Engineering would like to further clarify engineering comment#17 and planning comment#2 for the above
referenced project.
Since there are required improvements along Rio Road that were not on the original road plan, a revised road
plan will be necessary along with the posting of a new bond. The approval of the site plan will be contingent
upon the approval of this revised road plan and posting of the new bond.

Emily and I visited the site yesterday afternoon and are satisfied that the slopes identified in the request are less than
25%.The grades are in general conformance with the request and additional surveying is not required.
Joe,grading appears to have occurred within the preserved slopes that were not part of this request.The slopes were
also outside of the limits of disturbance as approved on the land disturbance permit. Disturbing preserved slopes is a
zoning violation. I think we need to have the preserved area and storm pipe easement flagged so we can really see what
is going on. What is the best way to reach you?

The area in question has been marked with blue flagging.The Survey Party Chief who performed the Topographic Survey
under my responsible charge did the marking today. He told me that some ground conditions have changed since the
original topographic survey was performed, primarily on the side nearest the gully. We would be glad to provide you
with our raw coordinate data that was used to generate our original topo.
If you would let us know a convenient time to meet on site we will plan on being there to discuss.Thanks.

Chris,
Our method for dealing with street trees has been to deal with the issue in the field. There are standards for pruning
street trees so that either the plant is shorter than two feet or the canopy is trimmed to above eight feet. It is much
easier to just deal with this when we do field inspections instead of trying to incorporate them into the landscaping
plans.

At the SRC meeting today I received a comment/concern from a couple citizens about the proposed Street Trees along the
intersection of Rio Road East and Dunlora Drive. They are concerned that these new street trees will eventually cause
sight distance issues.They request VDOT specifically look at this issue and comment on it. If the citizens concerns are
warranted they would like these trees omitted from the plans. Once you review it, if this is an issue that effects sight
distance let me know, and on the final site plan I can have the landscaping plan revised to omit some of the trees and have
them placed elsewhere onsite.
Please speak to this citizen concern and I will forward your response to them and place it in the file.

At the SRC meeting today I received a comment/concern from a citizen about fire access to the townhomes in phase II.
The citizen would like to know if the alley is proposed to permit emergency vehicles down it to serve homes on fire?Or if
the Fire&Rescue's stance is to park on Rio Rd or Dunlora Drive and fight the fire?If that is the case how is Fire&
Rescue to reach the back of the townhomes?

At the SRC meeting today for the above ref project I received a comment/concern from a citizens about the
offsite sewer connection in phase I which takes place on TMP 062F0-00-00-00000. This citizen claims that
with the installation of the connection that the applicant has damaged/killed two trees in his back yard and they
are going to fall on his house. He would like the applicant(Scott Collins)to come check on this and agree to
remove the dead trees before they fall on his home. Scott has agreed to check it out and see if the claim hold
water. The citizen (Mr. Wheeler) lives at 840 CHARTER OAKS DR, TMP 062F0-00-00-00700. Would this
"complaint"be an issue you would handle? Please speak to this citizens concern and I will forward your
response to them and place it in the file.

1. [Comment] This application was reviewed against Site Development Plan requirements only. Lot lines are shown on
the plan, but no subdivision application was submitted. Any subdivision related comments are provided for reference
only unless necessary for site plan approval.
2. [32.7.2.3(c)] Interconnectivity of Sidewalks or Pedestrian Ways. The County has received funding for pedestrian access
improvements to portions of Rio Road, a portion of the work fronts phase 2 (specifically fronting Lots 32 - 42). Below
I have provided a section of the plans, please revise/coordinate your final site plan to depict and incorporate this work.
Your plans should show the road improvements and curb & gutter by others, but the sidewalk & landscape

3. [32.5.2(a), 32.5.2(o)] Areas to be Dedicated. The portion of land fronting Phase 2 listed as "Right-of-way established
with Dunlora Park Road Plan " requires a right-of-way dedication. Provide a note stating that the land is to be
dedicated to the County for public use. Prior to final site plan approval the dedication shall take place on a plat to be
reviewed by the County, approved, and then recorded in the Clerk's Office. The DB page information of this action
shall be provided on the final site plan.
[30.7.5] Design Standards Retaining Walls. Within preserved slopes that have been determined less than 25% based on
new topographic information to the satisfaction of the County Engineer the following applies. The maximum height for
a single retaining wall, measured from grade to grade, shall be six (6) feet. When the overall retained height would
exceed six (6) feet, the retaining wall shall be broken into multiple stepped walls w/ 3 feet of landscaped area between
each wall. Currently the plans do not provide enough information on the retaining wall design to verify this
requirement is met. Prior to final site plan approval, on the plans provided sufficient information on the wall design to
verify the above design standards are met.
5. 132.5.2(n), 4.12.15(g)] Curb and Gutter in Parking Areas and Along Travelways. Provide curb for both sides of the
alley.
6. 114-303(E), 3.1] Alleys. Clearly depict whether the Alley is proposed on individual lots or if it is proposed within the
Open Space. Staff suggests it be provided in Open Space, but it shall be omitted from being counted in the required
open space for the project (25%), as roads or accessways are not to be in open space.
7. [14-303(E),3.1] Alleys. Revise the label of the Alley to "Variable Width Private Alley to be Maintained by the HOW'.
8. 132.5.2(n), 32.5.1(c)] Dimensions. Dimension all proposed improvements, including buildings/dwelling units.
9. [14-303(e)] On the final plat depict and dimension an alley easement and label it as "Variable Width Private Alley
Easement to Benefit Lots 29-42 ".
10. [32.4.1.3, 32.5.2(c)] Phase Lines. Revise the phase lines to encompass Lot 29-31 and the alley connection to Varick
Street.
11. [32.8.2] Infrastructure improvement plans. All infrastructure required to construct phase I1 shall be review, approved,
and built or bonded before the final plat and/or final site plan approval.
12. [32.6.2(j)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site plan.
13. [14-317] Instrument Evidencing Maintenance of Certain Improvements. Submit with the final plat an instrument
assuring the perpetual maintenance of the alley, open space, and any other improvements that are to be maintained in
perpetuity. Please submit a draft of this document to me and I will review it and forward it to the County Attorney for
his review/approval.
14. [14-311] Infrastructure Improvement Plans. WPO amendment must be approved, all required improvements must be
built or bonded, and all required Deeds and Declarations must be reviewed and approved prior to final site plan/final
plat approval.
15. [32.7.2.1] Vehicular Access to Site. The alley entrance onto Varick Street (Public Street) shall be designed and
constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the entrance
to the site shall be required prior to final site plan and/or final plat approval.

connectivity issue for all of Dunlora Park. Notably,they have come back with an alternative version of phase II, which
provides an alley access off Varick Street and no longer has an access on Rio or Dunlora Drive(see picture insert below
for what it looks like). This new plan is going back through Site Review Committee(SRC),the meeting date is Sept 21, at

As discussed at the SRC meeting the above ref plan was conditionally approved 14 days from the meeting. An
action was taken on Friday, July 21, 2017 (see attached conditional approval letter). The biggest issue they
have is the entrance and the need for the exceptions from VDOT. I have provided VDOT with all citizen and
PC feedback/comments on the issue for their consideration during the review of the exception.
Notably, I will not see nor review the exception at all. It is a VDOT exception. The applicant can submit it
anytime. VDOT would be your point of contact if you would like to see the requested exception. As it relates
to County regulations, this aspect of the proposal is tied to the requirement that the proposal obtain VDOT
approval of the entrance.
At this point now we wait for the applicant to submit the subsequent required plans (WPO plan, final site
plan, and then final plat).
