Subject: Mandatory Pre -application Meeting for TMP 06 1 WO -0 I -OC-00 100 on 4-10-17
The following are County staff comments regarding the above noted pre -application meeting. This meeting
satisfies the requirement for a pre -application meeting prior to submittal of a special use permit (SP). The
purposes of the meeting can be found in Section 33.4 of the Zoning Ordinance and are italicized below,
followed by staff comment:
(i) provide the applicant and the county a common understanding of the proposed project;
The applicant proposes to continue utilizing the property and the existing structure, 446 Westfield Road, for use as
an automobile repair shop. They request to utilize two of their existing parking spaces to sell vehicles (auto
deal ership/motor vehicle sales).
Zoning of the property: C- I Commercial Zoning & Entrance Corridor (EC)
Applicable Sections of the County Zoning Ordinance
1. Section 22,2. 1(22) Automobile, truck repair shop excluding body shop (Permitted by right in the C- I zoning
district)
2. Section 22.2.2(8) Motor vehicle sales and rental in communities and the urban area as designated in the
comprehensive plan. (Permitted by SP in the C- I zoning district)
Also, Route 29 is one of the County's Entrance Corridors (EC) and therefore your proposal would typically require
an additional SP for "Outdoor storage, display andlor sales within an EC" as required under Section 30.6.3 of the
Albemarle County Zoning Ordinance; however, due to the proximity to Route 29 (the EC street) the site is not
anticipated to be visible from the EC, thus it has been determined that a SP is not required for this aspect of the
proposal.
(h) Consistency with the Comprehensive Plan
0 No major apparent inconsistencies with the Comprehensive Plan goals or objectives have been identified.
(iii) Broadly identify the planning, zoning and other issues raised by the application that need to be addressed by
the applicant
Parking Requirements — I space per 1,500 SF of display area. Customer spaces must be marked and
delineated. Assure the concept plan clearly distinguishes the location and numbers of the various types of
parking required/proposed for the use to include: sales/storage/display parking and customer parking.

0 Community Meeting — the applicant is required by the Albemarle County Code to hold a community
meeting as part of the review of the SP request. The meeting shall be held no later than 31 days after
submittal of the SP application, Community meetiny guidelines are attached.
It has been determined by the Director of Planning that the community meeting shall be held at the
Hydraulic Community Action Committee (CAC — Hydraulic) meeting held in Greer Elementary School's
library. All CAC meetings are held the 3rd Monday of each month at 5:30 pm. Please let me know when
you would like to schedule this meeting and I'll work with the chair of the CAC (Cynthia Neff) and the
Board of Supervisor (BOS) member who's district this site is located in (Brad Sheffield) to schedule it for
you. Please provide I month advance notice of what meeting you would like to put this item on to assure
we can schedule the item on the CAC agenda. Once the meeting is scheduled I will provide you a list of
all the required notifications you are responsible to mail,

Project Narrative
October 20, 2017
Project Proposal:
This Special Use Permit request is to allow used car sales as accessory to an
automobile repair business. The proposal is to allow the display of no more than 3
vehicles for sale of at a time at this location. All of the neighboring parcels along
this section of Westfield Road are zoned C-1 Commercial. The majority of these
parcels have been developed and have commercial businesses established on
them. The proposed special use will not be a detriment to adjacent lots because
there will be no visible change made to this parcel by allowing the new use. The
character of the zoning district (C-1 Commercial) shall not be changed by the
proposed special use because the new use is also commercial in nature and will
not create a substantial intensification of use on this parcel. The special use will
be in harmony with the purpose and intent of the Zoning Ordinance (Chapter 18,
Section 1.1.4 (c)(g) by helping to create a convenient, harmonious community and
by creating an economic development activity that helps to enlarge the tax base.
The proposed use of accessory car sales in conjunction with the approved
automobile repair business on this parcel is in harmony with the permitted by
right uses of the C-1 Commercial zoning district. The existing business is in
compliance with Section 5 Supplementary Regulations, 5.1.31 and the approved
site plan. The accessory car sales shall also be in compliance with the regulations
set forth in Section 5. Public health, safety and welfare shall not be impacted by
the approval of the special use. It should also be noted that the Board has
recently approved 2 nearly identical special use permits in the past 2 years, one of
which is also located on the parcel immediately next door to this parcel at 450
Westfield Road.
Consistency With Comprehensive Plan
The proposed use is consistent with the comprehensive plan. The Comp. Plan
designation for this area is Urban Mix Use in Neighborhood Center which allows
commercial, retail and employment uses.
Impacts On Public Facilities and Public Infrastructure
The proposed special use shall have no impact on any public facilities or public
infrastructure.

This proposed special use shall have no impact on any environmental features.k
