Subject: SUB-2017-173 Belvedere Boundary Line Adjustment
The County of Albemarle Planning Division will grant or recommend approval of the
Final Plat referenced above once the following comments have been addressed: [Each
comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [14-302(A)(1)] Name of Subdivision. Revise the title of the plat to include
Belvedere".
2. [14-302(A)(2)] Vicinity map. Revise the vicinity map to be the correct scale, not
include a +/-, and show the site in the correct location.
3. [14-302(A)(4), (15) & 14-303(E)] Private easements; Identification of all owner
and certain interest holders; Dimension standards and information on all lots,
streets, alleys, easements, and shared driveways. Revise the plat to show the
location of the existing access easement for TMP62-2A that crosses TMP 62A3-
1 and TMP 62-2A1, the deed book and page number, any other required
information, for the access easement and specify the holder of that easement.
4. [14-302(A)(5)&(15), 14-303(E)&(L)] Public easements; Identification of all owner
and certain interest holders; Dimension standards and information on all lots,
streets, alleys, easements, and shared driveways; Public utility, drainage and
sight distance easements. Revise the plat to either list in the notes the names
and addressed of holders of all of the easements affecting the property, including
the deed book and page numbers, the type of easement and the TMP(s) on
which they reside or show the easements on the plat with the required
information provided in labels for all the existing easements including but not
limited to the drainage, sanitary sewer and public utility easements.
5. [14-302(A)(5)&(15), 14-303(E)&(L)] Public easements; Identification of all owner
and certain interest holders; Dimension standards and information on all lots,
streets, alleys, easements, and shared driveways; Public utility, drainage and
sight distance easements. Revise note 3 so that is does not state that there are
no easements or encroachment except as shown. Contact the plan reviewer to
discuss the wording of this note and how it may impact, or be impacted by, other
notes such as note 1.
6. [14-302(A)(14) & 14-314] Land to be dedicated in fee or reserved; Identification
of all interests of the County in property. Show the line work and a label on the
plat for the "dedication upon demand" of the "One hundred (100) foot wide right-
of-way to public use" specified in Proffer 4.1.
7. [14-302(B)(9)] Flood Plain. Revise the floodplain note to, in addition to the
information already provided, specify that a portion of the property (a portion of
TMP62A3-1) is within the 100' year flood plain.
8. [14-303(A)] Statement of consent to division. Revise the statement of consent to
division for TMP 61-160 and TMP 62-2A1 to specify those parcels and not TMP
62-2C.
9. [14-303(C)] Boundary Lines. Specify where curve C18 is located on the plat. It
does not appear to be utilized, however it is shown in the curve table.
10. [14-303(D)] Acreage of lots. Address the following:
• Revise the "Area Summary" on Sheet No. V1 so that TMP 62A3-1 is shown
as "TMP 62A3-1" and not "63A3-1". There seems to be at least seven
instances of the typographical error within the two sets of calculations.
• The acreage for TMP 62A3-1 differs by over 5 acres, and the acreage of TMP
61-160 differs slightly, from the County's GIS and a previously approved
preliminary subdivision plat (Phase IIB). Provide recorded plats, or other
supporting documentation, to support the acreages shown on the proposed
plat or revise this plat accordingly.
11. [14-303(H)] Monuments. Show the existing (found), and the proposed (set),
locations for permanent reference monuments for the parcels.
12. [Comment] Remove or revise the setbacks specified on Sheet No. V1.
Setbacks/yards (14-302 (13)(8)) are not required to be shown on a Boundary Line
Adjustment plat. Also, the setbacks provided are not all correct. Either remove
the setbacks from the plat or contact the plan review about the portions of the
setbacks that ar incorrect.
