Revised plans are hereby submitted incorporating the following changes in response to the items in your letter: C. Stormwater Management Plan(SWMP) 1. The applicant acknowledges this comment. A master stormwater management plan has been added to the set. D. Erosion and Sediment Control Plan(ESCP) 1. Silt fence has been added along the back of Lots 54-60. This project is denied. The rationale is given in the comments below. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. 1. The existing SWPPP will need to be updated with the amendment. If area shown on the existing Registration Statement is being increased, a new statement will be needed. (Rev. 1) Comment addressed. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. The sheet emailed on 3/23 will need to be included in the next submittal. The layout on this sheet also conflicts with the layout shown on other sheets and a consistent layout will need to be shown. This may also require changes to the road plans. (Rev. 1) Comment addressed. Please note that since this is conventional zoning, a grading permit for the further disturbance will not be issued until the Glenbrook Initial Site Plan is approved. [18.32.4.2.8b] 2. Provide a maintenance schedule for the pond on the plans. (Rev. 1) Comment addressed. 3. The calculations/VRRM worksheet will need to be revised to match any additional areas shown on the recently submitted site plan for the area around the revised pond. (Graham's message on 3/21) (Rev. 1) Comment addressed. 4. Side slopes for the pond should have a gradient of 4:1 or 5:1 for easier maintenance and safety. Erosion and Sediment Control Plan (ESOP) Engineering Review Comments Page 2 of 2 Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. See comment 1 above. (Rev. 1) Comment partially addressed. It appears additional measures may be required along lots 54-60 if they will be completed before the grading of Glenbrook is finished. All necessary measures from Phase II should also be shown on the Glenbrook ESC plan, such as the inlet protection. Show the drainage areas to the traps and basin on sheet 10A. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. A maintenance schedule for the pond has been added to sheet 6 to address this comment. 3. The initial submittal for this plan conservatively assumed a heavily impervious watershed for DA IA's final buildout.Following this submittal a detailed analysis of Basin lA's watershed was conducted with the submittal of the Glenbrook initial site plan. The analysis yielded a slightly larger watershed,as referenced in the comment letter,but also a less impervious watershed. The initial submittal assumed a 20.16 acre watershed consisting of 16.33 acres of impervious area and a design treatment volume of 88,643 cf. However in actuality,the Glenbrook initial site plan proposes a less intense watershed.Basin IA's ultimate watershed is 21.60 acres with 9.90 acres of impervious area and a design treatment volume of 63,951 cf. As with the initial submittal,the pond was analyzed for the approved Foothill Crossing II improvements, as well as for the ultimate buildout of its watershed,which includes the Glenbrook initial site plan currently being reviewed. All updates associated with the corrected watershed have been carried out in the attached stormwater management calculations packet, inclusive of the VRRM worksheet showing Basin IA's ultimate design treatment volume and Glenbrook's water quality compliance. 4. In a phone conversation dated April 7th between Mr. Wentland and Mr.Murray of Collins Engineering,it was determined 3:1 side slopes could be used for the wet pond. It was decided these 3:1 side slopes would need to occur above and below the water surface elevation,and ideally along the forebay embankment.As a result,the plans have been revised accordingly.Additionally, it was determined the location of the retaining wall with handrails along the western side of the pond was acceptable. E. Erosion and Sediment Control Plan(ESCP) 1. The ESC layout plan is now consistent with the over-lot grading plan. Please contact me if you have any questions or require any further information.
