[General Comment] The application is not signed by the owner, contract purchaser, or agent on page 2. Please contact the lead planner to arrange a time to come to the County office building and sign the application. The plat will not be approved without the signature on page 2. [14-302 (A)(4)] The site plan currently in review for this property, SDP20170006, was granted a waiver by Ron Higgins - Zoning Administrator and Frank Pohl — County Engineer to allow shared parking and dumpster access between TMP 07800-00-00-015C2 and TMP 07800-00-00-015C3. The waiver approval letter sent to Keith Lancaster and Dustin Greene, dated June 22, 2017, stated that waiver approval was contingent upon the recordation of an instrument for a shared parking agreement and dumpster access easement. The waiver approval letter also stated that the easement boundaries must be platted and dimensioned with this BLA application. a. [14-302 A)(4)] A draft Declaration of Easement and Agreement was sent to Ron Higgins with the waiver request. Please update the declaration so that it accurately describes the purpose of the easement (shared parking and dumpster access) and describes the dimensions and locations of the easement. The names of all easement holders must be contained in the declaration, as well as the full fourteen digit tax map parcel numbers. The declaration and plat will be forwarded to the County Attorney for review and approval upon receipt. b. [14-303 (E)] The easement boundaries should be shown on the plat in accordance with all linear, angular, curvilinear dimensions and directional bearings. c. [14-302 (A)(4)] The plat should label the easement as "New Private Access Easement." d. [14-302 (A)15)] Please include a note on the Cover Sheet identifying the names and addresses of the holders of the proposed easement. e. [14-302 (A)(4)] The declaration and plat must be recorded together. 3. [13-302 (A)(3)] Please amend the label for South Pantops Drive so that it states whether it is a public or private street and provide the state route number. 4. [14-302 (A)(5)] Please amend the label for the new 5' public access easement. It should state "New 5' Public Access Easement Hereby Dedicated to Public Use." The southern boundary line of the new public access easement does not show directional/dimensional data, please add this on the next submittal. 5. [14-303 (E)] Please show the linear, angular, and curvilinear dimensions of the southern boundary of the new 5' public access easement. Directional bearings must be shown in compliance with the Code. 6. [14-302 (A)(11) and 14-302 (B)(6)] Please show the full fourteen digit TMP number for each parcel, followed by the most recent source of title and recorded plat for each property as a note on Sheet 1. 7. [14-302 (B)(5)] On the Cover Sheet, please provide a separate note for the zoning classification of each property. Please state all applicable zoning and overlay districts. Please note that both properties contain areas of Managed Steep Slopes and portions of both lie within the Flood Hazard Overlay District. 8. [14-302 (B)(10)] Please add a note to the Cover Sheet stating "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." 9. [14-303 (D)] The revised area calculations on Sheet 1 are incorrect. TMP 78-15C3 currently measures 1.00 acres, per Deed Book 2922, page 498. TMP 78-15C2 currently measures 1.098 acres per Deed Book 3103, page 4. The revised acreage of TMP 78-15C2 should be 1.076 and TMP 78-15C3 should be 1.012 with the addition of parcel X. 10. [14-303 (D)] Please add a label to TMP 78-15C2 that states the revised acreage of the property. Please amend the parcel label for TMP 78-15C3 so that it states "revised" next to the acreage shown. 11. [14-303 (L) and 14-303 (E)] The site plan, SDP201700006, shows a new sight distance easement along South Pantops Drive outside of the right-of-way. The sight distance easement is missing from the plat. Please show the new sight distance easement, label it as public or private, and depict the easement boundaries in accordance with all linear, angular, and curvilinear dimensions. A deed will also need to be submitted for review and approval by the County Attorney. 12. [14-302 (A)(15), 14-314, and 14-428] Please submit a deed for all new and proposed public easements that depicted on the plat. This includes any public sight distance easements, public access easements, etc. The deeds will be forwarded to the County Attorney for review and approval. A note should be given on the Cover Sheet for each new easement that describes the easement type and states that it is hereby dedicated to public use. 13. [14-431] As stated in the Engineering comments below, please provide a stormwater deed of easement and stormwater maintenance agreement.
