Please provide revised drawings that demonstrate compliance with the reviewer comments. This is the first (1st) Letter of Revision for this site. [General Comment] The lighting plan approved with final site plan showed a total of thirty-eight (38) luminaires being installed on site. Please verify that the letter of revision is intended to fully replace the previously approved lighting plan, and that only five (5) luminaires will be installed. Rev. 1: Comment addressed. 2. [4.17.4 (a)(1)] Page 2 of the letter of revision does not contain a cut sheet for either type of proposed light. Please provide the manufacturer cut -sheet that identifies and shows all luminaire specifications, features, and photometry data for both proposed fixture types. Rev. 1: Please amend the "Total Lamp Lumens" column on Sheet 2 to state the lumens for the luminaire. Per ARB comments (attached) all proposed luminaires must have a LLF factor of 1.0. a. Please state the proposed height of each luminaire on Page 2. Rev. 1: In the Luminaire Schedule on Sheet 2, please add a column stating the pole heights. Applicant response to first review stated that all luminaries will be 20' in height. [4.17] The symbology used for each light is identical and staff cannot distinguish between the two on Page 1. Please use a different symbology and identify each ficture as "Fixture A" and "Fixture B" in the luminaire schedule on page 2. Rev. 1: Comment addressed. This comment was made because the Luminaire Schedule on Sheet 2 states that four (4) luminaires are proposed for the first model, and one (1) luminaire is proposed for the second model. It appears they are the same model type with different wattage outputs based on the "Label" column in the Luminaire Schedule. The revised lavout elan dated 7-11-2017 now shows only 5 luminaires of the same model. 4. [4.17.4 (a)] Each outdoor luminaire exceeding 3,000 lumens is required to be feature a full -cutoff shield. Rev. 1: The cutsheets submitted with the revised drawings are unclear as to whether full -cutoff shields will be installed with each luminaire. Please highlight or identify the specific sections on the cutsheets that demonstrate that full -cutoff shields will be installed with the luminaires. a. Please amend the note on Page 2 to state "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." Rev. 1: The above statement is required on the plans, please remove the note under the Luminaire Schedule which states "Shields available upon request" and replace with the above language. b. Please provide the lumens for the first luminaire model identified in the luminaire schedule on Page 2. It currently says "N/A." Rev. 1: Please refer to comment #2 above. 5. [4.17.4 (a)(2)] In the luminaire schedule on Page 2, please identify the lamp type (i.e. LED, high pressure sodium, etc.). Rev. 1: The revised drawings did not include this column as requested. Please include in the Luminaire Schedule on Sheet 2. 6. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half ('/2) foot candle. Page 1 shows the northernmost luminaire being installed inside of the R2 zoning district on the property, but the footcandle measurements provided do not go all the way to the zoning district boundary. Please provide confirmation that the footcandle measurements at and within the R2 district boundary do not exceed one-half footcandle. The luminaire may need to be relocated to a different location in order to comply with this requirement. Rev. 1: Per applicant response to first review comments, the zoning standard annlies to the footcandle measurement at the zoning district boundaries. Even though the site is all one property, the maximum footcandle measurement allowed at the R2 zoning district boundary is 0.5 footcandles. As was stated in the applicant response, staff concurs with the applicant's proposal to move the lot into the C1 zoning district portion of the property. Please show footcandle measurements along the zoning district boundary line on Sheet 1 to verify compliance with the standard. Architectural Review Board (ARB) Planner Comments — Margaret Maliszewski, mmaliszewski@albemarle.org — Requested Changes: 1. To meet ordinance requirements, the LLF must equal 1.0. Please revise accordingly. 2. Add the standard lighting note to the plan: Each outdoor lummaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle.
