Re: Glenbrook at Foothills — Road Plan SUB-2017-00094 Review #3 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Collins Engineering, revised I2 October 2017, and offers the following comments: 1. Include the attached VDOT General and Traffic Control Notes on the plans. 2. Show design speed for all proposed and existing roads that appear on the plans. 3. CG-12s are needed at the proposed pedestrian crossing of Claibourne Road. 4. Crosswalks: a. Marked crosswalks should not be installed at the intersection of two "local" roads (all except Park Ridge Dr. & Eastern Ave.). b. Mid -block crosswalks should be avoided (Park Ridge Dr. STA 32+25). c. Why are the proposed crosswalk markings on Park Ridge Dr. (Claibourne Rd. & Eastern Ave.) different, and different from the existing crosswalk marking on Park Ridge Dr. east of Eastern Ave.? Please consult IIM-TE-384 and MUTCD. 5. Pavement Design: a. Provide a note stating that actual pavement designs should be based on CBR values of the actual subgrade material. b. SM-9.5A, the maximum lift thickness is 1.5" with the maximum number of lifts being 1. Additional lifts must be placed 1 year apart, per Appendix III of the 2014 VDOT Pavement Design Guide. This should be clearly noted. c. BM-25.OA, the minimum lift thickness is 2.5", several of the proposed designs call for I". 6. Roadway & Pipe Profile Notes: a. Note 1 should reference 2016 VDOT Road & Bridge Specification Section 232 for specification for the use of RCP and HDPE pipe materials. Reference and provide VDOT Road & Bridge Standard PB-1. b. Note 2, please clarify "predominantly of soil" and change 2007 to 2016. c. Note 3 should say that fill material shall be compacted to 95% of the soil's maximum dry density as determined by ASTM D698.
