The comments were received in written format with various dates; the latest received was dated February 27, 2017. Per your request, I have attached this memorandum to four(4)revised sets of our site plan. Planning Division—Cameron Langille 1. The data provided on the cover sheet has been amended to satisfy this request. A narrative has also been provided on sheet C1.0. 2. Comment previously addressed. 3. A new waiver request has been prepared and submitted to the Zoning Administrator. 4. Comment previously addressed. 5. Labels for the easements have been provided on the plan. A plat for the easements will be prepared upon approval of the plan documents and will be the official instrument of recordation of stated easements. 6. Per our telephone conversation and follow-up email confirmation on 4/6/17, this comment has been addressed with the previous submittal and new comments are not applicable. 7. The labels have been adjusted on the site lighting plan. 8. The requested call-out for the retaining wall height has been added to the plan set on sheet C5.0. 9. Comment previously addressed. 10. Comment previously addressed. 11. The typographical errors in the tables on sheet L1.0 have been corrected to satisfy this comment. 12. Comment previously addressed. 13. The roadway is private. The road "name" call-out is for information only and has been changed to"Private Entrance Drive." The Owner has no desire to name that travel way. 14. The exhibit shown on C2.4 is for the purpose of illustrating the proposed lease line that will be created by subdivision with this development. Per our phone conversation,this comment shall be considered resolved—no further action will be required. 16. This comment is acknowledged. The easement plat will be submitted when appropriate. 17. A legend has been added to sheets C4.0, C4.1, C5.0 and C6.0. Also, a substantial legend is already provided on C2.0. 18. The setback lines have been added to the plan sheets. 19. The layout plan C4.0 has been amended to provide additional dimensions. 20. As discussed over the phone, there is vegetation specified on the landscape plan—no action required. 21. The linework you are concerned with has been darkened. If further adjustment is warranted, we will consult with our printer. 22. A parking legend has been added to the plan sheets. Labels have been added to the plans. 23. The bicycle enclosure detail has been added to sheet C7.0. 24. The following adjustments have been added to the site lighting sheet: a. Notation added. b. All fixtures are proposed to be LED, a notation has been added to the table. c. Symbology has been weighted and adjusted to improve legibility. d. The symbols have been adjusted to coordinate with the plan. e. The labeling has been added to the cut sheet details. f. Additional photometric data has been added to sheet SL1.0. The locations have been slightly adjusted accordingly. 25. The limits have been added to each of the sheets. 26. A detail for the dumpster pad has been added to the plan set on C7.1. The landscape plan has been augmented by the addition of a few more shrubs also. 27. The requested notations have been added to sheet L1.0. 28. The note has been added to sheet L1.0. 29. The following responses correspond to the comments: a. The dashed line indicates an arcade around the first floor of the building footprint. A notation has been added to the plan. b. The tree layer has been"darkened." c. The legend has been updated to match the revised landscape plan. d. The adjustment requested has been made. e. The squares indicate tree grates(see legend.) A detail has been added to sheet L2.0. Engineering—Bobby Jocz 1. Comment previously addressed. The WPO submittal is currently under review. 2. Signage and roadway markings have been added to the plan. 3. Additional dimensions have been added to the plan. 4. Per our phone conversation, this area is not intended to be a cul-de-sac. This additional paving is intended to be removed with the next phase of development for the Town Center and roadway extension. 5. Additional crosswalks have been added to the plan to accommodate this request. 6. A detail for the pathway has been added to the plan set on sheet C7.0. Two crosswalks have been added to accommodate this pathway/trail interface. 7. A detail for the dumpster pad has been added to the plan set on sheet C7.1. 8. An additional notation has been provided with this plan set resubmission on sheet C5.0. 2 . � Stool WOOLLEY ENGINEERING 9. The outlet protection detailing and armament has been provided with this resubmission. 10. Grate types have been added to the plan set. 11. A notation for inlet shaping has been added to the storm drainage profile sheets C6.3-C6.4. 12. The proposed stormwater piping system originally attempted to utilize existing piping already in the vicinity of the project. Those pipes are now proposed to be removed and a new piping system has been proposed to satisfy this request. 13. A detail has been added to sheet L2.0. 14. Per our coordination with your office, a portion of the sloped area will continue to be maintained as grass surface. The areas that are outside of the grounds intended to be groomed on a regular basis are now shown to be a mix of native grasses. Fire& Rescue—Robbie Gilmer 1. The spacing diagram on sheet C6.2 has been amended to satisfy this request. Rivanna Service Authority—Victoria Fort,PE 1. We acknowledge the comment and requirement. We will coordinate the information required of this comment through the ACSA, recognizing that they will need to make the appropriate request on our behalf. I hope that these responses, in combination with the revised plan have satisfied the deficiencies as noted in your previous comment memorandum. I spoke with members of the Zoning Division and you are correct—there is no stepback requirement for the building.This is because Note 5 in Section 4.20(b) states "5. On any site subject to proffered conditions accepted in conjunction with a zoning map amendment establishing minimum or maximum setbacks or stepbacks, the proffered setbacks or stepbacks shall apply." In this case,the Design Code approved as part of ZMA2005-03 allows for buildings in the Town Center to be as tall as six stories with no stepbacks. Please ignore my initial response to Comment#6.You have addressed Rachel's original comment by stating that the proposed building height is 61' on the Cover Sheet. Please let me know if you have any additional questions. Comment#11—the attachment appears to identify the correct landscaped areas for the 5% parking/circulation landscaping required by Section 32.7.9.6.Typically we require the site plan to show the locations of all shrubs and trees that are proposed within the planting beds that will count toward meeting the minimum 5% since this is what the Code calls for in Section 32.7.9.6(a). It looks like only trees are shown on the attachment you sent.You can either show the locations of the additional shrubs and trees on the drawing, or provide a list that identifies what species and quantities of plants are proposed in certain areas. My biggest concern is the triangular shaped central median area that contains seven trees. I imagine that shrubs will also be planted in that area due to its size, and if so please show that on the next submission of this site plan. Comment#22— I apologize for the confusion regarding the wording of this one.What I meant was that on any future amendments to this site plan, we will ask for a legend of some sort that identifies where each type of parking space is located in case they get moved around for some reason.Just to be clear, I will still need to see where each parking type is located on the next submission for this current amendment as well. Comment#5—My mention of stormwater easements in this comment was intended to just be a reminder to show those items on the easement plat for the site. I wanted to make sure I mentioned to include all easement types(water, sewer, stormwater, etc.) For specific questions related to identifying stormwater easements as public vs. private, it would be best to contact the Engineering Division since they review everything that falls under the Water Protection Ordinance. For comment#11, regarding the 5%of parking/circulation,we have calculated the square footage of planting beds within the lease line but have excluded any area that could be counted as street tree areas or trees between the building and the parking lot. I have attached an exhibit which shows the proposed lease line in pink and what I saw as the applicable planting beds for this calculation.The planting beds for this method totaled 0.64 acres,or 21%of the site. Is this the correct method to satisfy the comment? Do we have to provide a separate list of trees and shrubs which are planted in these beds besides what is illustrated on the plan and separate from the legend? For comment#22 it states that striping and signage details for each parking space type will be required on "subsequent" versions of this site plan. We are planning to include a legend which will differentiate parking types with the next 1 bIsiser submission. When does the term "subsequent" apply?Would we need to also include signage details in the next submission or is this a reminder for future site plan submissions? For comment#5 we would also like some clarification about private easements for stormwater.
