Project Description
The purpose of this application is to permit commercial development of a previously disturbed
property that has grown up in volunteer deciduous trees over the past thirty-five years. There is
a pending application for clearing and grubbing of a portion of this site that may be approved
prior to review and approval of this application. The plan previously submitted is included in this
plan submittal package. Implementation of this plan is intended to preclude sediment from
entering adjacent stormwater conveyance systems via runoff and adjacent properties and
streets by way of vehicular traffic.
The property is zoned PDSC, Planned Development Shopping Center, and a Preliminary Site
Development Plan has been approved for this property's development. This application is to
accompany the final site development plan documents submitted to Albemarle County on this
same date.
Existing Site Conditions
The 3-acre site lies just north of(behind)the Stein Mart located in the former Shopper's World
shopping center. The land was part of the original shopping center parcel, prior to a subdivision
of the tract into numerous commercial lots. Each parcel has easements across the others to
provide for access, infrastructure and utility service. The first phase of the shopping center was
developed in the mid-1970's and the subject property was used as a borrow site for soil needed
to level out other areas of the development closer to Route 29.
A steep slope exists along portions of the far northern limits of the subject parcel; evidence of
the excavation and soil removal that took place decades ago. A portion of this slope adjacent to
the property boundary supports semi-mature trees and has been set aside as a 20'-wide buffer
between the subject site and the terminus of a residential subdivision just beyond the northern
boundary line. Vegetation on the steep slopes will not be removed at this time in order to
maintain the integrity of the slope until such time as the final site plan documents are approved
and the retaining wall construction is ready to commence.
A limited analysis of the site's soils was professionally rendered in 1996. In that study it was
found that questionable soils may exist on the east(Berkmar Drive) side of the property. If poor
soils are encountered during the future grading process, the Developer will want to export this
material and utilize acceptable on-site soils as replacement. This effort would constitute a
different level of activity on site and a more robust Erosion & Sediment Control program. For this
reason, and the fact that the soils residing on the steep slopes would be subject to severe
erosion, mass grading of the site is not being proposed at this time.
Adjacent Property
The property is bound on the north by the Berkeley subdivision, to the east by three commercial
properties fronting Berkmar Drive, two of which are owned by the Applicant, to the south by the
former Shopper's World shopping center and to the west by several single-family residential
parcels that front on Dominion Drive.
Across the rear limits of the Dominion Drive residential lots resides a sizeable manmade
stormwater conveyance channel constructed as a regional facility and underwritten by
Albemarle County. Portions of the subject site currently drain to this swale and site plans call for
the contributions of runoff to continue once stormwater management facilities are installed and
the post-development site stabilized.

The commercial properties fronting Berkmar Drive have a large stormwater pipe residing on
them, running parallel and just inside their rear property boundaries. A former creek was
covered over many years ago and this system now conveys both the small amount of base flow
as well as the rain event runoff.
The adjacent portion of Berkeley subdivision to the north is served by Williamsburg Road; a
long, straight public street that terminates in a cul-de-sac twenty or so feet from the northern
boundary line. Runoff from the lots goes to the east and west, away from the subject property.
However, some street runoff likely escapes catchment and enters the subject site mid-point
along its northern boundary and is immediately directed east, parallel to the boundary line within
a manmade swale that leads to the above-mentioned Berkmar creek/ pipe system.
The shopping center property is, for all intents and purposes, paved to the property line it shares
with the subject site. Roughly 40'of pavement resides between the property limits and the rear
of the buildings. This is the service area of the development. The pavement has been graded
such that a linear swale directs rainwater and roof runoff down the middle of the paved strip
toward storm sewerage improvements located in the northwest quadrant of the shopping center.
Off-Site Areas
Several small areas immediately off-site are proposed to be disturbed. Small sections of paving
will cross over property limits in an effort to tie into existing sidewalks and travelways on
adjacent properties. To the southeast, an existing drainage inlet will serve as a tie-in point for a
portion of the proposed storm sewerage on the subject site. At the southwest corner an outfall
pipe from a proposed bio-dentention basin will impact a neighboring property. This same
property will be temporarily impacted while sanitary sewerage and water supply lines are
brought to the subject site. Diligence will be necessary to ensure that the paved accessways on
the shopping center property are kept clean and accessible and that all existing storm sewerage
systems are protected from sediment. Waste materials associated with the site's development
shall be disposed of in accordance with local regulations.
Soils
According to the soils survey of Albemarle County, the soil types on the subject site include 27C
— Elioak loam on 2 to 7 percent slopes, 88— Udorthents loamy and 91 — Urban Land.
Soils of the 27C - Elioak series are deep, strongly sloping and well-drained with moderate
permeability. Runoff is typically rapid resulting in a severe erosion risk.
Soils classified as 88— Udorthents are typically found in areas where earthwork activity has
profoundly altered the native soil strata. Both cutting and filling of areas usually occur in a single
area and steep cut and fill banks can reside adjacent to exceedingly flat areas. Exposed
bedrock is often evident. Permeability ranges from moderately rapid to slow and standing water
can occur. Runoff can be rapid. Therefore, erosion potential is moderate to severe. No subclass
assigned.
Soils falling under the category of 91 - Urban Land typically consist of areas where more than
80% of the surface is covered by buildings or paving of one form or another. Slopes usually
range between 0 and 10%. No subclass assigned.

Critical Erosion Areas
The slopes on the northernmost limits of the disturbed area are classified as critical. Clearing,
grubbing and open cuts will be made within a well-defined portion of these slopes to enable
installation of a retaining wall. Wall construction will be modular and, therefore, able to be
completed in a brief timeframe. Once backfilled, the hazard level for erosion will be minimal. The
only ongoing critical area will be the point where access to the site is focused. Daily
maintenance of this area will be important as it is a key travelway for trucks serving the existing
shopping center.
Erosion & Sediment Control Measures
Unless otherwise indicated, all erosion and sediment control practices will be constructed and
maintained according to minimum standards and specifications of the Virginia Erosion and
Sediment Control Handbook (1992).
Safety Fence - E&S Std. & Spec. 3.01
Safety fencing to be placed along limits of work parallel to northern boundary to prevent people
from walking toward dangerous grades and work area prior to installation of permanent fencing.
Temporary Construction Entrance - E&S Std. & Spec. 3.02
Temporary Construction Entrance is proposed to define the entry and exit point to the
construction site and to provide the platform to clean construction vehicles before leaving the
site. A Temporary Construction Entrance shall be installed where indicated.
Silt Fence with Wire Support- E&S Std. & Spec. 3.05-1
Silt Fence is proposed to capture the sediments in the sheet flow. Silt Fence with wire support
shall be installed in a sequenced manner as shown on the plan.
Storm Drain Inlet Protection and Culvert Inlet Protection - E&S Stds. & Specs. 3.07 & 3.08
Drop inlet protection is proposed to prevent sediment from entering storm drainage systems
prior to permanent stabilization of disturbed areas. Inlet protection shall be installed in locations
as shown on the plan.
Temporary Diversion Dike - E&S Std. & Spec. 3.09
A ridge of compacted soil constructed at the top or base of a sloping disturbed area which
diverts off-site runoff away from unprotected slopes and to a stabilized outlet, or to divert
sediment-laden runoff to a sediment trapping structure.
Temporary Sediment Basin — E&S Std. & Spec. 3.14
A Temporary Sediment Basin shall be installed where indicated on the plans. See attached
calculations for sizing and the table on the plans for dimension specifications. It will eventually
be converted to a permanent bio-detention facility as the project winds down.
Outlet Protection — E&S Std. & Spec. 3.18
Outlet Protection shall be installed where proposed culverts or pipes outfall onto grade as
indicated on the plans.
Riprap— E&S Std. & Spec. 3.19
Riprap shall be installed in an improved drainage ditch running the entire length of property
along the eastern boundary as indicated on the plans.

Topsoiling — E&S Std. & Spec. 3.30
Topsoiling shall be installed wherever landscaping, sod or permanent seeding is proposed as
indicated on the plans.
Temporary Seeding — E&S Std. & Spec. 3.31
In Stage 1 of the site's development temporary seeding is proposed as indicated on the plans to
establish cover over cleared and graded areas of the site that may lay dormant while collateral
construction activities, such as retaining wall construction, take place.
Permanent Seeding: E&S Std. & Spec. 3.32
All areas temporary disturbed by construction and not scheduled to be placed in building,
parking lot, paving, landscape mulch or sod shall be stabilized with permanent seeding
immediately following establishment of final grades. Unless otherwise specified, permanent
seeding will be done with a seed mix approved by the Owner prior to application in accordance
to E&S Std. and Spec. 3.31 of the 1992 Virginia Erosion and Sediment Control Handbook.
Sodding — E&S Std. & Spec. 3.33
Sodding shall be installed where indicated on the plans.
Mulching — E&S Std. & Spec. 3.35
Mulching shall be installed in limited areas where landscaping occurs or where maintenance of
proposed grass stands would be preclusive. See plans.
Soil Stabilization Blankets/Matting - E&S Std. & Spec. 3.36
The EC-2 matting shall be placed where indicated on Erosion & Sediment Control Plan.
Dust Control —E&S Std. & Spec. 3.39
Dust Control will be important when natural weather conditions, combined with site activity, tend
to generate airborne particulates.

Management Strategies
1. Construction will be sequenced so that grading operations can begin and end as quickly as
possible.
2. Areas which are outside the construction limits and not to be disturbed shall be clearly
marked.
3. Tree protection shall be installed before any grading activities commence and before
equipment and material storage areas are established.
4. Sediment trapping measures shall be installed as a first step in grading and will be seeded
and mulched immediately following installation.
5. Matting and seeding, whether temporary or permanent, will follow immediately after grading.
6. The site contractor shall be responsible for the installation and maintenance of all erosion
and sediment control practices.
7. After achieving adequate stabilization, the temporary erosion and sediment controls will be
cleaned up and removed and final grades established according to the grading plan for the
project.
Stormwater Management
The pre-development site is a vacant parcel surrounded by moderately dense commercial and
residential development. The surrounding development was constructed over 30 years ago so
the parcel has become primarily vegetated with volunteer tree species. The terrain of the parcel
is moderately sloping for most of the site with steep slopes around its perimeter. The parcel's
soils and topography have been altered from its original state at some point in the past. The pre-
development site has within it two small sub-watersheds. The Pre-Development East watershed
is 1.39 acres. This watershed drains to an existing 48" storm pipe system along the eastern
property line adjacent commercial development. The Pre-Development West watershed is 1.85
acres. This watershed drains to an existing large channel which runs parallel to the western
property boundary behind adjacent residential development. The pre-development watershed
maps, runoff calculations, and rates are shown on the WPO plan sheets and in the appendix of
the E&S Narrative.
The stormwater management plan for the post-development site is to modify the grades of the
site, shifting a majority of the Pre-Development East watershed into the Post-Development West
watershed and constructing a large bio-retention basin with internal water storage to manage
stormwater runoff quantity and quality to the pre-development rates calculated for the Pre-
Development West watershed. Additionally, permeable interlocking concrete pavers will be
utilized in the parking areas of this watershed to reduce the amount of impervious area on the
post-development site. Since a majority of the site will drain to the proposed bio-retention basin
in the Post-Development West watershed, the post-development rates for the Post-
Development East watershed are reduced below the pre-development runoff rates. Permeable
interlocking concrete pavers are proposed in the parking areas of this watershed to address
water quality concerns. The post-development watershed maps, runoff calculations, rates, and
stormwater modeling reports are shown on the WPO plan sheets and in the appendix of the
E&S Narrative.
The drainage infrastructure surrounding this site is quite robust and it is our opinion that the
proposed stormwater management plan addresses any downstream channel concerns for this
development.

Maintenance
In general, all erosion and sediment control measures will be checked daily and after each
significant rainfall. The following items will be checked in particular:
1. The inlet protection will be checked each morning for sediment and debris. All locations are
to be kept tight, clean and fully operational.
2. Each evening the paved surface beyond the construction entrance shall be washed down or
swept clean.
3. The construction entrance will be checked regularly. If the stone becomes clogged by mud
or sediment it shall be removed and cleaned or replaced.
4. The temporary diversion dikes and sediment trap will be checked regularly for deterioration
and sediment deposition and maintained if necessary.
5. Seeded areas will be checked regularly to ensure that a good stand is established. Areas
shall be retreated if so determined by erosion Inspector in accordance with the Virginia
Erosion & Sediment Control Handbook.
The contractor shall be responsible for the installation and maintenance of all erosion and
sediment control practices and restoration of any damaged areas during construction and for
any warranty period prior to transfer of responsibility to Owner.
Vegetative Practices
Permanent seeding, sodding and considerable landscape installations are part of the
development proposal.
Permanent Stabilization
The site is to be permanently stabilized early in the construction process.
Stormwater Considerations
Stormwater management is important on this project and a series of measures are proposed, all
of which are reflected on the plan set.
State Minimum Standards
An erosion and sediment control program adopted by a district or locality must be consistent
with the following criteria, techniques and methods:
1. Permanent or temporary soil stabilization shall be applied to denuded areas within seven
days after final grade is reached on any portion of the site. Temporary soil stabilization shall
be applied within seven days to denuded areas that may not be at final grade but will remain
dormant for longer than 30 days. Permanent stabilization shall be applied to areas that are
to be left dormant for more than one year.
2. During construction of the project, soil stockpiles and borrow areas shall be stabilized or
protected with sediment trapping measures. The applicant is responsible for the temporary

protection and permanent stabilization of all soil stockpiles on site as well as borrow areas
and soil intentionally transported from the project site.
3. A permanent vegetative cover shall be established on denuded areas not otherwise
permanently stabilized. Permanent vegetation shall not be considered established until a
ground cover is achieved that, is uniform, mature enough to survive and will inhibit erosion.
4. Sediment basins and traps, perimeter dikes, sediment barriers and other measures intended
to trap sediment shall be constructed as a first step in any land-disturbing activity and shall
be made functional before upslope land disturbance takes place.
5. Stabilization measures shall be applied to earthen structures such as dams, dikes and
diversions immediately after installation.
6. Sediment traps and sediment basins shall be designed and constructed based upon the
total drainage area to be served by the trap or basin.
a. The minimum storage capacity of a sediment trap shall be 134 cubic yards per acre of
drainage area and the trap shall only control drainage areas less than three acres.
b. Surface runoff from disturbed areas that is comprised of flow from drainage areas
greater than or equal to three acres shall be controlled by a sediment basin. The
minimum storage capacity of a sediment basin shall be 134 cubic yards per acre of
drainage area. The outfall system shall, at a minimum, maintain the structural integrity of
the basin during a twenty-five year storm of 24-hour duration. Runoff coefficients used in
runoff calculations shall correspond to a bare earth condition or those conditions
expected to exist while the sediment basin is utilized.
7. Cut and fill slopes shall be designed and constructed in a manner that will minimize erosion.
Slopes that are found to be eroding excessively within one year of permanent stabilization
shall be provided with additional slope stabilizing measures until the problem is corrected.
8. Concentrated runoff shall not flow down cut or fill slopes unless contained within an
adequate temporary or permanent channel, flume or slope drain structure.
9. Whenever water seeps from a slope face, adequate drainage or other protection shall be
provided.
10. All storm sewer inlets that are made operable during construction shall be protected so that
sediment-laden water cannot enter the conveyance system without first being filtered or
otherwise treated to remove sediment.
11. Before newly constructed stormwater conveyance channels or pipes are made operational,
adequate outlet protection and any required temporary or permanent channel lining shall be
installed in both the conveyance channel and receiving channel.
12. When work in a live watercourse is performed, precautions shall be taken to minimize
encroachment, control sediment transport and stabilize the work area to the greatest extent
possible during construction. Nonerodible material shall be used for the construction of
causeways and cofferdams. Earthen fill may be used for these structures if armored by
nonerodible cover materials.

13. When a live watercourse must be crossed by construction vehicles more than twice in any
six-month period, a temporary vehicular stream crossing constructed of nonerodible material
shall be provided.
14. All applicable federal, state and local regulations pertaining to working in or crossing live
watercourses shall be met.
15. The bed and banks of a watercourse shall be stabilized immediately after work in the
watercourse is completed.
16. Underground utility lines shall be installed in accordance with the following standards in
addition to other applicable criteria:
a. No more than 500 linear feet of trench may be opened at one time.
b. Excavated material shall be placed on the uphill side of trenches.
c. Effluent from dewatering operations shall be filtered or passed through approved
sediment trapping device, or both, and discharged in a manner that does not adversely
affect flowing streams or off-site property.
d. Material used for backfilling trenches shall be properly compacted in order to minimize
erosion and promote stabilization.
e. Restabilization shall be accomplished in accordance with these regulations.
f. Applicable safety regulations shall be complied with.
17. Where construction vehicle access routes intersect paved or public roads, provisions shall
be made to minimize the transport of sediment by vehicular tracking onto the paved surface.
Where sediment is transported onto a paved or public road surface, the road surface shall
be cleaned thoroughly at the end of each day. Sediment shall be removed from the roads by
shoveling or sweeping and transported to a sediment control disposal area. Street washing
shall be allowed only after sediment is removed in this manner. This provision shall apply to
individual development lots as well as to larger land-disturbing activities.
18. All temporary erosion and sediment control measures shall be removed within 30 days after
final site stabilization or after the temporary measures are no longer needed, unless
otherwise authorized by the local program authority. Trapped sediment and the disturbed
soil areas resulting from the disposition of temporary measures shall be permanently
stabilized to prevent further erosion and sedimentation.
19. Properties and waterways downstream from development sites shall be protected from
sediment deposition, erosion and damage due to increases in volume, velocity and peak
flow rate of stormwater runoff for the stated frequency storm of 24-hour duration in
accordance with the following standards and criteria:
a. Concentrated stormwater runoff leaving a development site shall be discharged directly
into an adequate natural or man-made receiving channel, pipe or storm sewer system.
For those sites where runoff is discharged into a pipe or pipe system, downstream
stability analyses at the outfall of the pipe or pipe system shall be performed.
b. Adequacy of all channels and pipes shall be verified in the following manner:
(1) The applicant shall demonstrate that the total drainage area to the point of analysis
within the channel is one hundred times greater than the contributing drainage area
of the project in question; or
(2)

a. Natural channels shall be analyzed by the use of a two-year storm to verify that
stormwater will not overtop channel banks nor cause erosion of channel bed or
banks; and
b. All previously constructed man-made channels shall be analyzed by the use of a
ten-year storm to verify that stormwater will not overtop its banks and by the use
of a two-year storm to demonstrate that stormwater will not cause erosion of
channel bed or banks; and
c. Pipes and storm sewer systems shall be analyzed by the use of a ten-year storm
to verify that stormwater will be contained within the pipe or system.
c. If existing natural receiving channels or previously constructed man-made channels or
pipes are not adequate, the applicant shall:
(1) Improve the channel to a condition where a ten-year storm will not overtop the banks
and a two-year storm will not cause erosion to the channel bed or banks; or
(2) Improve the pipe or pipe system to a condition where the ten-year storm is contained
within the appurtenances; or
(3) Develop a site design that will not cause the pre-development peak runoff rate from a
two-year storm to increase when runoff outfalls into a natural channel or will not
cause the pre-development peak runoff rate from a ten-year storm to increase when
runoff outfalls into a man-made channel; or
(4) Provide a combination of channel improvement, stormwater detention or other
measures which is satisfactory to the plan-approving authority to prevent
downstream erosion.
d. The applicant shall provide evidence of permission to make the improvements.
e. All hydrologic analyses shall be based on the existing watershed characteristics and the
ultimate development of the subject project.
f. If the applicant chooses an option that includes stormwater detention he shall obtain
approval from the locality of a plan for maintenance of the detention facilities. The plan
shall set forth the maintenance requirements of the facility and the person responsible
for performing the maintenance.
g. Outfall from a detention facility shall be discharged to a receiving channel, and energy
dissipators shall be placed at the outfall of all detention facilities as necessary to provide
a stabilized transition from the facility to the receiving channel.
h. All on-site channels must be verified to be adequate.
i. Increased volumes of sheet flows that may cause erosion or sedimentation on adjacent
property shall be diverted to a stable outlet, adequate channel, pipe or pipe system, or to
a detention facility.
j. In applying these stormwater runoff criteria, individual lots or parcels in a residential,
commercial or industrial development shall not be considered to be separate
development projects. Instead, the development, as a whole, shall be considered to be a
single development project. Hydrologic parameters that reflect the ultimate development
condition shall be used in all engineering calculations.

k. All measures used to protect properties and waterways shall be employed in a manner
which minimizes impacts on the physical, chemical and biological integrity of rivers,
streams and other waters of the state.

A certified RLD is required during all stages of construction, from the initial land disturbance
through final stabilization. The name of the project RLD must be provided to the County
before any land disturbance may begin. Notify the office in a timely manner if the RLD
