Rachel reviewed the initial site plan and she had made a comment to the engineer that if UVA wants to provide less parking than our minimum requirements,the applicant would need to receive approval from zoning. I have gone through the file and everything on County View and I cannot seem to find any verification as to whether they submitted a request or a waiver to get a reduction. Rachel reviewed the site plan back in October, and the revised copy was submitted to us two weeks ago. The plan I have right now references"Traffic Demand Management Reductions"—which is shown as HOV parking spaces, motorcycle spaces, bicycle racks, and shuttle/bus spaces to reduce their overall required parking count.Are 1 either of you aware of an approval we have granted for this project to reduce their required amount? I assume the applicant is trying to utilize the provisions of 4.12.12,which is for Transportation Demand management by providing the alternative parking methods I previously mentioned. However, no application is included in the project file so I want to verify whether anything of the sort has been submitted and approved. Thanks for your help. Let me know if I should bring a copy of the plans downstairs for us to look at together. The comments were received in written format with various dates; the latest received was dated November 9, 2016. Per your request, I have attached this memorandum to six(6)revised sets of our site plan. Planning Division—Rachel Falkenstein,CLA 1. A new plan sheet titled"Major Amendment Exhibit" C1.1 has been added to the plan set to compile all previous plan amendments and to illustrate the extent of the area proposed to be amended with this submittal. 2. A new plan exhibit titled "Boundary Exhibit," sheet C2.3 has been added to the plan set to compile all previous surveys and to provide the information requested in this comment. 3. The zoning comment has been acknowledged. 4. Upon our request, County staff has reviewed the general development plan from the rezoning of the property. They have determined that the previous approval to disturb slopes remains valid, and the development will not require any additional discretionary review of the slope disturbance. A copy of their determination(email)has been attached to this memo for your use. 5. The utilities have been augmented with the addition of plan & profile sheets that provide further detail on the proposed new features, along with existing and proposed new easements. See sheets C6.0-C6.4 of the revised plan set for further detail. 6. The building height notations have been adjusted as requested. 7. The site lighting plan illustrates each fixtures height in table format. The lighting details have also been added to the set with information and labels showing their height. 8. The vast majority of site retaining walls shown on the intial site plan submittal have been eliminated. A small segmented retaining wall is being specified along the asphalt trail and a detail has been added to sheet C7.1. A retaining wall detail has been added to sheet C7.1; however, the area that may have been the source of this comment has been revised to eliminate the retaining wall along the western edge of the site development. Engineering-Matt Wentland 1. The comment is noted. We are preparing to make our WPO submittal soon. 2. This comment in noted. We have reorganized the site layout to eliminate a majority of the retaining walls that were previously shown on the initial site plan submission. The steep slopes have been addressed with Rachel's comment#4 above. E911-Andrew Slack 1. No comments. Fire& Rescue-Robbie Gilmer 1. An FDC has been shown on the revised new plan set, see sheet C6.0 for information. 2. A hydrant is proposed within 100'of the FDC and labels have been added to plan sheet C6.0 to address this comment. 3. An inset exhibit has been added to sheet C6.2 of the plan set to illustrate the spacing of existing and proposed hydrants for the Town Center district. 4. The note has been added to sheet C6.0 of the plan set to satisfy this comment. 5. A fire flow test has been performed by ACSA and the results have been attached to this response memo. Inspections-Jay Schlothauer 1. No comments. Albemarle County Service Authority-Alex Morrison,PE 1. The required plan submission to ACSA has been made. The revised site plan does remove the placement of retaining walls as illustrated on the initial site plan submission; therefore, your comment about relief of sanitary sewer review is noted. 2. The sanitary sewer lateral piping material for the new building has been amended to PVC. 3. See plan sheet C6.2 for fire hydrant spacing. Rivanna Service Authority-Victoria Fort,PE 1. We acknowledge the comment and requirement. The plan sheet C4.0 has been amended to satisfy this request. The site plan may be reviewed under the last zoning approval for the property. That means that the previous approval to disturb slopes remains valid.The disturbance of slopes over 25%that were created as a result of grading activity may occur with no additional discretionary review. The long and short of this is —The grading you are proposed may be approved once all the WPO and site plan issues are resolved. There is no critical slope or steep slope issue. William D.
