An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on
October 2, 1997, at 4:30 p.m., at the Walker Middle School, 1564 Diary Road, in the City of Charlottesville,
Virginia. (Note: On May 7, 1997, the Board put into its record the date of October 2, 1997, as one of the
dates the Thomas Jefferson Venture would be holding a meeting as part of its schedule. They did this in
order that the Board members could attend this meeting of the Venture.)
BOARD MEMBERS PRESENT THIS DATE: Ms. Charlotte Y. Humphris, Mr. Walter F. Perkins
and Ms. Sally H Thomas.
NOT PRESENT THIS DATE: Mr. David P. Bowerman, Mr. Forrest R. Marshall, Jr. and Mr.
Charles S. Martin.
The meeting of the Thomas Jefferson Venture was called to order at 4:30 p.m., by the Chair of the
Thomas Jefferson Planning District Commission (TJPDC), Ms. Sally H. Thomas.
Ms. Linda McMinimy, director of the Urban Partnership, spoke to the Venture members about the
second round of qualifying for the Regional Competitiveness Act on December 2, 1997. She said there
are 21 possible regions. Twenty of these have formed regional groups. In 17 of those, the groups were
formed through the local Chamber of Commerce. She described the themes of the regional plans which
qualified in the first round saying they focused on specific targeted programs such as work force, training,
infrastructure improvement and development, education and tourism.
Ms. McMinimy described the formation and evolution of the Urban Partnership. She said the
regional groups which have been formed for the purpose of the Regional Competitiveness Act might be a
coalition of regional partnerships. She suggested that this coalition may be a place for leadership to come
together since, in the past, the business community has not been represented on regional planning district
commissions.
Ms. O'Brien then reviewed problems with the original Strategic Plan submittal. She said it was not
apparent to the Department of Housing and Community Development (DHCD) that there was local
government commitment to the projects set forth in the Plan. DHCD indicated that successfully applying
regions had indicted financial support from participating localities.
Ms. Thomas opened the floor to discussion from members on how to proceed. Many ideas were
put forth. These ideas were summarized by Mr. Chuck Rotgin as: 1) emphasize what an unusual group
of community leaders are members of the TJ Venture; 2) tighten up language in the Strategic Plan and
redraft it; 3) send a draft to DHCD and solicit its comments; 4) make business and legislative contacts,
especially with Rep. Earl Dickinson; and, 5) add Job Training to the Plan, and rewrite it.
Under Other Business, Ms. Karen Dame announced a candidate's forum at the Days Hotel.
Ms. Thomas reminded members that the next meeting of the TJ Venture will be on October 9,
1997, from 4:30 p.m. to 6:30 p.m. at the Walker Middle School Cafeteria.

With no further business to come before the Venture, the meeting was adjourned.
