RE: Dustless Surface Waiver Request

Dear Mr. Pohl:
In conjunction with the Final Site Plan SDP-2016-00043, submitted for the above
referenced property, we respectively request for your consideration a waiver of the
dustless surface requirement for parking areas with 4 or more spaces, pursuant to
Section 18.4.12.15(a) of the Albemarle County Code:
The Section states, "Surface materials. All parking areas consisting of four(4) or
more spaces shall be surfaced. The surface materials for parking areas and
access aisles shall be subject to review and approval by the County Engineer,
based upon the intensity of usage and Virginia Department of Transportation
pavement design guidelines and specifications. The County Engineer may
approve the use of alternative surfaces deemed equivalent in regard to strength,
durability, sustainability and long term maintenance for the intensity of the use."
This project proposes a 5,500 s.f. church on a 6.90 acre parcel. A maximum of
150 seats is proposed within the assembly area which require 50 parking spaces.
A total of 50 parking spaces is proposed. The church proposes services a few
times a week and will make an office available for staff use during the entire
week. No daycare or private school is proposed with the application.
The site plan proposes a gravel parking area with gravel drive aisles. The site
entrance will be paved with asphalt up to 40 feet from the existing edge of
pavement, thereby limiting dust tracking onto Hacktown Road. The proposed
use is of a rural nature with low intensity and intermittent use, therefore, we feel a
waiver is justified with the proposed final site plan.

Requirements:
1. Replace the signature panels shown on the cover sheet with the one attached.
Response: The signature panel provided was added to the Final Site Plan
coversheet.
2. [Recommendation] I would recommend that the white pines proposed be
replaced with Leyland Cypress or similar. White pines are on the recommended
list, however they are not the best choice for screening as they get older they
tend to thin out.
Response: The white pines used for screening were replaced with
Leyland Cypress on the Landscape Plan.

Requirements:
1. Please show trip generation data based on seats within the church for
comparison.
Response: The trip generation data was updated to the 9th edition of the
ITE trip generation report with data provided for generation based on
number of seats and building area for a weekday and Sunday. See sheet
4 of 13.
2. Please provide more information on roadside ditch on sheet#5, Grading and
Utility Plan. Upon site visit there appears to be a ditch running alongside the
road frontage of subject parcel.
Response: There is an existing embankment along a portion of the site
frontage south of the proposed entrance, but it is not actually a ditch.
Existing spot elevations were added along the edge of pavement to show
the difference in elevation with the embankment. Along the subject site
and adjacent properties,the road drainage sheet flows onto private
parcels. The existing embankment along the subject property keeps the
drainage at the edge of pavement, preventing it from flowing onto the
subject parcel. The grading plan proposes to cut the embankment to
allow sheet flow onto the subject parcel directly to a proposed level
spreader. The drainage north of the proposed entrance sheet flows onto
the subject property then continues to the adjacent property to the north.
With the proposed grading this drainage area north of the proposed
entrance is allowed to continue draining as it has but with less drainage
area.
3. Please show mill and overlay on sheet#4.
Response: The 1 foot wide mill and overlay for the new entrance has
been labeled on sheet 4 and on sheet 6.

4. Please provide maintenance of traffic on plan sheets, to comply with the Virginia
Work Area Protection Manual.
Response: The maintenance of traffic detail from the Virginia Work Area
Protection Manual for work along a two lane highway with shoulder
operation with minor encroachment was added to sheet 6.

Requirements:
1. VSMP Plans will need to be approved prior to site plan approval. No VSMP
review was performed with this review. Please submit a VSMP package
application and fee for review and approval.
Response: VSMP plans with a signed application and review fee have
been submitted along with the Final Site Plan.
2. Utility lines should not be under stormwater structure areas. Please move
proposed water line from level spreader detention area.
Response: The water service line was relocated outside of the level
spreader storage area. See sheet 5.
3. Pavement (bituminous or other dust free surface) is required. Pavement design
is reviewed and approved by the County Engineer.
Response: A dustless surface waiver request has been submitted with
the Final Site Plan.

Requirements:
1. Please show mill and overlay on plans in accordance with wp-2.
Response: Mill and overlay was shown for the full width of the proposed
entrance to pavement centerline. The WP-2 detail is shown. See sheet 4
and 6.
2. The mill and overlay will require work to centerline, so flagging operation will be
necessary.
Response: Note#3 was added to sheet 6 requiring flagging operations
for mill and overlay work to centerline. The flagging operation detail was
added to sheet 3.
