This project is approved pending submission and approval/recordation of the SWM agreement. The rationale is given in the comments below. The application may be resubmitted for approval if all of the items below are satisfactorily addressed. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. SWPPP was not provided with this submission. Provide two copies of a SWPPP. Rev. 1: SWPPP provided. Please provide two copies of the SWPPP at plan approval. Rev. 2: Comment addressed. Ensure the plan sheets are updated with any revisions before approval. 2. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. [General] Ensure all items from the approved ZMA and Stormwater Master Plan are accurately shown throughout the entire plan - floodplain, steep slopes, greenway, open space, buffers, cemeteries, etc (There is no RPA buffer in Albemarle County). Note that no additional disturbance will be allowed in any buffers, etc. than what is shown on the approved ZMA. Rev. 1: These items are still insufficiently shown. They need to be shown on all sheets to ensure no grading is incurring in buffers, etc. There are also buffers along Polo Grounds Road and Route 29. Ensure the only grading/disturbance that occurs is what is allowed by the Code of Development and approved ZMA. Rev. 2: Comment addressed. 7. [C-600(and throughout plan] The proposed driveway is not shown on the ZMA or overlot grading plan. Please remove or provide note if it is temporary/will be removed. Rev. 1: Comment addressed. 8. [Phase IV E&S] Please clarify the sediment basin and pond nomenclature. (Example.... sheet C- 613 says sediment basin 10, however it is actually POND 10, as presented in the calculations and drainage area calculations). Rev 1: Comment addressed. 9. [C-621] Provide drainage divide map for the channels and culvert calculations. Rev. 1: Comment addressed. 10. [C-902] There are two SWM 10-3 channels labeled. Please clarify. Rev. 1: Comment addressed. 11. [C-902] Please clarify drainage areas (Example Drainage area 4B is going to Pond 4?). Rev. 1: Comment addressed. 12. Please provide all SWM stage/storage curves/routings, etc. These may be provided in a calculations booklet. Rev. 1: Comment addressed. 13. Please explain the purpose of the WPO condition vs. the ultimate condition. If WPO & ultimate are different phases, provide details & calculations for each phase. Rev. 1: Comment addressed. 14. Please provide the emergency spillway designs for the ponds. Rev. 1: Please clarify. The sediment basin calculations say without spillway and have N/A, however spillways are shown on the plans for all of the ponds. Also, on Sheet C-627, the detail for pond 4 says with spillway, but the calculations say N/A. Rev. 2: The overall sheet C-603 still shows the spillways. Please remove. Rev 1: Comment still valid. Sheet C-906 still has a note that says this pond 4 is for quantity only, not quality. However, Sheet C-900 says all ponds are used for quantity and quality. Please remove this note on Sheet C-906. Rev. 2: This note is still shown on sheet C-907. Please remove. Rev. 3: Comment addressed. 16. Please check all drainage areas. (Example: DA 4B treated appears to be incorrect). Rev. 1: Comment addressed. 17. [C-907] This VRRM spreadsheet needs to be correlated with the overall SWM master plan for the Brookhill development. Please revise. Also, provide the tracking spreadsheet from the SWM master plan to update with this plan. Rev. 1: Comment addressed. 18. [C-907] The VRRM spreadsheet references facilities that were not shown on this plan (bioretention, infiltration, etc.). Please show all proposed facilities and their designs on this plan. Please also show their maintenance schedules (based on Section 9 of the DEQ specification for each type of facility). Rev. 1: Please clarify the drainage areas used in the VRRM spreadsheet (what do A, B, C and D correspond to?). Rev. 2: Drainage areas were clarified for B, D, C, and E, however drainage area A was missing. It appears that the summary was repeated, instead of including drainage area A. Show all existing easements (access, drainage, sight, sanitary easements, etc.) with deed book references, locations and dimensions. Rev. 1: Comment not addressed. Ensure DB & PG is shown for all easements. Rev. 2: Comment addressed. 2. Show temporary seeding, permanent seeding and dust control symbols on all E&S sheets. Rev. 1: Comment addressed. 3. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. The County's Management Analyst (Ana Kilmer) or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. 21. A SWM deed and easement plat will need to be recorded before plan approval. D. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
