(See page 3 and Attachment A for the detailed proposal.) Context The site was developed in 1968 as Electronics Concepts, Inc. An office fronts warehouses, all of which are surrounded by paving. There are wooded areas and steep slopes descending to the North Fork of the Rivanna River on the east and south sides of the property. Commercial, office and industrial properties are located to the north. Residential developments are located in the general area. Seminole North building, Rt. 29. PROJECT HISTORY Comprehensive sign plans are required for buildings in the Entrance Corridors that house multiple tenants. Wall signs for the ABC Supply Co. were approved in 2015 (Attachment B). A sign application was submitted for City Electric Supply (CES) in 2017 (Attachment Q. As the second sign on the building, approval of a Comprehensive Sign Plan for the property was required prior to approval of the sign (Attachment D). Such proposal was not received and the CES sign was installed without an approved permit. A sign application was also received for Cville Classic Cars (CCC) in 2017 (Attachment E). Because a Comprehensive Sign Plan had still not been submitted for review, the sign could not be reviewed/approved. That sign was installed without an approved permit. Signs for Builders First Source (BFS) and Roberts Home Medical (RHM) have been installed without approved permits, and with no applications submitted. The BFS sign is a metal panel. The RHM sign is a vinyl banner. A pre-existing freestanding sign stands along the Rt. 29 frontage of the property. A refacing of the sign was approved in 2016 to include signs for Pro -Build (no longer advertised), ABC Supply Co., and leasing information (Attachment F). CES, CCC, BFS and RHM have all installed tenant panels on this sign (Attachment G). The CES and CCC sign applications include the installed tenant panels. (See photos of installed wall signs, below.) In February, prior to application submittal, staff asked the ARB for direction regarding the internal illumination of the flag portion of the sign. It was the consensus of the ARB that the sign should not be internally illuminated, but it could be externally illuminated. 4/6/2017 Applicant was informed that application can't be reviewed until a Comprehensive Sign Plan is submitted, reviewed and a proved and that the sign doesn't meet the sign guidelines. See Attachment D for comment letter. 6/7/2017 ARB-2017-59 Cville Classic Cars sign application received for a wall sign and refacing of the freestanding sign (Attachment E). 6/12/2017 Applicant informed that application can't be reviewed until a Comprehensive Sign Plan is submitted, reviewed and approved. The ProBuild sign is no longer in place, so green and brown appear to no longer be needed for the freestanding sign. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. The appropriate number of wall sign types, colors, and illumination for this building. 2. The appropriate locations for wall signs on this building 3. The amount of clear space needed between signs and architectural elements. 4. The appropriate colors and illumination of graphics in wall signs. 5. Colors for the freestanding sign. Regarding the proposed Comprehensive Sign Criteria, staff recommends approval of a Comprehensive Sign Plan that fully addresses the following issues: 1. Sign types shall be limited to individual letters, panels, and traditional awning signs. When individual letter signs and panel signs are used together, the individual letter sign shall read visually as the primary sign. 2. Revise the CSP and sign bands to provide a minimum of 12" of clear space between the edge of the sign band and the sides of the awnings, the gutter at the top of the building, and all window and door openings to establish a more unified and less cluttered appearance. 3. Add dimensions to clarify the size and location of the proposed sign bands. 4. Revise the CSP "size limitation" entries to read, "According to Zoning Ordinance and Entrance Corridor Design Guidelines". 5. The colors of the faces of individual letter signs shall be limited to red, white, blue and black. Red shall match Pantone 186. Blue shall match Pantone 280. 6. Panel face colors shall be limited to white. Panel text colors shall be red, blue or black. Red shall match Pantone 186. Blue shall match Pantone 280. 7. Graphics colors shall be limited to Pantone red 186 and Pantone blue 280. 8. Illumination shall be limited to internal illumination of individual channel letters and external or no illumination of secondary panel signs. 9. Awning signs shall not be illuminated. 10. Graphics shall not be internally illuminated. Regarding the individual signs that have been installed without permits, staff recommends the following: 11. Provide dimensions on the sign drawing defining the distance from the sign to nearby architectural elements (roof, window, door opening, etc.). 13. Submit a sign application for the Roberts Home Medical sign that is consistent with all approved Comprehensive Sign Criteria. Provide dimensions on the sign drawing defining the distance from the sign to nearby architectural elements (roof, window, door opening, etc.). 14. Submit a sign application for the Builders First Source sign that is consistent with all approved Comprehensive Sign Criteria. Provide dimensions on the sign drawing defining the distance from the sign to nearby architectural elements (roof, window, door opening, etc.). 15. Freestanding sign letter and graphic colors shall be limited to Pantone 280 blue, Pantone 301 blue, Pantone 186 red, Pantone 200 red, black, and white. 16.
