Charlottesville VA 22902 SDP201700049 Dunlora Park Phase II- Initial Site Plan Mr. Collins, The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site plan. This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,613. Please submit 9 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. [Comment] This application was reviewed against Site Development Plan requirements only. Lot lines are shown on the plan, but no subdivision application was submitted. Any subdivision related comments are provided for reference only unless necessary for site plan approval. 132.7.2.3(c)] Interconnectivity of Sidewalks or Pedestrian Ways. The County has received funding for pedestrian access improvements to portions of Rio Road, a portion of the work fronts phase 2 (specifically fronting Lots 32 - 42). Below I have provided a section of the plans, please revise/coordinate your final site plan to depict and incorporate this work. Your plans should show the road improvements and curb & gutter by others, but the sidewalk & landscape strip/landscaping should be constructed as a part of your plan and by the Dunlora Park developer. The portion of land fronting Phase 2 listed as "Right-of-way established with Dunlora Park Road Plan " requires a right-of-way dedication. Provide a note stating that the land is to be dedicated to the County for public use. Prior to final site plan approval the dedication shall take place on a plat to be reviewed by the County, approved, and then recorded in the Clerk's Office. The DB page information of this action shall be provided on the final site plan. 4. [30.7.5] Design Standards Retaining Walls. Within preserved slopes that have been determined less than 25% based on new topographic information to the satisfaction of the County Engineer the following applies. The maximum height for a single retaining wall, measured from grade to grade, shall be six (6) feet. When the overall retained height would exceed six (6) feet, the retaining wall shall be broken into multiple stepped walls w/ 3 feet of landscaped area between each wall. Currently the plans do not provide enough information on the retaining wall design to verify this requirement is met. Prior to final site plan approval, on the plans provided sufficient information on the wall design to verify the above design standards are met. 5. [32.5.2(n), 4.12.15(8)] Curb and Gutter in Parking Areas and Along Travelways. Provide curb for both sides of the alley. 6. 114-303(E), 3.1] Alleys. Clearly depict whether the Alley is proposed on individual lots or if it is proposed within the Open Space. Staff suggests it be provided in Open Space, but it shall be omitted front being counted in the required open space for the project (25116), as roads or accessways are not to be in open space. 7. [14-303(E), 3.11 Alleys. Revise the label of the Alley to "Variable Width Private Alley to be Maintained by the HOA ". 8. [32.5.2(n), 32.5.1(c)] Dimensions. Dimension all proposed improvements, including buildings/dwelling units. 9. (14-303(e)] On the final plat depict and dimension an alley easement and label it as "Variable Width Private Alley Easement to Benefit Lots 29-42 ". 10. [32.4.1.3, 32.5.2(e)] Phase Lines. Revise the phase lines to encompass Lot 29-31 and the alley connection to Varick Street. 11. 132.8.21 Infrastructure improvement plans. All infrastructure required to construct phase II shall be review, approved, and built or bonded before the final plat and/or final site plan approval. 12. 132.6.20)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site plan. 13. [ 14-317] Instrument Evidencing Maintenance of Certain Improvements. Submit with the final plat an instrument assuring the perpetual maintenance of the alley, open space, and any other improvements that are to be maintained in perpetuity. Please submit a draft of this document to me and I will review it and forward it to the County Attorney for his review/approval. 14. [14-311] Infrastructure Improvement Plans. WPO amendment must be approved, all required improvements must be built or bonded, and all required Deeds and Declarations must be reviewed and approved prior to final site plan/final plat approval. 15. [32.7.2.1] Vehicular Access to Site. The alley entrance onto Varick Street (Public Street) shall be designed and constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the entrance to the site shall be required prior to final site plan and/or final plat approval. Please contact Christopher P. Initial Site Plan must be approved prior to WPO/VSMP approval. 2. WPO Plan must be approved prior to site plan approval. 3. VDOT approval is necessary prior to site plan approval. 4. Ensure the DB & PG # is shown for all easements. 5. Correctly label all easements (example, should be "SWM forest & open space easement"). 6. The new right-of-way must be recorded on a plat. Note says shown on the road plan. 7. Add/revise the note regarding the steep slopes. Be sure to reference the name and date of the exhibit showing the survey. Remove "as approved by County Engineer" from this note. 8. Provide certified design of the retaining wall, considering the wall is supporting the alley travelway. 9. Ensure all contours are labeled. 10. 2:1 slope is not allowed adjacent to the SWM pond. Refer to BMP Clearinghouse for facility specifications. 11. Show sight distance. 12. Show spot elevations for parking spaces to ensure 5% max. slope is not exceeded. 13. Slopes steeper than 3:1 must specify ground cover, not grass. 14. 0" of BM -25 is shown on the pavement detail. Please correct or remove. 15. SWM quality control was outlined, however quantity control will also be necessary and should be summarized. 16. Extend the private access easement for the alley to the property line. 17. The County is planning work along Rio Road. Please coordinate your plan to show this work. Your plans should show curb & gutter by others, but the sidewalk should be constructed as a part of your plan. An exhibit with the County plans will be provided to you. Please note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or other requirements. This site will require a one (1) new private road name. Per Sec. 7-200-B of the County's Road Naming and Property Numbering Ordinance (Page 2 of PDF). "It is intended by this article that all roads within the county which serve or are designed to serve three (3) or more dwelling units or business structures shall be named." Please review the procedures in the Road Naming and Property Numbering Manual to decide upon a road name for the road accessing Old Lynchburg Road. We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable.
