I have reviewed your comments from July 6, 2017, below are the individual responses.
Planning
1. There are 14 AR trees shown in bold on Sheet 5. Please update the calculation and plant list
accordingly.
The plan has been updated to show only the required street trees.
Engineering
1. WPO plan 201700044 must be approved before the final site plan can be approved.
Acknowledged.
2. Road Plan SUB201700092 must be approved before the final site plan can be approved.

3. VDOT approval is necessary before plan can be approved.

4. Provide sight distance profiles.
Sight Distance Profiles have been added to the Orion Lane profile.
5. Provide storm easement between structures Ex. 146 and 250.
A storm sewer easement has been provided for the pipe between Ex. 146 and 250.
6. Extend storm easement around structure 211B and 211A to ensure that removal/replacement/
maintenance of these structures will be possible if necessary.
The storm sewer easement around 211A and 211B has been extended around the storm
inlet.

Hi Ammy,
Justin Deel at VDOT will be providing comments on the final site plan. I will forward them as soon as they are received.
Thank you for addressing the previous landscaping comment from Planning.
I've attached comments from Engineering. I'm providing an additional Planning comment to support Engineering
comment#8 regarding the sidewalk adjacent to Block 6.
1. [Section 32.7.2.3] Please extend the sidewalk adjacent to Block 6 for the full-length that Orion Lane is shown.
The previous comment response letter indicated that the "northern side of Orion Lane will be designed and constructed
with the Block 6 site plan." However, the Block 6 final site plan labels Orion Lane as "designed and constructed by
others."
Still, regardless of any conflicting information shown between these two site plans, sidewalks need to be shown to the
extent that any road section is being approved. A subsequent road and site plan may alter what has previously been
approved, but it is our responsibility to ensure that sidewalks are required in the case the future development doesn't
happen (or just doesn't happen as originally planned).

Orion Lane is pinching down as it progresses into Block 6. Can you tell me anything more about that? Is
that intentional? Is it temporary?
The Application Plan identifies it as a "B Street" (Commercial Side Street)with parking on both sides,
although there is a note that states VDOT and the Eng. Dept. can approve a lesser standard.
It's just that the level of activity that Dave and I discussed doesn't seem to match up with the standard
shown here adjacent to Block 6.Any info you have would be helpful.

comments will need to be addressed before approval:

Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Roudabush, Gale, &
Associates, dated 8 May 2017, and offers the following comments:
1. It is our understanding that Orion Lane will be a private street; please confirm this on the
plans by labeling all streets public or private. If it is to be a public street, the entrances
must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as
well as any other applicable standards, regulations or other requirements, in which case
comments can be provided.
2. Please demonstrate that existing drainage structures being tied-in to are adequate for the
developed site.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin Deel at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434)422-9399 for information pertaining to this process.

Dear Mr. Newberry,
I have reviewed your comments from July 6, 2017, below are the individual responses.
Planning
1. Please confirm that each driveway is a minimum of 18 feet wide. The driveways for Lots 1,
7, and 10 appear to be only 16 feet wide
The driveway widths for Lots 1, 7 and 10 have been revised to be 18' wide.
2. On Sheet 1, remove the reference to critical slope. Under Zoning, please note this site also
lies within the Steep Slope (Managed) and Entrance Corridor overlay districts.
The Zoning Information has been updated to reflect that the project area is located
within the Steep Slope (Managed) and Entrance Corridor overlay districts.
3. On Sheet 1,please clarify the information shown for Project Area and Area Summaries. The
area shown for Project Area is 0.78 acres then the Total under Area Summary is 1.11 acres.
Should these two numbers match?
I have double-checked the area calculations and the 1.12 acres is correct and now shows
up under the Project Area and Area Summary.
4. On Sheet 1, please specify this site lies within the South Fork Rivanna Reservoir water
supply watershed.
The note regarding the public water supply watershed has been updated to name the
South Fork Rivanna Reservoir.
5. On Sheet 6, the cross section for Orion Lane shows a 6-foot parking lane. Please delineate
these parking spaces.
In the previous plan set, the parking lane had been left off of Orion Lane. Now, Orion
Lane has been updated so that it reflects the Typical Section shown on Sheet 6. The
parking spaces are now shown on the plan.

Stile
6. Sheet 5 shows 14 street trees in bold, but the planting schedule only shows 12 trees. Please
only show the required trees in bold and confirm that the correct quantity of trees is included
in the planting schedule.
The line weights for the existing trees has been adjusted so that they contrast more with
the trees that will need to be relocated. We will be relocating several trees that conflict
with the entrance locations and a water meter location.
7. Other blocks proposing residential uses in Old Trail have used the same table to track the
provision of affordable housing unit types over time. Please copy and update this table from
the last approved site plan at the time of final site plan submission. As of right now, the latest
table is from the final site plan for Blocks 10, 16, 17 and 18 (SDP2016-00006).
The updated Development Chart has been added to Sheet 6.
Engineering
1. WPO plan must be submitted and approved before the final site plan can be approved.
Acknowledged.
2. Road Plan must be submitted and approved before the final site plan can be approved.
Acknowledged.
3. Please add the approved Master SWM Plan#to the note on the Cover Sheet
(WPO201600009).
The approved SWM Master Plan application number has been added to the Cover
Sheet.

The Managed Steep Slope areas from GIS have been added to the plans.
5. VDOT entrances permit will be required for Orion Lane. Please designate the type of
entrances.
The VDOT entrance types have been added to the plan.
Fire & Rescue
1. Show no parking signs on one side of Orion Lane.
"No Parking" signs have been added to one side of Orion Lane.
2. Increase radii to 25' at the intersection of Alley A and Alley B.
The radii at the intersection of Greenwell Lane(Alley A) and Oldham Drive (Alley B)
have been revised to be 25'.
E911
1. "Private Road A" will need to be a continuation of Fennel Road.

"Alley A" has been renamed to Greenwell Lane, a name that was reserved for Old
Trail.
3. "Alley B" will also be Fennel Road, as it appears that the road will curve around and connect
back to Orion Lane.
I have renamed "Alley B" as Oldham Drive for two reasons; 1) since it will be
intersecting with the extension of Fennel Road in the future and 2) it is a similar
situation to Fennel Road/Private Road "A", a continuation of Oldham Drive.
VDOT
1. It is our understanding that Orion Lane will be a private street; please confirm this on the
plan by labeling all streets public or private. If this is a public street, the entrances must show
conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any
other applicable standards, regulations or other requirements, in which case comments can be
provided.
Orion Lane will be a Public Street. The roads have been relabeled to clarify if they are
public or private.
2. Please demonstrate that the existing drainage structure being tied-in to are adequate for the
developed site.
The downstream drainage calculations have been provided for your review in this plan
set.
