Historic Preservation Certification Application
Property name: Woolen Mills

The rehabilitation of this property as described in the Historic Preservation Certification Application Part 2 and
Amendment #1 (dated 6 September 2017) will meet the Secretary of the Interior's Standards for Rehabilitation provided
that the following condition(s) is/are met:
1. Site Design: The new landscape design must not overwhelm the industrial character of the historic site. The design of the
swimming pool area and the east side courtyard appear to meet the Standards. The design of the elevated deck behind the
flood wall is of greater concern, as it will impact the facades of the two main buildings. The deck may be acceptable in the
context of the entire project, but the application lacks adequate detail. To ensure the project meets the Standards, submit
detailed landscape plans to the State Historic Preservation Office (SHPO) and the National Park Service (NPS) for review.
2. Shed: Overgrown, the character of the shed is not currently readily per eptible in photographs. Relocation on site is likely
acceptable under the Standards. Once the area is cleared of shrubbery, provide more information on the character of the
building, the existing location, and the proposed location to the SHPO and NPS for review.
3. Mechanical, Electrical, Plumbing, Fire Protection, Data: Concealing many of these systems along new corridor
construction is preferred. As an industrial building, it is acceptable to expose some of these systems, but they must be neatly
installed, and must not overwhelm the historic character of the spaces. To ensure the project meets the Standards, submit
reflected ceiling plans to the SHPO and the NPS for review.
4. Steel Windows: New replacement windows, installed where historic windows are too deteriorated for repair, must be in
character with the historic buildings. If storm windows are intended, they must align with the muntins of the historic
windows. To ensure windows meet the Standards, submit dimensioned details to the SHPO and the NPS for review.
5. Storefronts: New storefront systems must be compatible with the character of the historic buildings. To ensure these
storefronts meet the Standards, provide dimensioned details to the SHPO and NPS for review.
6. Rooftop Additions: Rooftop additions must be only minimally visible -from exterior. Given that the main parking area is
higher than the building, and given the distinctiveness of the roof at the Sawtooth Building, the visibility of roof -mounted
equipment and new penthouses is of particular concern. To ensure the work meets the Standards, submit roof plans, and
photos of physical mock-ups, taken from common vantage points, particularly from the main, northwest approach.
7. Sawtooth Building: The NPS understands that the use of this building has changed since the Part 2 submission. The work as
presented in the Part 2 generally met the Standards, but efforts must be taken to retain historic windows unchanged,
minimize the number of ./new openings and avoid regularizing historically irregular conditions. To ensure the work meets the
Standards, submit revised drawings to the SHPO and NPS for review.
8. Handrail Modifications: Code -required alterations to historic guardrails must not impact their character. To ensure this
work meets the Standards, submit details to the SHPO and NPS for review.
9. Signage and Awnings: Any signage and awnings must be compatible with the design of the building. To ensure approval,
submit awning and signage details to the SHPO and NPS for review.
Any substantive change in the work as described in the application should be brought to the attention of the State Historic
Preservation Office and the National Park Service in writing prior to execution to ensure that the proposed project continues
to meet the Standards.
The National Park Service has determined that this project will meet the Secretary of the Interior Standards for Rehabilitation if the condition(s)
listed in the box above are met. _ )
