RE: ARB-2017-103: Afton Scientific Office Renovations
Dear Mr. Puckett,
I have reviewed your recent submittal (A.R.B. Submittal Package Afton Scientific Exterior Modification and
Interior Fit Up of Office Space) plan submitted on 12/1/17 and I have the following comments, based on the
ARB actions of November 6, 2017 and November 20, 2017.
1. Add a material/color schedule to sheet A200, with all materials keyed to the elevation
drawings. Rev. 1: Comment not fully addressed. Address the following:
• The materials shown in the Exterior Materials Schedule do not match the samples
provided for the ARB meeting and review. Provide a sample for each material and its
color.
• The previous material palette provided included a sample of the Fiber Cement Panel
System (Cembonit Adobe 946), the Metal Panel System (Centria 9957XL Silver) and
the Aluminum Store Front (Clear Finish). There appears to have been a color and
manufacturer for the Metal Panel System. Therefore, that information must also be
included in the Exterial Materials Schedule on sheet A200.
• Please note that the colors and materials previously submitted are those approved by
the ARB. If a color has changed slightly approval of that similar color may be able to
be accomplished by staff. However, if a color is not very similar to the one approved or
a material has changed it will require ARB approval of the change.
2. Add the standard window glass note to the drawings: "Windows shall not be highly tinted or
highly reflective. Visible Light Transmittance (VLT) shall not drop below 40%, and Visible
Light Reflectance (VLR) shall not exceed 30%." Rev. 1: Comment Addressed.
3. Show the placement of the HVAC units in the plan. If the new location does not provide
complete screening from the EC, add screening. Rev. 1: Comment Addressed.
4. Add the following note to the plan: "Visibility of proposed mechanical equipment from the Entrance
Corridor shall be eliminated." Rev. 1: Comm ent._ci-i used.
5. Add a note to the plan that states, "No light fixtures are to be added or modified Nvith this plan." Rev.
6. Add a note to the plan that states, "All existing landscaping shall be protected. Any landscaping
damaged during construction shall be replaced in kind."
• NOTE: By request of the applicant, the Board reconsidered condition #6 at its meeting on
Monday, November 20, 2017 and voted to approve the removal of the shrubs from the
front of the building and to replace them with turf.
Rev. 1: Comment not fully addressed. Revise the note to fix a typographical error. It should
read "Shall' and not "hall'.
7. Revise the drawing index on the cover sheet to accurately reflect the submitted sheets. Rev. ??
Comment Addressed.
8. It is recommended that sheet A001 be revised to accurately represent the location of each building
shown in the provided pictures. Rev. 1: Comment not fully addressed. It is recommended that
sheet A001 be revised to not include the number "5" in two different locations. Remove the
number "5" that is farther to the south.
Additional Comments specified at bottom ARB comments letter:
a. On sheet A002, add the following note to each of the three captions located below the photo
simulations that show the proposed changes to the building: "The shrubs directly adjacent to the
renovated building facades will be removed and replaced with turf. All other existing landscaping
shall be protected. Any existing landscaping that is to remain and is damaged during construction shall
be replaced in kind." Rev_ 1:Comment Addressed.
b. If possible, revise the photo simulations to eliminate the existing shrubs located directly adjacent to the
renovated building facades. Rev 1: C'om.-Fient Addressed.
Please provide:
1. Two full sets of revised drawings that address the outstanding conditions noted above. Include updated
revision dates on each drawing sheet.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff s review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
