To be paid after staff review for public notice:
Most applications for a Special Use Permit require at least one public hearing by the Planning Commission and one public
hearing by the Board of Supervisors. Virginia State Code requires that notice for public hearings be made by publishing
a legal advertisement in the newspaper and by mailing letters to adjacent property owners. Therefore,at least two fees
for public notice are required before a Special Use Permit may be heard by the Board of Supervisors. Applications
reviewed by the Board of Zoning Appeals,however,only require one public hearing and therefore require just one fee for
public notice.
The total fee for public notice will be provided to the applicant after the final cost is determined and must be paid before
the application is heard by a public body. Staff estimates the total cost of legal advertisement and adjacent owner
notification to be between$400 and$450 per hearing. This estimate reflects the average cost of public notice fees for
Special Use Permit applications,but the cost of certain applications may be hither.

Project Proposal for Floating Dock on TMP 45-10 A
Our property is a fully wooded 10 acre ridge overlooking the Rivanna Reservoir and is the site of our
retirement home on Earlysville Road which is currently under construction.Access to our dock is over an
existing gravel driveway which served as the driveway from the Hugh Carr residence to Hydraulic Rd.
before the reservoir was created.
We propose to construct a low profile floating dock at the river end of the access road for daytime use
of our non-motorized watercraft such as our kayak,a rowing shell,and a canoe. Land area to be
disturbed will be limited to the small area required to construct the 4 ft. by 6 ft.fixed deck gangway to
the floating dock as shown on the attached dock design sketch.This specific area of shoreline has been
used for decades by local fishermen and others for recreational purposes, but is now our private
residence.
The only public benefit of our dock is that we will not be using other public landing or dock facilities.
Our property is bounded by the Rivanna Reservoir, Earlysville Road (opposite Ivy Creek Natural Area),
and a second ten acre parcel (TMP 45-10 B)we own between this ridge and Squirrel Ridge.Therefore,
this special use will not be a detriment to adjacent lots.Also,the character of the zoning district will not
be changed or affected by our use any more than other property owners will docks.
Our requested use will be in harmony with the purpose and intent of the Zoning Ordinance,the uses
permitted by right in the zoning district,the regulations provided in Section 5 of the Zoning Ordinance as
applicable,and the public health, safety,and general welfare.
Consistency with Comprehensive Plan
Our requested use is consistent with the comprehensive plan for this property and this district.
Impacts on Public Facilities and Public Infrastructure
The only impact that this project will have on public facilities and public infrastructure is that we will not
have to use the boat access points on Woodlands Rd.or across the reservoir at Covenant Church,
neither of which work well for the rowing shell and require transport to get to those points.
Impacts on Environmental Features
There will be no additional impact on existing environmental features.
