RE: Cascadia—Blocks 4-7(WPO 2013-00032)— VSMP Amendment
Dear Glenn,
Enclosed please find two (2) sets of VSMP Amendment that have been prepared to address a STOP WORK
order on the referenced project. When the contractor was clearing to install the sediment basin adjacent to
Route 20, it was discovered that the ditch that runs parallel to the road meandered on to the site in the
approximate location of the proposed dam embankment. Our proposal is to divert this ditch to downstream toe
of the embankment slope,thereby adhering to the intent of the approved plans. The attached amendment
includes design computations that indicate the ditch is to be a ditch meeting the EC-2 design specifications.
We have discussed the amendment with Max Greene and have shown a sediment trap along Route 20 to
control sediment laden runoff until the new ditch is stabilized.
We also met with Vinny Pero of the Army Corps of Engineers onsite on Monday, February 9, 2015. Vinny has
determined the ditch in question is a stormwater ditch and no further remediation is necessary. I have included
the email trail to this submission.
We trust the above adequately addresses your comments. Please let me know if you have any questions or
require additional information. Also, if you are in approval, can you please notify Jeremy Glode and myself as
soon as possible so that we can alert the construction crews to get back to work?

I just got back from a site visit at Cascadia. I have determined the channel is not a water
of the United States, but an outlet from the stormwater basin from the Fontana development
above the Cascadia project and is not under the jurisdiction of the Corps of Engineers.
The Corps does not regulate storm water facilities. I informed the consultant and someone
from Southern development that they should always get a letter from the Corps if there is any
water or possible wetlands on site. May be a good idea for you guys to inquire of the
developers if they have talked to the Corps. Just a thought.

Max, We met this morning with Jeremy Glode, Linco and Hanley Excavating to discuss a
resolution to a stop work order issued last week. Currently, the Route 20 roadside ditch is
flowing within the construction limits of the dam as can be seen on the attached plan and on
the photos in my dropbox link below. It appears that the actual topo is slightly off with
the aerial topo survey. The solution appears to be a fairly straightforward one - redirect
the ditch to the downstream side of the dam. Please see attached plan sheet with a typical
cross-section showing a 4'-wide V-ditch with EC-2 lining. As discussed in the field, we have
indicated the final 30 feet of ditch to be rip-rap lined. Our thought was to include this
plan in the SWPPP and allow the contractor to proceed based on this. Please review and call
me to discuss if you have any questions. If this looks good, can you please let Jeremy know,
