This plan is Engineering Review Comments Page 2 of 4 approved pending documentation of nutrient credit purchase; C6.1 debris rack (detail); SAF. 421, 22 BELow. Also: New 23, 24, below. 1. Str. 206 appears to be a MH (C5.1) with 15" DIA pipe upstream, 24" DIA pipe downstream (pipe storage I - pipe storage 2 profile; C7.0), but weir plate in Str. 206 detail (C6.1) shows weir plate within 72" storage system #1. Coordinate design across plan sheets. Note: other weir plates are within storage systems. 2. C6.1 -All weir plates: Although details are NTS, approximate scale is helpful. Recommend adjust NTS 10" orifice to closely approximate 10", relative to 6' pipe. Adjust leader line arrow to point to top of weir plate in Str. 104 detail. 3. C6.1 -Revise `top of 4'/6' weir plate' labels for consistency; `top of 6' weir plate' appears accurate. 4. C6.1 -Please add storage system numbers (1, 2, or 3) to each weir plate detail. s 1. - 4. Discussed 14 -Oct, in Wine form, anticipate profile/detail r. As follow-up, please show weir plate (details) as 96" DIA/circular, not rectangular. Label DIA. Also, if top of weirs is not horizontal but coincides with top of 96" pipes, evaluate routings. Revise routings as necessary. Note: From routings: storage system #1 please compare with detail. Revise C6.1 details + routings, as necessary (for example, if weir plate section #1 is shown circular/accurate, ensure this shape/dimension is modeled accurately in routings.) C7.0 -Pipe storage 1 pipe storage 2 profile indicates primary outlet device, storage system #1 is 12.86' of 15" DIA RCP. Routings indicate 41.4' of 24" DIA CMP. Please reconcile. (third item, p.-2: hqp://www.albemarle.orv-/Mload/images/forms center/departments/Community Development/forms/Engineering and WPO Forms/Engineering Review Drainage Plans Checklist 1Dec2014.pdf ) (Rev. 1) Addressed. 11. C7.0 -Pipe storage .1 -pipe storage 2 profile indicates 0.00% slope. Routing indicates 0.0203%. Reconcile. 12. Recommend 0.5% slope (0.005'/'), Min., for detention systems. (Rev. 1) Addressed. Asfollow-up, since bottom elevations of systems vary, please label profile view system floor elev. relative to entry/exit points. For example, if system #2 is flat along E -W portions to prevent ponding in dead ends, since 0.5% X 60.0' -0.3', it appears that bottom elev. of the N -end of the 60' L, N -S main section (profile STR224-STR212 /system #2) would be 464.3'. Likewise, system #1 bottom elevation near point str. #105 enters the system is 27'± X0.005, or 0.135'± higher than 451.50' (INV out/Str. #103), or 451.64'±. Care should betaken in labeling profile elevations. For example, spatial relationships shown in STR112-STR106 profile do not exist. Str. #105 enters near midpoint, not at the end of 68' L, 96" DIA pipe. Please consider dashed lines (profile views) to indicate pipes continue beyond solid lines that show 96" DIA pipes ending in certain profile views. Plan views show spatial relationship. Recommend no slope for system #2 E -W (35', 65') sections -labels could help clarify. (Rev. 2) Addressed. 13. Label detention/storage system line length in profile, for clarity. (Rev. 1) Addressed. Engineering Review Comments Page 3 of 4 14. Label detention/storage individual line lengths, C5.0, for clarity. (Rev. 1) Addressed. 15. C7.0 -Str. 201 Ex. 1 profile shows 80.91' of 15" RCP @ 1.06%. Routing shows primary outlet device of storage system #2 shows 20 LF of CMP @ 1.7%. Reconcile. (Rev. 1) NA, with redesign, but as follow-up, please confirm routing system #1 (Vol #1) INV =451.50', system #2 (Vol #1) INV =464.00'. Also, item #12, above. Revise routings as necessary. (Rev. 2) Addressed. 16. C1.2/C1.0 -Correlate Site Land Cover Summary, 0.80 AC. FOREST with Preserved Woods and Open Space Exhibit. Unclear if (exhibit) preserved woods/open space exactly matches 0.80 Ac. spreadsheet value. A label would be helpful since correlation is difficult. Also, 0.80 Ac. value affects water quality 2.89 lb/yr phosphorus load reduction. This acreage must be conserved. Provide preservation/conservation easements for 0.80 Ac. on sheet C1.0. (Rev. 1) Addressed. Per discussion w/ C. Kotarski, 14 -Oct, Final Plat to show and record conservation easements. 17. Indicate and label preserved woods on L1.0. List acreage consistent with VaRRM.xls (0.80 Ac). (Rev. 1) Addressed. Ref. sheet C0.0. 18. C4.0 -With request to 96' cul-de-sac, storage system at Int. Road A/B appears problematic. VDOT comment on facilities within public RW is relevant. VDOT may prohibit SWM facilities within RW. Also, schematic (plat) plan view shows all three stormwater storage systems virtually touching sidewalks. Increase distance to grade -level improvements if possible. Provide Private Drainage Easements on Lots 9 and 19 based on trench side -slope required to excavate or replace storage systems in the future. (Rev. 1) Addressed. 19. Remove sheets: C1.1, C1.2, C1.3 (or delete all except Typ. F&C + Typ. Storm Sewer MH Detail), C7.1, C7.2, and L1.1. (Rev. 1) Addressed. 20. Provide TYP. Storm Sewer MH Detail. (Rev. 1) Addressed. 21. Provide documentation of purchase of nutrient credits: (Rev. 1) Applicant response, 10 -Sep letter: "Documentation of nutrient credit purchase will be provided before final approval." E. Documentation of the applicant's acquisition of nutrient credits shall be provided to the VSMP authority and the Department in a certification from the credit provider documenting the number of phosphorus nutrient credits acquired and the associated ratio of nitrogen nutrient credits at the credit -generating entity. Until the effective date of regulations establishing application fees in accordance with § 62.1-44.19:20, the credit provider shall pay the Department a water quality enhancement fee equal to six percent of the amount paid by the applicant for the credits. Such fee shall be deposited into the Virginia Stormwater Management Fund established by § 62.1-94.15:29. 22. Process: After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development (complete). One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans (complete). The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified (in process). The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to request a pre -construction conference by completing a form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. December 17, 2015 Virginia Department of Transportation Troy Austin, P.E. Area Land Use Engineer Culpeper District RE: Dunlora V —Road Plan Dear Mr. Austin: We have reviewed all of your comments from December 9`h, 2015 and made the necessary revisions. Please find our responses to the comments below in bold lettering. 1. The tick marks should be added to the road centerlines in plan view. Tick marks have been added to the Road Centerline. Refer to sheet C3.0. 2. There is a note on sheet C4,0 indicating that structure 100 will be tied to the existing pipe. I understand that the 18" RCP under Shepherd's Ridge Road will be replaced with 15" HDPE, however, the note on sheet C4.0 could be interpreted that the structure will be connected to the existing 18" RCP. It appears that this note should be removed. This note has been removed from the plan. 3. The label for structure 214 is overlaying the spot elevation label. For clarity, one of the labels should be shifted. The structure labeling for 214 has been revised. 4. The hydraulic calculations have not been provided to me for review. Two PDF files titled "Calc—Book" have been electronically submitted to Albemarle County and include all hydraulic / hydrologic calculations. Please let us know if they are not passed on you, so we can get them to you directly. Process: After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and Engineering Review Comments Page 4 of 4 check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2 -4 weeks to obtain all the correct signatures and forms. After DEQ coverage is issued, via the coverage letter, the County can hold a pre - construction conference. Applicants will need to request a pre - construction conference by completing a form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre - construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
