Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 13
November 2017, and offers the following comments:
1. Include the attached VDOT General and Traffic Control Notes on the plans.
2. Provide the design speed for Eastern Avenue.
3. Plans for the proposed pedestrian tunnel and box culvert must be approved by the
Culpeper District Structure & Bridge Section prior to road plan approval. A Geotechnical
report is required, including borings at each end wall. Borings must be performed in
accordance with Chapter 3 of the VDOT Manual of Instructions (MOI).
4. Plans for the proposed box culvert must be approved by the Culpeper District Drainage
Section; comments will be forwarded once they are received.
5. Provide turn lane warrants for the proposed intersection at STA 29+75.
6. Show intersection sight distance lines on plans and provide profiles. Verify that the
proposed grading will not obstruct the sight lines at Eastern Avenue and Park Ridge
Drive.
7. The typical section, to include the sidewalks, should remain consistent. Note that
sidewalks that are adjacent to the back of the curb must be 8' in width.
8. Is the size of the box culvert to be used for the proposed pedestrian tunnel (5'x7')
sufficient for the intended use of the trail?
9. Specify and provide details for the culvert and tunnel endwalls.
10. The minimum turn lane taper is 200' for design speeds of 35 mph or higher. Does the
proposed turn lane warrant a 300' storage lane?
11. Provide dimensions for the left turn lane transition taper.
12. Provide horizontal curve radii.
13. Underdrains must be tied in to drainage structures; show this in plan view.
14. Are no guardrails warranted for the slopes around the pedestrian tunnel and box culvert?
Please provide that analysis. Note that this will be evaluated under the new MASH
standards.
15. Show stop signs on Park Ridge Drive.

16. Pavement Design:
a. Provide a note stating that actual pavement designs should be based on CBR
values of the actual subgrade material-
b. SM-9.5A, the maximum lift thickness is 1.5" with the maximum number of lifts
being 1. Additional lifts must be placed 1 year apart, per Appendix III of the 2014
VDOT Pavement Design Guide. This should be clearly noted.
17. Roadway & Pipe Profile Notes:
a. Note 1 should reference 2016 VDOT Road & Bridge Specification Section 232
for specification for the use of RCP and HDPE pipe materials. Reference and
provide VDOT Road & Bridge Standard PB-1.
b. Note 2, please clarify "predominantly of soil" and change 2007 to 2016.
c. Note 3 should say that fill material shall be compacted to 95% of the soil's
maximum dry density as determined by ASTM D698.
Please provide a copy of the revised plan along with a comment response letter. If further

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
