PURPOSE.•
THE PURPOSE OF THIS LAND DISTURBING ACTIVITY IS TO REMOVE (2) EXISTING BASINS
WITHIN THE GLENMORE NEIGHBORHOOD AND CONSTRUCT A SINGLE PERMANENT
STORMWATER MANAGEMENT FACILITY. 774E AREA TO BE DISTURBED FOR THIS PROJECT
IS COVERED UNDER APPROVED WPO -2015-0034 WITH AN ADDITIONAL AREA TO BE
DISTURBED TOTALING 0.12 ACRES OUTSIDE OF THE APPROVED LIMITS OF DISTURBANCE.
EXISTING SITE CONDITIONS:
THE EXISTING SITE IS PREVIOUSLY DISTURBED FROM THE CONS77?UC77ON OF (2)
EXISTING BASINS. THE SITE IS LOCATED TO THE NOR7H EAST OF CARROLL CREEK ROAD
AND DRAINS TO THE EXISTING CARROLL CREEK.
ADJACENT AREAS:
THIS SITE IS BORDERED TO THE NORTH BY AN EXIS77NG S7REAM. TO THE EAST AND
WEST EXISTS OPEN GRASS FIELDS. CARROLL CREEK ROAD EXISTS TO 7HE SOUTH.
OFFSITE LAND DISTURBANCE.•
NO OFFSITE LAND DISTURBANCE IS PROPOSED. ALL LAND DISTURBANCE IS TO OCCUR

2. NO EROSION CONTROL MEASURES MAY BE REMOVED DURING THE CONS7RUC77ON
PROCESS WITHOUT THE APPROVAL FROM 7HE INSPECTOR ON THE PROJECT.
J. EXIS77NG SWM ACCESS PATH SHALL SERVE AS THE CONSTRUC77ON ENTRANCE.
PROVISIONS SHALL BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY
(VEHICULAR) TRACKING ONTO THE PAVED SURFACE. WHERE SEDIMENT IS
TRANSPORTED ONTO A PUBLIC ROAD SURFACE, THE ROAD SHALL BE CLEANED
THOROUGHLY AT THE END OF EACH DAY, SEDIMENT SHALL BE REMOVED FROM THE
ROADS BY SHOVELING OR SWEEP/NG AND 7RANSPOR77NG TO A SEDIMENT CONTROL
DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED ONLY AFTER SEDIMENT IS
REMOVED IN THIS MANNER.
4. INSTALL THE INI77AL CONSTRUCTION MEASURES AS SHOWN ON THE PHASE I EROSION
CONTROL PLAN. THIS INCLUDES SILT FENCE AND OUTLET PROTECTION. MEASURES
INTENDED TO TRAP SEDIMENT SHALL BE CONSTRUCTED AS A FIRST STEP WITH ANY
LAND DISTURBANCE ACTIVITY AND SHALL BE MADE FUNCTIONAL BEFORE UPSLOPE
LAND DISTURBANCE TAKES PLACE. 7HE FINAL INITIAL ESC MEASURE IS TO PLUG
THE EXIS77NG RISERS/BARRELS ON THE (2) EXISTING BASINS TO CREATE A DRY
SCENARIO DOWNSTREAM. THE EXIS77NG 100 -YEAR EMERGENCY OUTFALLS SHALL
SERVE AS THE PRIMARY OU7T`ALLS FOR THE EXISTING BASINS, WHICH WILL ACT AS
SEDIMENT TRAPSIDETEN77ON FOR UPSTREAM FLOW,
5. ONCE ALL THE INITIAL EROSION CONTROL ITEMS HAVE BEEN INSTALLED AS SHOWN
ON THE PHASE I EROSION CONTROL PLAN AND THE INSPECTOR HAS APPROVED THE
EROSION CONTROL MEASURES, 7HE CONTRACTOR CAN INSTALL 7HE POR77ONS OF
7HE NEW DAM AS SHOWN ON THE PHASE I ESC PLAN. STABILIZA77ON MEASURES
SHALL BE APPLIED TO EAR7HEN STRUCTURES SUCH AS DAMS, DIKES, AND
DIVERSIONS IMMEDIA TEL Y AFTER INSTALLATION.
6. ONCE 7HE POR77ON OF THE DAM SHOWN ON THE PHASE / ESC PLAN HAS BEEN
INSTALLED AND THE INSPECTOR HAS GIVEN APPROVAL, PHASE Il ESC PLAN
CONSTRUC77ON AC77W77ES CAN BEGIN. THIS INCLUDES THE CONSTRUCTION OF THE
FINAL POR77ON OF THE PROPOSED DAM & THE INSTALLATION OF THE PROPOSED
RISER AND BARREL. AFTER THE DAM HAS BEEN CONSTRUCTED AND THE NEW RISER
AND BARREL HAVE BEEN INSTALLED, UPSTREAM CONSTRUCTION ACTIVITIES CAN TAKE
PLACE, INCLUDING 7HE REMOVAL OF 7HE EXISTING BASIN STRUCTURES, OUTFALLS, &
RIPRAP.
Z PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED
AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE /S REACHED ON ANY PORT70N OF
THE SI7E TEMPORARY SOIL STABILIZATION SHALL BE APPLIED WITHIN SEVEN DAYS
TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN
DORMANT (UNDISTURBED) FOR LONGER THAN 30 DAYS. PERMANENT STABILIZATION
SHALL BE APPLIED TO AREAS THAT ARE TO BE LEFT DORMANT FOR MORE THAN
ONE YEAR.
8. ONCE 7HE NEW DAM, RISER, & BARREL HAVE BEEN INSTALLED AND THE INSPECTOR
HAS GIVEN APPROVAL, 7HE CONTRACTOR CAN REMOVE THE REMAINING EXISTING
PONDS AND POND S7RUCTURES AND COMPLETE 7HE GRADING FOR 7HE PROPOSED
STORMWATER MANAGEMENT FACILITY AS SHOWN ON 7HE PHASE 111 EROSION CONTROL
PLAN. ALL EXISTING BASINS MUST REMAIN IN PLACE FOR AS LONG AS POSSIBLE
AND THEIR REMOVAL MAY ONLY BE AU7HORIZED BY A COUNTY INSPECTOR.
9. AFTER THE NEW SWM FACILITY HAS BEEN INSTALLED AND STABILIZED, AND THE
INSPECTOR HAS GIVEN APPROVAL, THE 9" RISER ORIFICE CAN BE SEALED AND
REPLACED W/77-1 THE ORIFICES PROPOSED ON THE SWM PLAN. ALL REMAINING
EROSION CON7ROL MEASURES CAN BE REMOVED AT THIS 77ME. NO I7EM SHALL BE
REMOVED UNLESS 7HE UPSTREAM AREAS ARE STABILIZED AND THE INSPECTOR
GIVES PERMISSION.

i. All dams and constructed fill to be within 95% of maximum dry density and 2% of
optimum moisture content. All fill material to be approved by a geotechnical engineer. A
geotechnical engineer is to be present during construction of dams.
i. Pipe and riserjoints are to be watertight within stormwater management facilities.
3. For temporary sediment traps or basins which are to be converted to permanent
stormwater management facilities; conversion is not to take place until the site is
stabilized, and permission has been obtained from the County erosion control inspector.
