Subject: SUB-2016-80 Handley Farm Estates—Drainage Easements
The County of Albemarle Planning Division will grant or recommend approval of the
Final Plat referenced above once the following comments have been addressed: [Each
comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [14-300] Persons authorized to prepare plat. Provide the seal of the professional
who prepared the plat. Rev. #1: Comment not addressed yet. Provide the seal
of the professional who prepare the plat.
2. [14-302 (A)(4)] Private easements. Show all private easements that come within
50' of the proposed drainage easements. Rev. #1: Comment Addressed.
3. [14-302 (A)(5) & 14-303(L)] Public easements; Public utility, drainage and site
distance easements. Show all public easements that come within 50' of the
proposed drainage easements. Rev. #1: Comment Addressed.
4. [14-302 (A)(14)]Land to be dedicated in fee or reserved. Provide notes on
the plat to specify that the drainage easements are to be "dedicated to public
use". Rev. #1: Comment Addressed.
5. [14-302 (A)(15)] Identification of all owners and certain interest holders.
Confirm the address for Handley Farm Development Corporation and
Handley Farm LLC. The addresses listed on the cover sheet do not match
those found in Albemarle County's GIS data. Rev. #1: Comment Addressed.
6. [14-303(A)]Statement of consent to division. Provide a consent statement
for each owner, including the description of the land that they own. Rev. #1:
Comment Addressed.
7. [14-303(C)]Boundary lines. Provide road right of way boundaries. Provide
the exterior boundary lines for the property. Rev. #1: Comment sufficiently
addressed. Each proposed easement has been located in reference to two
existing ROW monuments.

8. [14-303(D)]Aalligge of lots. Provide total acreage of Mich lot. Rev. #1:
Comment Addressed.
9. [14-303(E)]Dimension standards and information on all lots,streets,alleys,easement,
and shared driveways. Provide notes on the plat, and change the title of the
plat, to specify that the drainage easement are to be "dedicated to public
use". Rev. #1: Comment Addressed.
10. [14-303(H) & (I)] Monuments; Bearing and distance ties. Provide bearing
and distance ties to existing monuments for each revised easement. Specify
on the plat the iron pins found that are being utilized as ties for the new
drainage easements. Provide not less than two permanent monuments on
the exterior boundary of the property. Rev. #1: Comment Addressed. Each

13. [Engineering Comment] Plat will need to be sealed and signed by a professional

Per Comments
Paty,
Thanks for your comments of May 16, 2016. Below is a brief summary
describing how I addressed each one. Please don't hesitate to give me a
call or email with any questions.
1. [14-300] Persons authorized to prepare plat. Provide the seal of the
professional who prepared the plat.
We don't seal review copies, but we will most definitely seal the final plat prior
to having the County sign.
2. [14-302 (AX4)] Private easements. Show all private easements that
come within 50' of the proposed drainage easements.
Sheets 3 thru 6 now show all private easements and include deed book
references and owner information.
3. [14-302 {A)(5) & 14-303(L)] Public easements; Public utility,
drainage and site distance easements. Show all public easements
that come within 50' of the proposed drainage easements.

4. [14-302(A)(14)]Land to be dedicated in fee or reserved. Provide
notes on the plat to specify that the drainage easements are to be
"dedicated to public use".
This has been noted under "notes" on the cover sheet and is also noted under
the title. It is also now shown in each legend on sheets 3 thru 6.
5. [14-302 (A)(15)]Identification of all owners and certain interest
holders. Confirm the address for Handley Farm Development
Corporation and Handley Farm LLC. The addresses listed on
the cover sheet do not match those found in Albemarle County's
GIS data.
I have corrected the owner addresses accordingly.
6. [14-303 (A)J Statement of consent to division. Provide a
consent statement for each owner, including the description of
the land that they own.
I have added signature panels for each owner.
7. [14-303 (C)]Boundary lines. Provide road right of way
boundaries. Provide the exterior boundary lines for the
property.
As discussed with you via our phone conversation on 6/10/16, I now anchor each
easement to 2 existing
road r/w points.
8. [14-303 (D)]Acreage of lots. Provide total acreage of each lot.
I now show the acreage of each parcel on sheet 2.
9. [14-303 (E)]Dimension standards and information on all lots, streets,
alleys, easement, and shared driveways. Provide notes on the plat, and
change the title of the plat, to specify that the drainage easements

As previously stated, this has been noted under "notes" on the cover sheet and
