Good Morning Valerie,
Yes, you are correct. The preliminary plat received a tentative approval based on the Planning comments, which are on
pages 2 and 3 of the letter. The final plat will not be approved until those comments are addressed, in addition to the
other standards in our Subdivision Ordinance that apply strictly to final plats. The comments from other reviewers
(including VDOT, ACSA, Engineering, and Fire Rescue) will also need to be addressed prior to final plat approval.

Hi Cameron,
Our firm represents the Joanne L.G. Moyer Family Trust, the owners of the property that is the subject of the
above referenced subdivision plat application. I believe you met my colleague Nicole Scro who attended the
SRC meeting a few months ago. The developer's lawyer forwarded to me a copy of your letter approving the
preliminary subdivision plat.
I note that your letter states that the County will not accept the final plat for signature until tentative
approvals for the attached conditions have been obtained. Does that mean that the final plat approval is
subject to satisfying those comments starting on page 2?

Please note that the final plat will not be considered to have officially been submitted unless the comments in
the Action Letter have been addressed. The Planning Division comments in the Action Letter are based on the
revised subdivision layout that you sent to me via email on August 23rd, 2017. I have attached a copy of the
layout drawing to this email for reference.
As we agreed upon during our telephone conversation earlier today, please send me a PDF of the full set of
preliminary plat drawings that reflect the revised layout as soon as possible. Currently, I only have the first
sheet (attached above).

Right now, I'm thinking that a request to defer action may be best just to ensure that we have the preliminary squared
away. Based on the revised drawing you sent, it looks like the only lots using the Bonus Level Cluster lot standards are
Lots 1-11. Since my earlier email with the three requested changes, I've identified a couple more things that should be
addressed on the preliminary prior to approval. I'd like to discuss this with you if possible (either telephone or here at

Hi Adam,
I received your voicemail earlier, but I've been in meetings all day so I haven't had a chance to call back yet. In terms
of moving forward with a conditional approval of the preliminary, there are some definite changes that I would need
to see in the Site Data table on the revised plat you sent. Here the main requirements:
Under "Zoning" in the site data table, just change it to R-2 Residential.
2. Under "Proposed Use" in the site data table, put R-2 Standard Cluster Development (22.53 acres) and under that
put R-2 Bonus Level Cluster Development (4.70 acres).
3. Also, can you add another section to the site data table that is titled "Bonus Factors" and then state the specific
bonus factors and their associated percentage density increase you're seeking to utilize? It might look something like
this — Bonus Factors: Street Trees (5%)
If you can make those changes and send me a PDF again, I'll take a look. It doesn't look like the road layout or lot
number changed at all. I just want to make sure the preliminary has all the right zoning data so that the final plat
review goes smoothly.

updated layout/notes. Lots within the development area have been set up as a bonus cluster, and lots outside
of the boundary have been set up as a standard cluster. Please let me know if this is acceptable and/or what

Attached is our review letter for SUB201700097 Moyer Subdivision Prelim Plat, which includes the following comments:
1. SSAR regulations require a connection to a different highway,or a stub out to an adjoining property.The
proposed layout would require an SSAR exception which must be requested in writing with documentation
justifying the reason a second connection or stub out cannot be made.
2. Can the triangular shaped intersection be eliminated, as it appears to be unnecessary and creates and
unnecessary intersection.
3. Note that the subdivision/road plan must show conformance with the VDOT Road Design Manual Appendices
B(1) and F, as well as any other applicable standards, regulations or other requirements.
