Correct the plant schedule to correspond with the number of plants shown on the landscape plan (C105 of the site plan set). This condition has not been met. Please revise the "Proposed Planting Plan" and C015 to address the following (a colored rendering has been included with this letter to further illustrate the revisions necessary): a. The legend on "Proposed Landscape Plan" lists a (1) as a mix of ornamental grasses, but no (1) is called out on the illustration. b. Ensure that the quantity of HG (Itea virginica `Henry's Garnet'), FG (Fothergilla gardenii `Blue Mist'), IV (Ilex verticillata `Winter Red'), and LM (Lirope muscari `Big Blue') listed in the plant schedule correspond with the numbers drawn and called out on the plan. c. Revise the "overall site shrubs" subcategory in the plant schedule to include the Rhus aromatica `Gro-Low.' 2. Reduce and limit the number of proposed plants for any one species to 25% of the total for that plant type by adding more variety. This condition has not been met. Please revise the "Proposed Planting Plan" and C015 to address the following: a. Reduce the quantity of HG (Itea virginica `Henry's Garnet') to less than 25% of the total of overall site shrubs. 3. Clark the sign easement area delineated on the Existing Conditions sheet (C102) within the site plan set. Please explain the language, purpose and requirements of the sign easement: does it preclude the installation of signs within the designated area? Does it preclude the installation of plantings within the designated area? If so, revise the "Proposed Planting Plan" and C015 to address the five Ilex verticillata `Winter Red' shrubs that are within the designated sign easement area. 4. Revise the landscape plan to verify that the proposed trees on the west side of the property will not conflict with existing utilities. This condition has not been met. Please revise the "Proposed Planting Plan' and C015 to address the location of 1 AG (Amelanchier x grandiflora `Autumn Brilliance'), which appears to be centered atop an underground telephone utility. In addition, please illustrate all utility easements on C105 and provide documentation that the installation of new landscaping is in accord with those easements and easement holders. 5. Revise the lighting plan to address the following: a. All site lighting in the Entrance Corridor overlay district must be below 20 footcandles (fc). There is one footcandle value at the building entrance that is 20.5 fc. Please reduce this below 20 fc. b. Please specify the color choice for Model C light fixture in the manufacturer's specifications. Approved colors for lighting fixtures visible from the Entrance Corridor are brown, black or dark bronze (dark gray is also acceptable). c. Please coordinate the catalog numbers listed in the luminaire schedule on the lighting plan with the catalog numbers on the manufacturer's specifications. The Ligman light (model C) is UMW-3001-VW-40 in the manufacturer's specifications. Please rectify the typographical error in the luminaire schedule. d. Please provide the following note on the lighting plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." e. Please coordinate the proposed location of freestanding light fixtures (model B) with the landscape plan. 6. Add the standard mechanical equipment note to the General Notes section on the cover (C 100) of the site plan set: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." In addition, I recommend that we set up a meeting with Jonathan Newberry (the planner who is lead on the Major Amendment to the Site Development Plan), Luke Waldron, and other interested parties to discuss the issue outlined briefly in item 4, which is staff s concern that the Entrance Corridor landscaping requirements cannot be met due to potential conflicts with existing utilities. After the meeting, please provide: 1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
