VIRGINIA STORM WATER MANAGEMENT PLAN FOR =0:111 I M NJ • _J WPO 201700011 (ASSOCIATED WITH SDP 2017.00006) TM 789 PARCELS 15C3 RIVANNA DISTRICT, ALBEMARLE COUNTY, VIRGINIA STORMWATER MANAGEMENT NARRATIVE Stormwater Management is provided for this site in accordance with the Technical Requirements of Part IIB of the state drainage code. The developer is proposing to increase the impervious area of the site to provide additional parking and a new building. For the proposed development, channel protection and flood control is provided by means of 344' of 36" drainage pipe with a control structure that provides detention for the 1 -yr Energy Balance, 2 -yr and 10 -yr storms. In order to provide a non-erosive outfall condition from the detention pipe outfall, a level spreader curb is proposed which will re-create the current condition of sheet flow at the rear of the property. In the event of a 100 -year storm, overflow will travel safely offsite without impacting any buildings. For water quality control, the developer is proposing to purchase nutrient credits for the site. LEVEL SPREADER NARRATIVE In order to address adequate outfall for the proposed construction, the developer is proposing to provide storage to meet the energy balance for the 1 -year storm. In order to provide a non-erosive outfall for the 2 -year and 10 -year storms, a level spreader is being proposed. By way of background information, the drainage divide runs from East to West such that the front 1/4 to 1/3 of the site drains by means of sheet flow to the curb and gutter along South Pantops, Drive. This outfall direction is not feasible since there is no storm drain outfall in the vicinity of the project and flow over the sidewalk is not acceptable to VDOT due to safety and maintenance concerns. The closest storm drain inlet is approximately 200 feet down South Pantops Drive at an inlet in front of Advance Auto Parts. The site is bounded along; the entire rear perimeter with preserved slopes, and a piped outfall through these would be a last resort. In order to develop a solution, the existing drainage pattern is to be mimicked and the 2 and 10 -year storm runoff will leave the site via sheet flow where it does today along the southeastern property line. Today, there is an existing detention trench at the rear of the site which i& controlled by a 4" PVC outfall pipe. From there, the water travels by sheet flow across the property line with the adjacent County -owned property. There is no evidence of significant erosion at the 4" pipe outfall and the system has been in place for at least 10 years. Our intention with the level spreader is to mimic predevelopment conditions and providle sheet flow on to the adjacent property. We have proposed a 10' long concrete level spreader just downstream of Ithe 15" outfall pipe from the proposed SWM pipe detention system. The maximum flow from the outfall pipe will be approximately 4 cfs. 10' is the maximum length that can be provided without significant impact to existing water and sewer facilities and adjacent site constraints. There is an existing 10" ACSA-waterline and an existing 24"-ASCA "AC" piple within easements that run across the site and through the sheet flow area. The ACSA has indicated their tentative approval of the level spreader location due to its shallow design. Final ACSA approval will be provided prior to plan approval. To provide additional erosion control measures, the concrete level spreader turns to provide additional sheet flow length to minimize scour and provide an overflow. Runoff that goes over the concrete level spreader in any location will sheet flow into or across a 2' -wide strip of sod. We have also provided a 65-sf pool that is V deep and filled with river rock to promote infiltration of runoff into the soil. The use of concrete allows the contractor to construct the level spreader to design elevations. No weep holes are proposed to the level spreader due to invert. Runoff wiill either infiltrate or evaporate from the pool during dry periods. LEVEL SPREADER MAINTENANCE NOTES 1. Check for and redirect flows from the outfall pipe as needed so they do Inot short-circuit the level spreader 2. Check for and remove debris and sediment build up in the pool 3. Inspect condition of rip -rap in pool 4. Check for and address scour and erosion do not occur at the level spreader 5. Vegetative density exceeds a 90% cover below the level spreader 6. Once level spreader is established, there will be minimal maintenance exccept for:. Spring clean-up, minimum twice a year mowing, and repair of the rip -rap pool CONSTRUCTION SEQUENCE Phase 1 1. Perform demolition operations. 2. Provide perimeter controls to include construction entrance with water source, sediment trap (STI), diversion dikes, silt fence, tree protection fence. 3. Contractor to exercise caution when working near the steep slopes (preserved) along the rear of the property. Establish diversion dikes, silt fence, and tree protection at the top of the slope as one of the first measures. Inspect and repair these controls diligently throughout construction. 4. Direct wash water from construction entrance to diversion dikes that lead to ST1. 5, Once Phase 1 controls are installed to the satisfaction of Albemarle County, proceed to Phase 2, Phase 2 1.Grade pad site for new office and provide domestic utility connections and fire line connection. Stub utilities to at least within S' of the building. Building construction may commence once the permit has been issued and the pad is ready for delivery. 2. Throughout Phase 2, contractor to inspect controls at the top of the steep slope area and repair these controls diligently throughout completion of construction. 3. At the same time, contractor may begin sitework to include installation of retaining wall adjacent on the east side of the existing building prior to excavating for SWM system. Bottom of footer of retaining wall adjacent to SWM pipes to extend at least to below the invert of the SWM pipes. Maintain positive flow to the sediment trap (STI) as long as possible prior to installation of structures 1 and 2 and level spreader. Provide a watertight cover over the orifice and weir in the weir wall until system is operational to keep sediment contained. 4. Provide inlet protection over the DI grate in Junction Box Structure 2 once sediment trap is phased out. 5. Complete retaining wall construction and bring parking lot subgrade. 6. Install curb as shown on plans. 7. Begin base stone for parking lot area. 8. Provide landscaping as shown on the landscape plan and plant any slopes steeper than 3:1 with low -maintenance ground cover such as monkey grass. 9. Provide final stabilization for all areas not built or paved on. 10. Remove E+S Controls with permission of County E+S Inspector. SHEET NO: 1 OF 10 DATE: 2/06/17 ENERAL N GENERAL CONSTRUCTION NOTES FOR EROSION AND SEDIlVIENT CONTROL PLANS:: 1. The plan approving authority must be notified one week prior to the pre -construction conference, one week prior to the commencement of land disturbing activity, and one week prior to the final inspection. 2. All erosion and sediment control measures will be constructed and maintained according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook and Virginia Regulations VR 625-02-00 Erosion and Sediment Control Regulations. 3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing. 4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times. 5. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off-site borrow or waste areas), the contractor shall submit a supplementary erosion control plan to the owner for review and approved by the plan approving authority. 6. The contractor is responsible for installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the plan approving authority. 7. All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities and during site development until final stabilization is achieved. 8. During dewatering operations, water will be pumped into an approved filtering device. 9. The contractor shall inspect all erosion control measures periodically and after each runoff producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of thie erosion control devices shall be made immediately. 10. All fill material to be taken from an approved, designated borrow area. 11. All waste materials shall be taken to an approved waste area. Earth fill shall be inert materials only, free of roots, stumps, wood, rubbish, and other debris. 12. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance section 5.1.28. 13. All inert materials shall be transported in compliance with section 13-301 of the Code of Albemarle. 14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the hours of 8:00am to 9:00pm. 15. Borrow, fill or waste activity shall be conducted in a safe manner that maintains lateral support, or order to minimize any hazard to persons, physical damage to adjacent land and improvements, and damage to any public street because of slides, sinking, or collapse. 16. The developer shall reserve the right to install, maintain, remove or convert to permanent stormwater management facilities where applicable all erosion control measures required by this plan regardless of the sale of any lot, unit, building or other portion of the property. 17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 lbs/acre, and in the months of September to February to consist a 50/50 mix of Annual Ryegrass and Cereal Winter Rye, or in March and April to consist of Annual Rye, or May through August to consist of German Millet. Straw mulch is to be applied at 80lbs/100sf. Alternatives are subject to approval by the County erosion control inspector. 18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural grade limestone shall be applied at 901bs/1000sf, incorporated into the top 4-6 inches of soil. Fertilizer shall be applied of 1000lbs/acre and consist of a 10-20-10 nutrient mix. Permanent seeding shall be applied at 180lbs/acre and consist of 85% Kentucky 31 or Tall Fescue and 0-5% Perennial Ryegrass or Kentucky Bluegrass. Straw mulch is to be applied at 80lbs/100sif. Alternatives are subject to approval by the County erosion control inspector. 19. Maintenance: All measures are to be inspected weekly and after each rainfall. Any damage or clogging to structural measures is to be repair immediately. Silt traps are to be cleaned when 50% of the wet storage volume is filled with sediment. All seeded areas are to be reseeded when necessary to achieve a good stand of grass. Silt fence and diversion dykes which are collecting sediment to half their height must be cleaned and repaired immediately. 20. All temporary erosion and sediment control measures are to be removed within 30 days of final site stabilization, when measures are no longer needed, subject to approval by the County erosion control inspector. 21. This plan shall be void if the owner does not obtain a permit within 1 year of the date of approval. (Water Protection Ordinance section 17-204G.) 22. Permanent vegetation shall be installed on all denuded areas within nine (9) months after the date the land disturbing activity commences. (Water Protection Ordinance section 17-207B) CONTRACTOR'S COORDINATION RESPONSIBMITIES 1. The contractor is required to obtain any/all permits required for construction of these plans, 2. Any time work is performed off-site or within on existing easement, the contractor is to notify the holder of said easement as to the nature of proposed work and to follow any guidelines 'or standards which are associated with or referenced in the recorded easement. 3. The contractor is to check that all easements, letters of permission, etc, are recorded/obtained prior to the start of any construction. 4. Contractor to verify all site plans and profiles and details for consistency and if conflicts exists, contact engineer for clarification and/or direction. Interpretation determined by contractor shall be done at his/her own risk. 5. The contractor is to verify that the relocation of all existing utilities in conflict with proposed work has been completed including utility poles. 6. Contractor shall comply with fencing and tree preservation signage required by Albemarle county code. 7. Contractor shall not rely solely on electronic versions of plans, specifications, and data files that are obtained from the designers, but shall verify location of project features in accordance with the paper copies of the plans and specifications that are supplied as part (of the contract documents. 8. Contractor shall comply with all wetland permit requirements, if a permit exists. 9. Contractor shall be responsible for all relocations, (unless otherwise noted on plans) including, but not limited to, all utilities, storm drainage, signs, traffic signals & poles, etc. as required. All work shall be in accordance with governing authorities requirements and project sitework specifications and shall be approved by such. All cost shall be included in base bid. 10. Contractor shall control stormwater runoff during construction to prevent adverse impacts to off site areas, and shall be responsible to repair resulting damages, if any, at no cost to owner. 11. This project disturbs more than one acre of land and falls within the Virginia Stormwater by Management Program (VSMP), General Construction Permit (GCP) program as administered y the Virginia Department of Conservation and Recreation (DCR) under the jurisdiction of the EPA. Prior to the start of construction, the contractor shall file a GCP notice of intent with the DCR and prepare a stormwater prevention plan in accordance with the VSMP regulations.. 12. Contractor shall coordinate with all utility companies for installation requirements and specifications. 13. Contractor shall be responsible for site security and job safety. Construction activities shall be in accordance with OSHA standards and local requirements. 14. Contractor shall dispose of demolition debris in accordance with applicable federal, state and local regulations, ordinances and statutes. 15 Existing utilities shall be terminated, unless otherwise noted, in conformance with local, state and individual utility company standards specifications, and details. The contractor shall coordinate utility service disconnects with the utility representatives. GENERAL CONSTRUCTION NOTES FOR STORMWATER MANAGEMENT PLANS: 1. All dams and constructed fill to be within 95% of maximum dry density and 2% of optimum moisture content. All flll material to be approved by a geotechnical engineer. A geotechnical engineer is to be present during construction of dams. 2. Pipe and riser joints are to be watertight within stormwater management facilities. 3. For temporary sediment traps or basins which are to be converted to permanent stormwater management facilities; conversion is not to take place until the site is stabilized, and permission has been obtained from the County erosion control inspector. GENERAL CONSTRUCTION NOTES: 1. Prior to any construction within any existing public right-of-way, including connection to any existing road, a permit shall be obtained from the Virginia Department of Transportation (VDOT). This plan as drawn may not accurately reflect the requirements of the permit. Where any discrepancies occur the requirements of the permit shall govern. 2. All materials and construction methods shall conform to current specifications and standards of VDOT unless otherwise noted. 3. Erosion and siltation control measures shall be provided in accordance with the approved erosion control plan and shall be installed prior to any clearing, grading or other construction. 4. All slopes and disturbed areas are to be fertilized, seeded and mulched. 5. The maximum allowable slope is 2:1 (horizontal: vertical). Where reasonably obtainable, lesser slopes of 3:1 or better are to be achieved. 6. Paved, rip -rap or stabilization mat lined ditch may be required when in the opinion of the County Engineer, or designee, it is deemed necessary in order to stabilize a drainage channel. 7. All traffic control signs shall conform with the Virginia Manual for Uniform Traffic Control Devices. 8. Unless otherwise noted all concrete pipe shall be reinforced concrete pipe -Class III. 9. All excavation for underground pipe installation must comply with OSHA Standards for the Construction Industry (29 CFR Part 1926). GENERAL CONSTRUCTION NOTES FOR STREETS: 1. Construction inspection of all proposed roads within the development will be made by the County. The contractor must notify the Department of Community Development (296-5832) 48 hours in advance of the start of construction. 2. Upon completion of fine grading and preparation of the roadbed subgrade, the contractor shall have CBR tests performed on the subgrade soil. Three (3) copies of the test results shall be submitted to the County. If a subgrade soil CBR of 8 or greater is not obtainable, a revised pavement design shall be made by the design engineer and submitted with the test results for approval. 3. Surface drainage and pipe discharge must be retained within the public right-of-way or within easements prior to acceptance by the County. All drainage outfall easements are to be extended to a boundary line or a natural watercourse. 4. Guardrail locations are approximate. Exact length, location and appropriate end treatments will be field verified at the time of construction. Additional guardrail may be required at locations not shown when, in the opinion of the County Engineer, or designee, it is deemed necessary. When guardrail is required, it shall be installed four (4) feet offset from the edge of pavement to the face of guardrail, and roadway shoulder widths shall be increased to seven (7) feet. 5. Where urban cross sections are installed, all residential driveway entrances shall conform to VDOT CG -9(A, B or C). 6. Where rural cross sections are installed, all residential driveway entrances shall conform to VDOT standard PE -1. 7. Compliance with the minimum pavement width, shoulder width and ditch sections, as shown on the typical pavement section detail, shall be strictly adhered to. 8. Road plan approval for subdivisions is subject to final subdivision plat validation. Should the final plat for this project expire prior to signing and recordation, then approval of these plans shall be null and void. 9. All signs or other regulatory devices shall conform with the Virginia Manual for Uniform Traffic Control Devices and the Albemarle County Road Naming and Property Numbering Ordinance and Manual. 10. Traffic control or other regulatory signs or barricades shall be installed by the developer when, in the opinion of the County Engineer, or designee, they are deemed necessary in order to provide safe and convenient access. 11. The speed limits to be posted on speed limit signs are 5 mph below the design speed, or as determined by VDOT for public roads. 12. VDOT standard CD -1 or CD -2 cross -drains under to be installed under the subbase material at all cut and fill transitions and grade sag points as shown on the road profiles. 13. A video camera inspection is required for all storm sewers and culverts that are deemed inaccessible to VDOT or County inspections. The video inspection shall be conducted in accordance with VDOT's video camera inspection procedure and with a VDOT or County inspector present. ACSA GENERAL WATER & SEWER CONDITIONS 1. Work shall be subject to inspection by Albemarle County Service Authority (ACSA) inspectors. The contractor will be responsible for notifying the proper ACSA officials at the start of the work. 2. The location of existing utilities across the line of the proposed work are not necessarily shown on the plans and where shown are only approximately correct. The contractor shall, on his own initiative, locate all underground lines and structures, as necessary. 3. All materials and construction shall comply with the current edition of the general water and sewer construction specifications, as adopted by the ACSA. 4. Datum for all elevations shown in national geodetic survey. 5. The contractor shall be responsible for notifying miss utility (1-800-552-7001). 6. All water and sewer pipes shall have a minimum of three (3) feet of cover measured from the top of pipe, over the centerline of pipe. this includes all fire hydrant lines, service laterals and water lines, etc. 7. All water and sewer appurtenances are to be located outside of roadside ditches. 8. Valves on deadend lines shall be rodded to provide adequate restraint for the valve during a future extension of the line. 9. Trees are not permitted in the ACSA easement. 10. The contractor shall be responsible to comply with the no -lead regulation regarding brass fittings effective January 4 2014 Senate Bill 3874 which amends the safe drinking water act).
