Chris,
I spoke with Justin earlier about the 2 comments I sent out yesterday. For the proposed sewer easement we will not
require it to be shown on the final site plan. We are adjusting the alignment for our CIP project so the building does not
fall within the easement. I do not want to hold up the final site plan for that item. He is also making small changes to the
utility alignment so the public water infrastructure will be in the ROW and a sliver easement will not be required. I will
advise once resubmittal are reviewed and approved. --

Review #3
Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, revised 27
April 2017, and offers the following comments:
1. Per the attached Asphalt Pavement Restoration Detail for Open Cut Utility Installations,
the mill and overlay should extend a minimum of 25 feet beyond the centerline of the
trench for perpendicular open cuts. This detail should also be included in the plans.
2. When proposing to use a maintenance of traffic plan other than the boiler plate plans
from the Work Area Protection Manual (which does appear necessary in this case), the
designer of must have successfully completed VDOT's Advanced Work Area Traffic
Control Training, please provide verification number. Additionally:
a. Required signs are missing and/or are in the wrong order and spacings are not
sufficient on the proposed plan.
b. "Road Work Ahead" signs are needed on streets intersecting within the work
zone.
c. There are several entrances within the Iane closure that will require additional
flaggers.
3. The Access Management exception request must be resolved prior to site plan approval.
If an exception is approved, please include the approval Ietter on the site plan.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin Deel at 434-422-9894.

Regarding: RE: SDP201700001 - Commonwealth Apartments- Minor Site Plan Amendment
Mr. James,
Thank you for your review and feedback on the plans for Commonwealth Apartments. The following changes
have been made in response to your comments:
1. A revised VSMP plan will be submitted within the next few days.
2. Existing easements have been updated with deed book references. The storm easement that was shown
on the previous plans was proposed but never recorded.
3. A dotted hatch on sheet C6 now marks areas that require low maintenance ground cover.
4. This comment will be addressed with the revised VSMP plan.
5. Grading has been updated along the proposed storm line and building.
6. The preserved slopes that are being disturbed are within the area previously approved for grading in
SDP200700061. See attached document.
7. The preserved slopes are now graded in two separate 2:1 slope sections, both less than 20' vertical
change. Between the two sections is 8 horizontal feet of 4:1 slope.
8. This has been considered, but due to limited space on the site, nutrient credits will be purchased.
9. Acknowledged.
10. Acknowledged.
Waiver Request:
1. As discussed in the meeting, the temporary off-site easement for land disturbance is from the
previous plan. We do not intend for any off-site disturbance with this plan.

RE: SDP201700001 - Commonwealth Apartments - Minor Site Plan Amendment
Dear Sir:
Your Minor Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [32.7.9.7(a)(2)] Screening/Parking Areas. Parking areas shall be screened from adjacent
residential districts. Revise the landscape plan to provide the required screening along the rear of
the property and along the entire eastern side of the property adjacent to the parking areas.
2. [32.7.9.7(a)(2)] Landscaping within the Parking Areas. The required parking lot landscaping for
44 parking spaces is 5 trees. Revise the plan to include one additional required large/medium
shade tree within this area. Additionally, swap out the "Common Witchhazel" proposed in the
furthest parking island at the rear of the site for a medium/large shade tree.
3. [32.5.2(n), 4.12.16(e)] Bumper Blocks. Provide a standard cutsheet for all bumper blocks used
onsite. Each bumper block shall be a minimum length of six (6) feet, a maximum height of five (5)
inches, and shall be securely anchored into the pavement in at least two (2) places.
4. [32.5.2(n), 4.12.13(e), 32.7.9.71 Dumpster Enclosure. Sheet C3 references enclosure detail on
sheet C5 exhibit 2; however, the exhibit does not provide the enclosure detail. Revise to assure it
is provided in the plan set.
5. [18.63] Density. The density calculations for the site need to be expunged from the Parking
Calculations and provided under their own header "Site Density Calculations".
6. [18.4.3, 18.631 Affordable Housing Units. This development is gaining a density bonus of 30%
by providing Affordable Housing Units. On the cover sheet and throughout the plan list which
building(s) the 3 affordable housing units are to be located in. Also, provide a note on the site
plan that states: "If rental units, the developer shall enter into an agreement with the County of
Albemarle restricting the rental rates of the affordable units for a period of at least ten (10) years
or until the units are sold as affordable units, whichever comes first. If sale units, the developer
shall provide the chief of housing with confirmation of the initial sale price for the affordable
units prior to the issuance of building permits for the bonus units. Prior to issuance of the first
certificate of occupancy for a building providing affordable rental units, the developer shall
enter into a rental rate agreement with the county, approved by the county attorney, that
delineates the terms and conditions pertaining to rental rates, occupancy and reporting during
the minimum ten (10) year period. "
Prior to issuance of a building permit please work w/ Ron White of the Housing Department and
Rebecca Ragsdale of Zoning to facilitate the Affordable Units.
7. [Comment] On sheet 1 revise the title of the plan to include: SDP2017-1 Minor Site Plan
Amendment to SDP2010-04.
8. [Comment] ACSA approval is required prior to County approval of the plan.

Re: Commonwealth Apartments — Minor Site Plan Amendment
SDP -2017-00001
Review #1
Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 17
January 2017, and offers the following comments:
1. Provide ADT for Commonwealth Drive on plans, and for any other road that may appear
on the plans.
2. Provide entrance spacing dimensions. The nearest entrance to the north of the proposed
entrance is approximately 220 feet away. This will require an Access Management
Exception as the minimum distance for a 35 mph design speed on a collector road is 335
feet.
3. The entire intersection sight distance lines must be shown on the plans and profiles are
required.
4. Include a trip generation report and right -turn lane warrant analysis on the plans.
5. CG -12's should be in line with the existing sidewalk and oriented perpendicularly to the
crossing entrance or street, see attached sketch.
6. The minimum radius for a commercial entrance without separate truck access is 42 feet,
see page F-109, Appendix F. The minimum commercial entrance width on collector road
is 30 feet, see Figure 4-10, Appendix F. Also, an entrance profile is required.
7. Please provide the VDOT WP -2 detail and note on plans the required area of mill and
overlay in accordance with the WP -2 standard.
8. It appears as though both a water and sewer line will need to cross Commonwealth Drive;
is this intended to be open cut or directionally bored? Note that open cuts must be applied
for in writing and approved by the Area Land Use Engineer.
9. Please provide a Traffic Maintenance Plan in accordance with the April 1, 2015 revision
of the Virginia Work Area Protection Manual.
10. How is runoff from the existing gutter on the north side of the proposed entrance being
managed?
11. Please note that trees within sight distance easements or right-of-way may have to be
removed if not pruned in such a way as to avoid becoming sight line obstructions.
