77
dwelling units in Phase I and provide a breakdown of this information for the dwelling units proposed
in Phase II.
4. [Section 32.5.2(c)] On Sheet 4, please label the phase lines.
5. [Code of Development/Application Plan] Please indicate on the plan that only a portion of Block C2 is
proposed to be developed with this plan.
6. [Code of Development/Application Plan] To confirm compliance with the COD, please demonstrate
on the plan (or via a separate exhibit) how the remaining portion of Block C2 is proposed to be
developed.
7. [Table D, Code of Development] To confirm compliance with the COD, please demonstrate on the
plan (or via a separate exhibit) how the areas shown for Phase 2 will accommodate the range of units
shown below, especially with regard to parking:
a. 50-100 mixed -use units in Block C1
b. 10-20 mixed -use units in Block C2
c. 10-20 mixed -use units in Block C4
Comments on SLTB201700128 — Preliminary Subdivision Plat:
1. [Section 14-302(A)(3)] Please revise the label of Meeting Street to read `Berkmar Drive."
2. [Section 14-302(A)(9)] On Sheet 1, please add the note required by this section.
3. [Section 14-302(B)(8)] On Sheet 1, please reference the page number within the Code of Development
that permits the setbacks shown.
4. [Section 14-303(A)] Please add the statement required by this section.
5. [Section 14-303(G)] Please note the intended ownership of all common areas.
6. [Section 14-303(N)] Please add the statement required by this section.
7. [Section 14-303(P)] Please add a notary panel to acknowledge the signature of the owner.
8. [Section 14-303(Q)] Please add the note required by this section.
9. [Section 14-317] Please provide an instrument to ensure the maintenance of required improvements.
10. [General Comment] On August 25t'', the following waiver requests were received:
a. Authorization of Private Streets under Section 14-233(A)(1)(iii)
i. Staff supports this request and can schedule it for an upcoming Planning Commission
meeting, if the applicant desire to go forward.
b. Variation to the Planting Strip and Sidewalk requirements under Section 14-422(E) and (F)
i. Staff does not support this request as shown. The minimum standard for sidewalk
width in the Design Standard Manual and page 31 of the Code of Development for
Area A-2 is 5 feet. There also does not appear to be sufficient space for a 6-foot
planting strip. Please revise the plan or revise the request and justification to match
what is shown on the plan.
c. Variation to the Street Tree Requirement in Section 32.7 under Section 32.3.5(b)
i. Staff does not support this request as shown. There does not appear to be sufficient
space for a 6-foot planting strip. Please revise the plan or revise the request and
justification to match what is shown on the plan.
Albemarle County Engineering Services (Engineer) — Bobby Jocz, joczkalbemarle.org — Requested changes
1. WPO plan must be approved prior to final site plan approval.
2. NOTE, per proffers:
i. E&S measures must achieve a sediment removal rate of 80%
ii. A 20% increase in stormwater removal rates over standard WPO requirements must be
achieved, up to a maximum of 80% for each phase.
3. Parallel parking must be 9x20 with 20' travelway.
4. CG-6 is recommended for use where stormwater is being conveyed along roadway.
5. Provide locations of traffic control signs.
Albemarle County Department of Fire Rescue — Robbie Gilmer, r ilmergalbemarle.org — Requested changes
1. Fire flow test required before final approval.
2. All radii shall be a minimum of 25' to allow emergency vehicle access.
3. Halsey Street is greater than 150', which shall require an approved turn around.

1. Water and sewer construction plan review by the ACSA will be required at the final site plan
stage. Submit 3 copies of the plan along with water and data sheets to the ACSA, Attn:
Alexander J. Morrison, PE, to begin the review.
2. RWSA Capacity Certification will be required at the final site plan stage. The ACSA will submit
the request to RWSA once the water/sewer construction plan review begins.
3. These blocks are covered under an existing sewer capacity agreement with the ACSA.

A road name will need to be provided for the private alley that lots 35-41
access.
All other road names are acceptable. Note that Meeting St was changed to Berkmar Dr
due to a Board of Supervisors action so please update that name on the next draft.

Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 21
August 2017, and offers the following comment:
Note that the subdivision/road plan must show conformance with the VDOT Road
Design Manual Appendices B(l) and F, as well as any other applicable standards,
regulations or other requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process. If further information is
desired, please contact Justin Dee] at 434-422-9894.
