Engineering has reviewed your plans and has the following comments:
1. Remove the E&SC/SWM sheets from the road plan; sheets C8.01 to C9.07.
2. Sheet C2.01— Remove the E&SC notes; Add the Albemarle County General Construction
Notes & General Notes for Private Roads.
3. Sheets C3.01/C3.02 -
a. Show the hatched area of managed slopes as shown in the County's GIS steep slope
overlay.
b. Show all existing easements with deed book references, locations & dims. For the
roads show access easement, and/or overall width and at transitions labeled.
4. Sheet C4.02 -
a. Provide curb ramps (CG-12) and domed at crosswalks.
b. Show crosswalk at station 10+10 on Squash Access Rd.
Where will pedestrians go past Golf Course Dr. intersection?
c. Show pavement markings dimensioned and labeled.
d. Show the roads angle of intersection. An angle not less than (80) degrees is
acceptable; otherwise an exception will have to be granted.
5. Sheets C4.01/4.02 -
a. Label proposed road curb/curb widths.
b. Show & label signage. Street/address and stop signs at every intersection (typ.
placed opposite sides), speed limit on all streets, etc.
c. Show street tree locations & type.
6. Sheets C7.02/7.02 -
a. Indicate proposed slopes. Where over 3:1 add note specifying the type of low
maintenance ground cover (not grass) to be provided (Design Manual, Sect. 81.
b. Label the contour elevations along Golf Course Dr.
7. Provide the projected traffic generation and distribution summary (ADT's) for the road
networks.
8. Extend the profile C/L to the Rt. 250 intersection.
9. Ensure that the street grade is less than 4% for a minimum of 40' from edge of pavement of
the intersected street. It appear that the intersection at Golf Course Dr. may exceed that.
10. Show cross drain locations (CD-1,2) at every sag curve of road and any major cut/fill
transition. Sidewalk underdrains (UD-4, etc) where applicable.
11. Show SWM facility easement over all BMP & associated structures to outfall and access

(Design Manual, Sect. 5).
12. Curb & gutter, sidewalks and planting strips are required for the roads. A waiver or
exception from this requirement will need to be provided 114-410(H,I), 14-422).
13. Provide storm pipe and ditch profiles in/along the road.
14. In general, structures and trees should not be within the drainage or sight distance
easements.
15. After the road plan is approved, a bond estimate request can be made.
Comments are pending from Albemarle County Service Authority, and VDOT and will be forwarded as
they are received.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves
the application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and
the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
