County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied. The rationale is given in the
comments below. The application may be resubmitted for approval if all of the items below are satisfactorily
addressed. The VSMP application content requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. (Rev.1) Registration Statement - Provide correct 8 -digit HUC;
Provide copy of General Permit coverage when obtained;
Nature of activity — Provide the updated/correct plan date;
PPP — Provide a reduced size site plan showing potential sources of pollution generating
activities (see Sect. 6C) that can be updated by the RLD;
List/name the impaired waters with TMDL — reports can be found

2. (Rev.2) Registration Statement— Change HUC from JR14 to JR15; Sign & date. Provide reports
for only Morey Creek & Moore's Creek.
(Rev. 3) Registration Statement - Change the disturbed acres to 4.26 ac to match area stated
on sheet C6.01 of the plans.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
1. (Rev.2) Show a list of potential pollutant sources on the PPP and/or location of potential
pollutant sources. Show the appropriate scale for the 11x17 sheet.
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.
This plan is disapproved, and the reasons are provided in the comments below. The stormwater
management plan content requirements can be found in County Code section 17-403.
1. (Rev.1) Submit VSMP plan that contains only the E&SC & SWM plan sheets. Change the
title to VSMP Plan, and include WPO number.
2. (Rev.1) Provide ditch computations for any created ditches.
3. (Rev.1) Provide computations that your stormwater management design meets Part II(B)
requirements. Show that Energy Balance, or channel/flood protection to the limits of
analysis is met for both biofilter outfalls (STM S7 & S9).
4. (Rev.1) Provide routing for bioretention #2 (including forebay weir width, stage storage,
outlet protection design, etc.).
5. (Rev.1) Bioretention - Provide dimensions, and cross-sections for bioretentions. Show floor
and top embankment elevations. Show underdrain, and cleanouts. Show that 12" gravel
sump is met for entire footprint (Lvl 2).
6. (Rev.1) Provide stage storage table for detention pipe. Provide all pages of routing calcs.
7. (Rev.1) C5.04 - Correct weir elevation shown on SWM outlet control weir detail. Provide
8. (Rev.1) Verify 8' weir length is correct (see C6.06). Should this be 4 feet (see weir detail
C5.04)? Provide dimensions on manhole section.
9. (Rev.1) C6.02 - May need to correct Tc... for slopes over 15% sheet flow will become erosive in
75' or less without E&S controls (VADEQ ESC guide/manual).
(Rev.2) Not addressed. The slope and length for sheet flow as shown is incorrect.
10. (Rev.1) Show pre -/post- development drainage maps (show drainage divide, Tc calcs, point of
analysis).
(Rev.2) Not addressed. Show pre /post- development drainage area & divides. Show total
drainage area & acres. Show routed, detained, and/or undetained offsite DAs and where
runoff is going to downstream.
11. (Rev.1) Show inlet drainage map (show DA and sub -areas, C -values, Tc, destination
structures).
12. (Rev.1) Provide water quantity volume calcs for proposed underground detention. Provide
additional cover for pipe. Where does 8' long weir from routing calcs fit in 48" pipe?
13. (Rev.1) C6.05 - Show correct drawing scale. Clarify DA to each bioretention.
14. (Rev.1) Standard Inlet Shaping (IS -1) shall be required for any structure with a 4' or
greater drop.
15. (Rev.1) Provide maintenance requirements for all SWM facilities on drawings.
16. (Rev.2) Provide your analysis/determination of runoff, including calculated values.
17. (Rev.2) The DA going to S6 is 0.87ac according to sizing calcs on sheet C6.05, but according to
the routing analysis on sheet C6.06 the DA going to the detention is 2.22ac. Please correct, or
provide reasoning for difference.
(Rev. 3) Sheet C6.05 - Is the pipe going to be 42" or 48"? You use 42" for the design, but
48" shown.
18. (Rev.2) Provide information about what SWF will discharge into. State how you intend to meet
water quantity and quality requirements in SWM narrative.
(Rev. 3) Sheet C6.01- Provide/show RV calculation. Should mention that the area not
detained will sheet flow in a well -vegetated area to an existing channel.
19. (Rev.2) Provide proposed land use tabulation of the % of surface area to be adapted to
various uses, including but not limited to planned locations of utilities, roads, and
easements.
20. (Rev.2) Bioretention facility (Lvl.2) - Include detail of figure 9.4b. Provide forebay (cell) volume
is at least 15% of total treatment volume (sect. 6.4). Show underdrain, observation wells, and
cleanout locations (sect. 6.7). Provide a specific planting plan (not shown on sheet L1.03).
Provide certification that selected plants will survive ponding depths over 6" (sect. 6.8). There
are slopes >15% leading to bioretention area and this requires a two cell design (sect. 7.3). Add
notes & graphic details on plan specifying that (1) the maximum excavation depth at the
construction stage must be at least F above the post -construction installation, and (2) the facility
must contain an underdrain (sect. 8.1). What is S8 to S9 intended use? As shown, it looks like it
directs runoff offsite bypassing biofilter. Show S8 (DI -1) in the bioretention design details.
Provide S8 to S9 profile information.
(Rev. 3) Provide Planting Plan for Level 2 Bioretention.
21. (Rev. 3) Cover sheet - Show `VSMP Plan' & `WP020170003I' in the title.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion control
plan content requirements can be found in County Code section 17-402.
1. (Rev.1) A portion of the runoff will be detained at the south side ST. Where is
stormwater runoff being detained on north side of side at construction entrance?
Revise plan to include remaining area.
2. (Rev.1) Show callouts for proposed structures & E&S controls to a details sheet.
Use leaders/extend arrows/shading for clarity where needed.
3. (Rev.1) Provide storm & sanitary structure schedules.
4. (Rev.1) Label end section (ES -1) for all pipe outlets.
5. (Rev.1) Provide OP for all pipe outlets, and OP sizing calcs.
(Rev.2) Partially addressed. Show OP computations for all outlets; dims and stone sizes.

The VSMP permit application and all plans may be resubmitted for approval when all comments have been
satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a
completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this
review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and
the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

Response: PPP Exhibit is attached with appropriate scale.

Response: Time of concentration has been adjusted per our conversation.
Additional offsite Tc has been shown for further clarity on drainage/runoff
calculations.
2. Show pre-/post- development drainage maps (show drainage divide, Tc
calcs,point of analysis).
Response: As discussed, a pre-drainage map for this site will not clarify
anything as there are no existing structures and all the drainage goes to the
existing roadside swale. To help clarify the offsite drainage around the site,
areas have been delineated to show the runoff to the proposed swales to help
clarify the numbers used in the calculations found on sheet C6.o5. The
delineated areas for all runoff can be found on sheet C6.o5.

has been added to clarify mucking of sediment trap is necessary before the

The VSMP permit application and all plans may be resubmitted for approval when all comments have been
satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a
completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this
review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and
the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied. The rationale is given in the
comments below. The application may be resubmitted for approval if all of the items below are satisfactorily
addressed. The VSMP application content requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Registration Statement - Provide correct 8 -digit HUC;
Provide copy of General Permit coverage when obtained;
Nature of activity — Provide the updated/correct plan date;
PPP — Provide a reduced size site plan showing potential sources of pollution generating
activities (see Sect. 6C) that can be updated by the RLD;
List/name the impaired waters with TMDL — reports can be found

B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.
This plan is disapproved, and the reasons are provided in the comments below. The stormwater
management plan content requirements can be found in County Code section 17-403.
1. Submit VSMP plan that contains only the E&SC & SWM plan sheets. Change the title to
VSMP Plan, and include WPO number.
2. Provide ditch computations for any created ditches.
3. Provide computations that your stormwater management design meets Part II(B)
requirements. Show that Energy Balance, or channel/flood protection to the limits of
analysis is met for both biofllter outfalls (STM S7 & S9).
4. Provide routing for bioretention #2 (including forebay weir width, stage storage, outlet
protection design, etc.).
5. Bioretention - Provide dimensions, and cross-sections for bioretentions. Show floor and top
embankment elevations. Show underdrain, and cleanouts. Show that 12" gravel sump is
met for entire footprint (Lvl 2).
6. Provide stage storage table for detention pipe. Provide all pages of routing calcs.
7. C5.04 - Correct weir elevation shown on SWM outlet control weir detail. Provide

Provide dimensions on manhole section.
9. C6.02 - May need to correct Tc... for slopes over 15% sheet flow will become erosive in 75'

14. Standard Inlet Shaping (IS -1) shall be required for any structure with a 4' or greater drop.

D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
