Attached is a DRAFT of the updated comment letter for SUB201600119 Belvedere Phase IIB that will go with
the Approval with conditions coversheet.
I've temporarily left the items I modified, or were addressed in our meeting, in GREEN so they are
obvious. These are the items I have update.
Please let me know if you think I've missed anything or worded things wrong.
Rebecca, please note is#29. I've left this almost intact because we no longer have to insist on parking on
both sides of Roads H & Ito the east of the BLVD.
Between the initial comments and the meeting with the applicant you and I had talked about needing the
extra parking there. Since it was discussed, and I think all were in agreement, that as long as they get the 65

spaces for SOCA they don't have to get them on that section of H & I. So the road sections on the east side of
the Blvd could match the road sections that already exist in Ph IIA.
I have not include a mention of the "65 spaces" in my comments. Should I?

I agreed w/Paty on all counts, I revised comment based on her feedback. See below. Changes below in red.
1. [ZMA2004-71 Split zoning. Staff strongly recommends against creating split zoned lots. It's recommended
that the final plat and final site plan be modified to develop single zoned lots. The lots which need to be omitted
from the plat/site plan or modified out of split zoning are lots 232, 231, 226, 227, and lot 225.Lots 209—220
and Lot 228 are sufficient as proposed being the split zoning does not impact the proposed buildings. Please
assure the proposed buildings are outside of the NMD area.
If lots 232, 231, 226, 227, and lot 225 split zoned lots are not sufficiently modified out of split zoning then the
split zoned lots with buildings in NMD zoned land shall be counted towards the NMD unit counts. The plan and
plat must demonstrate the proposed uses, setbacks, and code of development standards can be met in each
district for the lots created. The zoning, proposed use, and density on the cover page must be updated to provide
this information. A table shall be provided to indicate an accounting of open space, density, etc.

Chris,
I think you need to include Lot 228 in the same way you included Lots 209-220. AGREED.
Do you have another comment that addresses how they should handle the setback for any lots that remain
split? I believe the second part of the comment sufficiently covers that.
If I interpreted the meeting correctly the setback issue also affects Lots 209—220 and Lot 228. I understood
that they either had to show the setbacks changing at the NMD line or they had to have the most restrictive
setbacks across the whole split parcel. I think that is a good point.
Also, if you don't have it elsewhere in your comments, it might be helpful to specify that for Lots 209-220 &
Lot 228 the buildings cannot be within the NMD area unless the NMD requirements are met and the units are
counted towards the NMD minimum and maximum unit count. GOOD POINT, WILL DO

covers what was discussed at the meeting. I have to take action on the initial site plan and prelim plat by Friday;

Chris,
I had a great meeting with Rebecca this morning, in preparation for the meeting she and I have scheduled
with the applicant for Belvedere Ph IIB (SUB201600119).
In that some things came up that I thought I should let you know.
• I will drop by a color print of the engineering comments for SP2007 54 & 58 that shows the roads that
need extra parking. We are supposed to have 65 parking spaces on roads highlighted in RED in our
two projects combined. So we will have to coordinate on that. For the portion Fowler Street in your
plan you will need to require parking on both sides in order to meet that requirement.
• Rebecca says that for the split zoned lots in your project that are mostly in the NMD they have to be
counted towards the NMD unit counts. This will probably apply to two lots in Block 4 &two lots in
Block 8. With SUB2016-119 (mine) they have already used all the available density/lots for Block 4
and there are no available units to count in your plan. It is likely that a plan line adjustment or
variation is in their future on this but Rebecca is going to double check the original NMD line to make
sure that we are basing this on the correct NMD boundary line.

It appears there has been a slight error in room scheduling for SRC for the July 21'meeting of the following 3

I apologize for this error and note that the site review schedule online has tomorrows SRC meeting at room 320.
The abutting owner notification letters notified citizens that the meeting is in room 246. Let this email serve to
let you know that the letters were sent out in error. I'll put a couple signs up on the doors to alert citizens of this
and I've CCed the front desk staff to know as well incase they need to direct citizens.

Do you all have any update on whether the warrants are met for a stop light at Belvedere Blvd and Rio Road?? This
question has come up again recently, as requests for more lots within Belvedere are under review.Joel fielded that
question at the last community meeting I attended in Belvedere and am not sure who the best contact is for the
question.

Hello,
This morning we discussed concerns about speeding,construction traffic and cut-through traffic along Belvedere Blvd.,
including pedestrian safety for the Fairview Swim Club and Belvedere residents.We also discussed questions related to
the SRC meeting at 10am in Room 320 this Thursday for two different applications in Belvedere: SDP201600035 and
SUB201600119.
I spoke with our Acting Director of Planning(David Benish) and he informed me that the County and VDOT work
together on these types of traffic concerns.Our incoming Transportation Planner, Kevin McDermott, can assist with your
questions. Please email David with more information so he can bring Kevin up to speed when he arrives. I've pasted a
map below of the area where you suggested traffic calming may be most effective. I've also found this information on
the VDOT website: http://www.virginiadot.org/programs/is-VDOTCommunitvPrograms.asp
Chris and Paty,could you please provide a copy of your SRC comments to the email above?
Chris, FYI,this citizen may also have follow-up questions for you about Lochlyn Hill development.

The Code of Development is the updated copy including everything before 7-22-2014 (through Variation
#52).
The "Belvedere Exhibits ZMA" PDF has the original graphics from 2005. Please note two things, 1)These
are very old and were the vision at the time of the rezoning. Therefore somethings have changed because of all
the variations. 2) The last 3 pages are graphics that came after the rezoning. I do not know their purpose or
source.
