The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plans as submitted by Collins Engineering, dated
February 23, 2015, revised November 15, 2017 and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process. If further information is desired, please

Dear Mr. Borches:
The above -referenced plan has been reviewed; all previous Planning review comments have been satisfactorily
addressed.
Final approval of this major site plan amendment is subject to approval from all applicable Site Review Committee
(SRC) members. Please work directly with each applicable SRC member to address any remaining review
comments; at this time, it appears that tentative approvals have not yet been obtained from Fire — Rescue, ACSA, or
VDOT (see below). All other applicable SRC members and County staff have provided tentative approvals (see
below).
Approvals from each reviewer or outside agency should be forwarded to the Lead Reviewer upon receipt. After
obtaining tentative approvals from all applicable SRC members, please submit four (4) copies of the major site plan
amendment to the Community Development Department for approval signatures.

[32.5.2a] Please revise the "Tax Map No." section of the General Notes on Sheet 1 to include TMP #04500-00-
00-094BO (and include corresponding reference to Deed Book and Page).

2. [32.5.2a] Please revise the "Area" section of the General Notes on Sheet 1 to specify the area of TMP #04500-
00-00-094BO that is included in this project.

[32.5.2a] The "Stormwater Management" section of the General Notes on Sheet 1 references the approved water
protection ordinance plan (WPO201500025), and states that "...no further SWM revisions, amendments, and
reviews are required for the development of Phase II." However, the review comments from Engineering staff
indicate that the approved WPO plan will need to be amended (see attached comments). Therefore, please revise
this note as may be necessary to accurately reflect Engineering's requirement to amend the approved WPO plan.

4. [32.5.2a] Please revise the "Zoning" section of the General Notes on Sheet 1 to include the applicable overlay
districts that apply to this property: Entrance Corridor (EC) — portion; Airport Impact Area (AIA); and Steep
Slopes — Managed Overlay District.
UPDATE: Addressed.
[4.12.6] Please revise the "Parking Required" section of the General Notes on Sheet 1 to specify that "motor
vehicle sales — 1 space per 1,500 SF of display area = 4 spaces," not 3 spaces as currently specified. This is due
to the development containing "approximately 5,000 SF of display area." [5,000 SF / 1,500 SF = 3.33 spaces > 4
spaces] Please then revise the "total inventory spaces required" from "60" to 61 to reflect this change. Please also
revise Sheets 3, 4, 7, and 8 as necessary to accommodate this additional required space.

6. [4.12.6] Please revise the "Parking Provided" section of the General Notes on Sheet 1 to specify the number of
employee parking spaces that will be provided. The "Parking Required" section states that 25 employee spaces
are required, but this "Parking Provided" section does not specify any employee parking spaces being provided.
Please also see review comments from Inspections (attached).

7. [32.7.9.9(c)] Please add a note to Sheet 7 that states "All landscaping and screening shall be maintained in a
healthy condition by the current owner or property owners' association and replaced when necessary.
Replacement material shall comply with the approved landscape plan."

[32.7.1.1] A plat will need to be prepared, submitted, reviewed, and approved pursuant to Zoning Ordinance 14-
426, in conjunction with the dedication of the Berkmar Drive right of way expansion as shown and described in
these site development plans. Please revise the notes and annotations on Sheets 3, 4, 7, and 8 to specify that the
"proposed expanded right of way is dedicated for public use, in accordance with proffers of ZMA-2014-00008"
(not "proposed VDOT R/W"). Please also see VDOT review comments (attached).
