We received the $215.00 advertisement fee today, which was the only comment required to be addressed prior to approval of the preliminary plat. The final plat will need to address all other Planning comments when it is submitted, in addition to the comments from other reviewers. Please email me a copy of the preliminary plat so I can stamp it and add the stamped copy to our files. Let me know the size of the paper so I can print it to scale before stamping. It is mentioned in Comment#1 of the review letter. We need to have the fee paid by next Friday, December 22, 2017 in order to issue a conditional approval letter for this preliminary plat. Please note that the County office building will close at noon on Friday, December 22nd so it would be best if you pay the fee as early as possible next week. Provide ADT and the design and/or posted speed for Route 743. 2. Is the existing entrance built to low- or moderate -volume commercial entrance standards? Will the proposed subdivision increase the number of trips enough to warrant entrance upgrades? This is pertinent information that should be included on the plans. The existing entrance geometry is required and must meet the commercial entrance requirements found in Appendix F of the Road Design Manual, including adequate intersection sight distances. 3. Revised notices were sent out to the adjoining property owners on Friday the 17th or Saturday the 18th with the correct SRC date of 12/7/2017. In regard to the road,the note on the recorded plat(DB 1082, pages 640-645) was in reference to the two-lot subdivision of TMP 31-7 that created TMP 31-7B. The note means that the agent approved a private street to only serve two lots:the new lot TMP 31-7B, as well as the residual parcel TMP 31-7.The Subdivision Ordinance does not allow the agent to approve private streets in the rural areas if they will serve more than two lots. The private street shown on that plat served two lots, and there is no documentation that the plat went to the Planning Commission for a private street approval to serve more than the two lots shown. In order to provide the four new lots with the necessary road frontage to meet lot standards,the Planning Commission will need to approve a private street request for the length of the private street extension. This means from the point where the private street easement currently ends, all the way back to the roundabout shown on the plat. We can discuss this further at the SRC meeting. It looks like it also went to adjoiners... Regarding the private road, an extension of a private road cannot be public(per VDOT regulations) and the plat stipulates that"All lots to enter and exit onto private road". In this note, "all lots" is referring to the 4 remaining development rights associated with parcel 31-7. We are suggesting that a private road was approved for SUB198900252 (Richmond Diocese Admin. Plat), which included parcel 31-7,and the first portion of the private road was built with SDP1989000093 (Earlysville Animal Hospital). I do not personally send out SRC memos, so if you have one from the County it must have been sent by another staff member and the date is an error. If you have a PDF copy of the memo you received on November 7th, please forward it to me so I can investigate. Thanks for forwarding me your correspondence with Francis regarding the 50' right of way. I am going to do some research and look at the old files. Since the new private road will need to be extended beyond the existing 50' right of way in order to provide frontage for the four new lots, I am almost certain that this will require Planning Commission approval for a new private street. If all of the new lots were going to use a portion of the existing 50' right of way to satisfy the minimum frontage requirements,then they would not need to get a new road approval as Francis mentioned. Regardless, the new road segment will need to meet the County's standards for private streets based on the number of proposed lots. Also, the November 7 notice that you sent us for this SUB listed the Site Review Committee meeting date as November 21; however you mentioned yesterday that the SRC meeting would be on December 7. If a new private street is needed to provide frontage for the remaining lots then yes that portion would have to be approved as a private street. If the existing portion was approved for only two lots and you want to 2 'now add three more for a total of 5 lots accessing the private road,then an upgrade to the existing approved private street would be necessary but not a reapproval of that street. Plat)were approved showing a "50' Right-of-Way" on the boundary between parcels 7 and 7B. The notes on sheet 2 of the approved plat(SUB198900252) specify that there are 4 development rights remaining and that "All lots to enter and exit onto private road". SDP1989000093 (Earlysville Animal Hospital) was approved with a private entrance and taper serving the "50' Right-of- Way". The current Owner of TMP 31-7 would like to subdivide the 15.89 acre parcel to create 4 by-right RA development lots. Will you please confirm that the private road approval requirement in the subdivision ordinance (Section 14-234) is not needed for a subdivision plat approval of Parcel 31-7? Technically under our Ordinance,they are required to submit the soils work to us for onsite septic and wells when they submit the final plat for review.The applicable Code sections are 14-309 Soils evaluations and 14-310 Health director approval of individual private wells and/or onsite sewage systems. At that point,we would forward those materials for VDH for review/approval. However, it's best to comment now and make them aware that those items will be a requirement for the final.
