Written Narrative Dec. 18,2017 Project Proposal Restaurants and bars will always be a business opportunity.Nothing will be able to take the place of an after-work watering hole cool down or a social hot spot to meet with friends. Often businesses suffer with changing technologies.Video stores, clothing stores,record shops,brick and mortar store-fronts,many have disappeared but not your favorite pub. However, changing times sometimes mean businesses have to change too.The Charlottesville restaurant scene is experi- encing a shift. Over the last 5 years several bar type restaurants with one or two pool tables have changed their business models and removed them. Why has this happened?The simple answer is they do not know how to maximize the income from pool tables and because floor space is expensive(and they have less than 3000 square feet of space to start with)they revert to a traditional restaurant. On the other hand,Charlottesville has over 150 enthusiastic pool players and most are members of the American Poolplayers Association(APA)*. Where once there were over 250 active members of APA,the lack of home locations has caused a decline;but these people(future customers)still want to play! Just as there cannot be a bowling league without a bowling alley,competitive pool players cannot play their matches without pool tables. In other cities(such as Fredericksburg and Richmond)there are businesses that feature not just one or two pool tables, but an assortment of 10 to 15 pool tables with varying sizes.Large venues such as these attract pool players from over 100 miles away for prize money tournaments. Our city of Charlottesville has nothing like this and it should,but timing is important. While growing,Charlottesville still does not have the population of Richmond or Northern Virginia; only one business model like this will be successful. Whoever opens first will have the advantage over any future competition. Imagine a restaurant/bar that serves affordable American cuisine.Add a great Happy Hour featuring local brews and reasonably priced beverages.Now,in addition to the Happy Hour crowd,picture over 50 customers(pool players in APA) that will come to the business and stay for over 4 hours a night,twice a week.The business can also sponsor an"in-house" non-APA league for players who want to distribute weekly fees as prize money.That will bring in another 50+customers who will stay more than 3 hours each. 8 and 9 ball tournaments will bring 40+customers on slow Saturday and Sunday afternoons. Money as prizes has a powerful attraction. Why stop there?Poker players and dart leagues also have nowhere to play in Charlottesville. If the location has 5000+ square feet,all of these contests can be accommodated.Without even trying,our business has filled 6 of 7 days weekly with customers who will loyally return again and again.To introduce the business to folks who may not know anything about pool,poker or darts,have a once a month"Pick Your Steak"night,an"All You Can Eat Chicken Wings"night and a"Make Your Own Pizza"night.The possibilities are endless.Pair these food feature nights with free pool play for the diners and these new customers will become regulars.Based on research of the local area**,guests will spend on average$25 per person for food,beverages and entertainment(an IMAX movie costs that much). The Public Need An established customer base with over 150 loyal APA players will be excited for a new home location; word of mouth will spread quickly among the local pool shooters. The lack of venues has created a void that The Rack plans to fill. The Public Benefit Along with providing additional tax revenue and jobs, The Rack will be a favorite venue for all professionals who live or work within a 25-mile radius of Charlottesville. The Rack will host APA leagues Monday and Wednesday nights and tournaments Saturday and Sunday afternoons. Sponsoring these tournaments will introduce The Rack to guests not familiar with playing pool. These activities will create new customers and retain repeat customers looking for entertainment. Operational hours will be 3:30 pm to 12:00 am Monday through Friday, 12:00 pm to 12:00 am on Saturday and 12:00 pm to 10:00 pm on Sunday. Because the adjacent businesses operate mostly Monday thru Friday from 8:00 am to 5:00 pm, our hours of operation will not cause a substantial detriment to their business. Our goal is to be less expensive than the nearby restaurants and create profits through customer return business. Security and Safety Concerns Identifying the Issues As pool players and partners in this business venture, we understand that most of the public have an inaccurate view of the games of pool and modern day"pool halls". We know this is true in Charlottesville because of the unusual restrictions placed on this business model by the requirement of obtaining a Special Use Permit. The City and County authorities require an SUP if a business wants to operate with more than 1 or 3 pool tables. A common misconception is if a"bar"has 2 pool tables and disagreements arise then a location that has 11 pool tables will have 5 times the problems. This could not be further from the truth. Brittney Sheldon, bar manager of Diamond Billiards in Chesterfield County Virginia, has confirmed that, "When pool tables are charged by the hour and there are many to choose from, most problems associated with groups competing for time to play are alleviated". If an establishment has too few pool tables and too many pool shooters,that is when trouble arises. It is ironic but the restrictions on the number of pool tables in a business actually creates this problem. That is another reason why The Rack wants to have 11. Another concern is gambling. The Commonwealth of Virginia has determined that wagers on games of skill are not illegal and games of pool have been determined to be a game of skill*. The Rack will not encourage these activities but would like the public to understand that it is not illegal. The Rack plans to host weekly tournaments rewarding the players that participate with money collected from the entry fees. It is a well-known fact that players play better when there is a reward for winning, our tournaments will be that vehicle. The partners of The Rack would like everyone to know that we are not a bar or nightclub. Our business model does not accommodate live music or dancing. We will provide music with Touch tunes jukeboxes. Our focus is to give the pool players in Charlottesville a clean, fun,family friendly venue to shoot pool. Smoking will not be allowed inside the building and a smoking area outside with tables will be provided along with a separate entrance. With the combination of security cameras over each pool table,at the entrances and the bar, and also outside to cover the parking area and licensed security personnel as needed(provided by Shield Security, LLC),ID checks and due diligence practiced with our ABC license along with making our guests aware of a"no tolerance"policy for misbehavior,we do not anticipate any problems that cannot be resolved quickly, quietly and efficiently. 1 Suite i J.,i .
