HomeMy WebLinkAboutSDP201700054 Review Comments Initial Site Plan 2017-10-17r� 'AL � IRGS?at� County of Albemarle Department of Community Development Memorandum To: Scott Collins From: Megan Yaniglos- Principal Planner Division: Planning Services Date: October 16, 2017 Subject: SDP -2017-054 Avinity Estates- Initial Site Plan The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Requirements: 1. [32.5.2(b)] It is difficult to measure and see the detail of the site plan at 1:=50' scale. 1"=20" is required. Revise so that the site plan is on multiple sheets at a legible scale. Additional comments may be given during final plan review due to lack of detail on the initial site plan. For example, it is hard to determine if there is 18' from the back of sidewalk to the garage for parking on each unit at this scale. 2. [ZMA Application Plan] The required amenity areas per the application plan and approved with the ZMA are not being met. Per ZMA the following should be provided: SITE AMENITIES• CLUBHOUSEIPAVILION AREA (7,000 SF MIN) TOT LOT (4,000 SF MIN) DOG PARK (10,000 SF MIN) PASSIVE RECREA77ON AREA (6,000 EF MIN) ACTIVE RECREATION GRASS COURTYARD (11,500 SF MIN) 3. [32.5.2(a); ZMA Application Plan] There is a note on the cover sheet for setbacks stating that a variation requested to reduce the front setback has been submitted. This variation/special exception request has not been submitted to date. This must be submitted and approved by the Board of Supervisors. 4. [ZMA Application Plan] Dimension the distance from the garage to the front fagade or porch, the garage must be set back a minimum of 3'. 5. [32.5.2; ZMA Application Plan] An easement document must be submitted to give public access on the private streets, including within Avinity I. In addition, there is a note on the cover sheet that states "All proposed easements shall be dedicated to public use". The landscaping easement, emergency access easement, and stormwater management 1 easement for access, should not be dedicated to public use, and shall be maintained by the HOA. 6. [32.5.2] The stormwater access easement from Pebble Drive will require an easement and approval from that property owner. 7. [ZMA Proffers] Indicate with a note on the plan whether affordable units will be provided, or if cash in lieu will be provided, along with the number of units.
