Initial comments from the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services (Planner) Albemarle County Engineering Services (Engineer) Albemarle County Information Services (E911) Albemarle County Building Inspections Albemarle County Architectural Review Board Albemarle County Department of Fire Rescue Albemarle County Service Authority Rivanna Water and Sewer Authority Virginia Department of Transportation (attached) Thomas Jefferson Health District (attached) Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to Final Site Plan approval. Prior to initial site plan approval, a comments 1-2 must be addressed by the applicant. If comments 1-2 cannot be addressed prior to February 2, 2018, the applicant shall request the project be deferred to allow the comments to be addressed. [32.4.2.1 (f)] The full notification fee has not been paid. The outstanding balance is $165.00, this fee must be paid prior to Friday, February 2, 2018 in order for the initial site plan to be approved. 2. [General Comment] The application has not been signed by the property owner or their agent. Please contact Cameron Langille to arrange a time for the owner of their agent to come to the County office so sign the application prior to February 2, 2018. 3. [32.5.2 (a)] Please amend Sheet C2. The property label states the incorrect owner names and most recent instrument for property ownership. The instrument number is Deed Book 3929, pages 648-656. 4. [32.5.2 (a)] Please amend the Proposed Use and Zoning sections of the data table on Sheet C 1. The Special Use Permit (SP201700017) was approved by the Board of Supervisors on January 10, 2018. The approval date should be stated also. a. Please add the conditions approved with SP201700077 as an exhibit on the drawings. b. Please add the Concept Plan that was approved with SP201700077 as an exhibit on the drawings. 5. [32.5.2 (b)] Under "Proposed Use" on Sheet C1, please state "Commercial fruit or agricultural produce packing plant, Section 10.2.2.23 of the Zoning Ordinance. Approved January 10, 2018 (SP201700017)." 6. [32.5.2 (b)] Please amend the Parking Schedule on Sheet Cl. The "Required Parking" calculation does not clearly identify which standard/use from Section 4.12.6 of the Zoning Ordinance is being applied. Furthermore, the Parking Schedule does not state the calculation that was used to determine how many customer spaces are required (i.e. 1 customer space per _ sq. ft. of gross floor area). Was the "Production, processing, testing, repairing, or servicing materials, goods or products" standard applied to this project? If so, please amend the use type listed under Parking Schedule on Sheet C1. 7. [32.5.2 (b)] No loading spaces are included in the Parking Schedule on Sheet C 1. This site will be required to install loading spaces in accordance with Section 4.12.13 (c) of the Zoning Ordinance. Please add the calculation to Sheet C 1 on the final site plan. 8. [32.5.2 (d)] The final site plan will need to show all proposed grading associated with the project. Please see Engineering comments below regarding submittal and approval of a Water Protection Ordinance (WPO) plan. 9. [32.5.2 (f)] Please label the 100' WPO stream buffer on Sheets C2 and C3. The buffer coincides with the location of the wooded areas to remain, as shown on the approved Concept Plan for SP201700077. 10. [32.5.2 (k)] Please show the location of all proposed sewer and drainage easements. Label as "proposed" with a size/width measurement. State whether the easement is public or private. 11. [32.5.2 (1)] Please show the location of all proposed utility easements. Label as "proposed" with a size/width measurement. State whether the easement is public or private. 12. [32.5.2 (n)] Please show all proposed loading areas on the final site plan. 13. [32.5.2 (n)] No trash containers or dumpster pads are shown on Sheet C3. This site will require a dumpster pad in accordance with Section 4.12.13 (e) of the Zoning Ordinance. Dumpster pads must comply with the design standards stated in Section 4.12.19 of the Zoning Ordinance. 14. [32.5.2 (n)] The perpendicular parking spaces shown on Sheet C3 do not meet the minimum 9' width required by Section 4.12.16 (c) of the Zoning Ordinance. The spaces must be 9' x 18' when adjacent to a 24' vehicle travelway. Please amend the parking layout and design as necessary. 15. [32.5.2 (n)] The site plan does not show any/label any sidewalks inside of the development. All sidewalk and pedestrian access improvements must be shown, labeled, and dimensioned. This includes handicap ramps leading from all proposed sidewalks within and adjacent to the parking area. 16. [32.5.2 (p)] The final site plan must include a landscape plan as required by Section 32.7.9 of the Zoning Ordinance. This includes the following sections: a. [32.7.9.5] Please show the required landscaping along the existing public street and include calculation for the number of required trees. State the proposed species and caliper/height at time of installation. b. [32.7.9.6] Please demonstrate that at least 5% of the parking area and vehicular circulation area will be landscaped. Identify proposed landscaping materials, include caliper/height at time of installation. c. [32.7.9.8] Please demonstrate that an overall tree canopy of at least 10% of the site area will be installed. Identify proposed landscaping materials, include caliper/height at time of installation. 17. [32.5.2 (n) and 32.7.31 The site plan shows gravel as the surface material for most of the parking area and internal vehicle travel ways. Additional details of the gravel will be required on the final site plan and is subject to final approval by the County Engineer. 18. [32.5.2 (n) and 4.171 The final site plan will need to include a lighting plan showing all proposed outdoor lighting locations, luminaire types, heights, footcandle measurements inside of the property and along all proposed property lines, and include manufacturer specifications demonstrating compliance with full -cutoff standards in accordance with Section 4.17 of the Zoning Ordinance. 19. [General Comment] Prior to final site plan approval, a separate easement plat application must be submitted, reviewed, and approved for all proposed easements associate with the development. Please make a note on the plans that it is required and that location can be coordinated with the fire marshal's office. 2. Please show proposed travel lanes around the site. While the site appears to provide adequate emergency access it does not indicate if there will be outside storage or other obstructions. Emergency apparatus access must be provided and shall be at least 20' of unobstructed travel width. Albemarle County Service Authority —Richard Nelson, rnelson@serviceauthority.org — No Objection: 1. The Greenmont Hopworks project area is not in the ACSA jurisdictional area. There are no comments. Provide dimensions between proposed entrance and any other commercial entrances or intersections. Will the existing entrances to the parcel remain? It appears those entrances do not meet spacing requirements. Note that the minimum entrance spacing for a 55 mph Collector road is 445 feet. 2. The required intersection sight distance is 695 feet; this plans show 495 feet. Profiles are also required. Sight distance easements are required where the sight line is not within the ROW. 3. The minimum commercial entrance width is 30 feet. 4. Note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way. If a total of at least 25 individuals (employees, customers, etc.) per day are to use the well water, the well will need to be regulated as a waterworks by the Office of Drinking Water (540-463-7136). Sewage: It appears the property has been investigated and an area identified for the location of a drainfield, however, our office has not yet received, or approved, the plans. Until plans for a Sewage Disposal System permit are approved, this area may be subject to change. Recommendation: Approval Conditions: Owner obtains sewage disposal system permit for the area indicated as "Approx.
