RWSA has reviewed the site plan for the UVA Foundation Squash Facility at Boar's Head Addition as prepared by
Dewberry Engineers and dated September 11, 2017 with most recent revision dated 10/27/2017(see below)
and consents to the proposed construction as shown. All changes to the proposed work within the RWSA
easements from that shown in the drawings shall be approved in writing by RWSA prior to the start of the work. RWSA
reserves all existing rights associated with its easements, including(but not limited to) its rights to access,construction,
operation, maintenance and repair of its facilities within the easement,and such consent shall not be construed to
modify or increase in any way RWSA's obligations, if any,to repair and restore following such activities.

The RWSA sewer is not shown on the landscape planting plan,so there is still a conflict with the proposed landscaping

Dear Mr. Keller:
The plan, entitled "University of Virginia Foundation Squash Facility at Boar's Head
Addition"dated September 11, 2017, last revised, September 25, 2017, is hereby approved
for construction. One set of the approved plan is enclosed for your records. Any previously
approved plans are voided with this approval. This approval is for basic compliance with
the General Water & Sewer Construction Specifications of the Albemarle County Service
Authority (ACSA) and does not relieve the contractor from responsibility for his work as it
relates to the plan and specifications.
The ACSA requires that a copy of the approved construction plan be on the job site.
The contractor is responsible for marking up a copy of the approved construction plan
showing as-built information and provide this data to your client at the completion of utility
installation. The final as-built plan shall be submitted in a format of one paper copy and one
mylar copy.
A preconstruction conference shall be scheduled with the project manager to ensure
coordination and answer any questions. This will be a short meeting to review the project,
materials, test methods and schedule, in order to expedite construction. Please have the
proper party call me at 977-4511 to schedule the meeting.
This approval is valid for a period of 18 months from this date. If construction is not
in progress at the end of this time period, the approval shall be void.
The contractor shall be responsible to comply with the no-lead regulation regarding
brass fittings that is in effect (Senate Bill 3874 which amends the Safe Drinking Water Act).
The pressure for water may exceed 80 psi at some meter locations.

Hi Amy,
Thanks for checking in. Thanks also for taking my call earlier and discussing a few remaining items.
With regards to the SWM plans/calcs: It looks like the various review comments from Albemarle CDD-Engineering
(from June, July, and then September) have all consistently noted that those need to be removed from the final site
plan amendment. Even so, it sounds like there was some confusion over that issue. I apologize if any County staff
members were not clear on that particular issue. Regardless, I can clarify/confirm that the SWM sheets should be
removed from this final site plan amendment.
After closer review(and after speaking with you over the phone this morning), I see that the actual SWM sheets (C6
series) have been removed from the plan set—they just have not been removed from the Drawing Index on the Cover
Sheet. As such, please simply update the Drawing Index so that the SWM sheets are no longer referenced.
Additionally, I noticed that Sheet C6.08 "Fire Flow Hydraulic Model"was also removed. My understanding is that
Albemarle Fire Rescue will need that info to be included in order to grant their approval of the final site plan
amendment. As such, please re-add that sheet(formerly C6.08, re-numbered however may be necessary) to avoid any
unforeseen holdups with Fire Rescue.
Finally, Alex Morrison at ACSA has previously indicated some issues and concerns with this amendment for UVA
Squash, as well as other nearby UVAF projects on the neighboring Birdwood property. As you know, County approval
of a final site plan amendment cannot occur without ACSA approval. Do you know where things currently stand with
ACSA review?
In summary, regarding the plans provided via PDF on 10/13:
• Revise Drawing Index to correctly reflect the removal of SWM sheets
• Re-insert Fire Flow Hydraulic Model sheet
• ACSA: status update of review/approval process?
• WPO Plan is approved, Bonds are all set, and Easement Plat has been approved by CDD; has Easement Plat
been recorded yet?
Whenever the final site plan amendment is revised accordingly, and whenever ACSA indicates that they are ready to
approve the final site plan amendment(as may be applicable), please submit 4 copies of the final plan set to
Community Development for final approval. Please note that number will ultimately leave the applicant with one final
signed/approved copy. If the applicant needs to retain any additional final signed/approved copies, please factor that in
and submit more than 4 (as may be applicable).

Thanks for providing a PDF of the plan set(dated 10/11/2017). One initial note is that (for this PDF version) only the
Civil package was included—that means I couldn't review the Landscape or Electrical packages. Can you re-PDF and
re-send the whole plan set?
More comprehensively, here are my updates to the review comments + updates I provided in writing on 8/24 (attached
for easy reference):
• 1: Easement plat(last dated 9/18) reviewed and CDD-Engineering identified no objections; comment
addressed (has easement plat been recorded?)
• 2: Special exception approved by BOS on 9/13; comment addressed
• 5-B: Site Data Table updated correctly; comment addressed
• 5-C: Site Data Table updated correctly; comment addressed

8. [32.7.8 and 4.17] Staff acknowledges inclusion of a Lighting Plan (Sheet E1.01 — Electrical Site Plan). Please
further revise as follows:
A. [32.5.2n and 4.17.4a] Please include a spec sheet/detail of each proposed luminaire exceeding 3,000
lumens. All proposed lights exceeding 3,000 lumens must be equipped with a full-cutoff shield.
UPDATE: No spec sheets or cut sheets have been included on the lighting plan.Please include a
spec sheet for each type of luminaire exceeding 3,000 lumens; this appears to include the Beacon
Products' T2,T3,T4,and T5R luminaires,per the Luminaire Schedule.
B. [4.17.4] Please add a note to the lighting plan which states: "Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall
not exceed one-half footcandle."

Thank you, David.
Amy, everyone will continue their review of the plans you recently submitted —but as David pointed out, the County
won't be in position to issue any final letter of approval until after the WPO/VSMP plans are submitted, reviewed, and
approved.
The good news is that those plans are already prepared and revised in response to previous comments— but now they
just need to be excerpted from the larger plan set, submitted separately under the correct application type, and then
the County can go through the review/approval process accordingly.

If you seeking approval it needs to be separate plans/documents. Please send two (2) copies of the VSMP plans along
with (2) copies of the SWPPP documents and any separate swm/esc calculations. Typically, all plans need to be

Albemarle Planning Division will recommend approval of the plan referenced above after the following
outstanding issues have been satisfactorily addressed:
o Board of Supervisors approval of the requested special exception to waive/modify minimum yard
requirements and buffer area restrictions pursuant to Albemarle County Code, Chapter 18
("Zoning Ordinance"), Section 21.7 (see comment#2); and
o Submission, review, and County approval of all necessary plats as identified in this comments

2. [32.5.2a and 21.7] Staff confirms receipt of a request for a special exception made pursuant to Albemarle County
Code, Chapter 18 ("Zoning Ordinance"), Section 21.7 and made in response to previous review comments#3-A
and#3-B. Thank you for submitting those materials in a timely fashion. Staff have subsequently reviewed the
special exception request and have recommended approval to the Albemarle County Board of Supervisors(BOS).
The special exception request is tentatively scheduled for BOS review and action during the September 13`"BOS

3. [32.5.2a] Please revise the"Project Zoning Data" section on the Cover Sheet (T1.01)as follows:

B. This section lists a Proposed Maximum Building Footprint of 8,200 SF, but the dimensions on Sheet
C3.01 —Site Plan specify a 9,112 SF addition. Please clarify and/or revise as necessary.
C. Staff acknowledges that this section was revised to correctly specify the zoning classification as Highway
Commercial—HC, as requested.
4. [32.5.2a] Please revise Note 20 under General Notes on Sheet C0.01 as follows:
A. This note still contains language referencing SP2015-19 (which pertains to the Birdwood Golf Course,
and which does not pertain to Boar's Head Sports Club). Please remove all references to SP2015-19.
B. Please ensure this note clearly refers to the fact that final approval is subject to ZMA200400015, and
subject to the associated Proffers (dated December 6, 2004) and exhibits contained therein.

5. [32.5.2b and 4.12.7] Staff acknowledges that Sheet C3.01 has been revised to include a Site Data Table. Please

requirements, are not shown. Please revise to include this information,
including but not limited to the following:
a. [Chapter 18 Section 21.7"Minimum Yard Requirements"]: Item b.
`Adjacent to residential, rural areas, or the Monticello Historic districts.
If the abutting lot is zoned residential, rural areas, or the Monticello
Historic district, the minimum and maximum side and rear yards shall
be as provided in section 4.20."Because the adjoining TMP 75-63
(Birdwood Golf Course/UVA Foundation) is zoned Residential R-1, the
minimum yard requirements are as follows,per Chapter 18 Section 4.20-
a: "(i)no portion of any structure, excluding signs, shall be located closer
than 5o feet from the district boundary; and(ii) no off-street parking or
loading space shall be located closer than 20 feet to the district
boundary."As mentioned in the previous comment, staff cannot verify
that the proposed improvements are outside of the 5o'and 20'buffer
areas.
b. [Chapter 18 Section 21.7"Minimum Yard Requirements"]: Item c. "Buffer
zone adjacent to residential and rural areas districts.No construction
activity including grading or clearing of vegetation shall occur closer
than twenty (20)feet to any residential or rural areas district. Screening
shall be provided as required in section 32.7.9. The board of supervisors
may waive by special exception the prohibition of construction activity,
grading or the clearing of vegetation in the buffer in a particular case
upon consideration of whether: (i) the developer or subdivider
demonstrates that grading or clearing is necessary or would result in an
improved site design; (ii) minimum screening requirements will be
satisfied; and(iii)existing landscaping in excess of minimum
requirements is substantially restored."Because the adjoining TMP 75-63
(Birdwood Golf Course/ UVA Foundation) is zoned Residential R-1, any
grading within the required 20'buffer is not permissible unless a special
exception is requested from, and approved by, the Albemarle County
Board of Supervisors in accordance with the provisions and
requirements of Chapter 18, Section 21.7-c.As mentioned in the previous
comment,please clearly show the property boundaries across all
drawings so staff can verify that the proposed grading and construction
activity is outside of the 20'buffer.
Dewberry Response: Setbacks have been shown on sheet C3.oi and special
exception waiver has been submitted concurrently with this resubmission to
request grading within the 20'buffer zone.

eighteen (18) total parking spaces proposed: sixteen (16) conventional spaces,

spaces in compliance with 4.12.13c.It appears that no new loading
spaces are being provided with this site plan.Additional loading spaces

design standards set forth in Chapter 18, Section 30.7.5.

facilities, and the proposed storm drainage system. The plans show extensive
linear areas of disturbance, which are presumed to be associated with
installation and/or maintenance of utilities, but this is unclear. Please revise to
include graphic depiction and/or narrative annotation that explain these areas
of disturbance, and which explain the proposed water and sewer facilities.

14. [32.5.2m]Please revise to show the distance from the proposed ingress and

long. Please revise to achieve consistency/accuracy regarding this proposed
improvement. Please provide additional callouts showing where the proposed
retaining wall will end.
a. [3o.7.5a] Where the proposed retaining wall crosses areas of Managed
Steep Slopes, the retaining wall must meet the minimum design
standards of Section 30.7.5.
Dewberry Response: We believe the one story brick building is a comment in
regards to the golf facility however our proposed wall conforms to the current
minimum design standards. Callouts for the proposed wall can be found on sheet
C3.oi and the wall has been added to corresponding landscape sheets for
continuity of the plan set.
18.[32.5.2n and 4.12.19]Please provide additional information on the location and
number of existing dumpsters and dumpster pads. It appears that no new
dumpsters will be installed through the major amendment.An additional
dumpster and dumpster pad may be required with through the site plan
amendment.
Dewberry Response:A note has been added to sheet C3.o1 to clarify the
dumpster/dumpster pad information.
19. [32.6.2g and Chapter 141 Please submit an easement plat and application to the
County that shows all new easements proposed by the site plan. This all new
includes drainage, stormwater,ACSA utility easements, etc. The easement plat
must be reviewed, approved, and recorded prior to approval of the site plan
amendment.
Dewberry Response:An easement plat and application will be submitted to
the county for the proposed easements with this plan.
2o.[32.7.9.5]Please provide additional information on landscaping along Berwick
Road. This is a private street and requires tree plantings in compliance with
Section 32.7.9.5. Please show the species, quantity, sizes, and spacing of the
trees or shrubs in a table on Sheet Li.oi. Species and sizes must be large shade
trees, in compliance with the Albemarle County Recommended Plants List
(attached). Please add callouts identifying each tree that will count as being a
street tree.
a. As stated in Section 32.7.9.6 (a), street trees do not count toward meeting
the minimum 5%canopy required within the parking area.
b. Any shrubs proposed along the street must meet the minimum size and
spacing requirements of Section 32.7.9.5(d).

to specify the canopy coverage of each species of proposed landscaping. Parking
trees must be medium or large shade trees in accordance with the Albemarle
County Recommended Plants List. Please add callouts identifying each tree that
will count as being a parking shade tree.
a. [32.7.9.6]Please revise the planting calculation on Sheet 1.01 related to
the number of required trees within parking lots. The Code requires one
(1) large or medium shade tree per ten (lo)parking spaces or portion
thereof, if five (5)spaces or more. With the 48 parking spaces proposed,
five (5) trees are required in the revised parking area.

Thanks Cameron. 21 days would be great,we are really under the gun on this project. In July 2018, we will host the
World Masters squash tournament,the biggest squash tournament in the world. When the donor asked for this
addition to the existing building, we outlined the schedule issues and asked our team to stay on top of this as much as
possible. It's a tight schedule but we don't have much of a choice, it seems. We really need to break ground in mid-
September to get the building completed before the tournament. So far,the site plan seems as straight forward as we
have had in a while, but we really appreciate any help you can provide to get comments back.

You're welcome, Amy! The official Site Review Committee Action Letter will most likely be sent to you by the end of this
week. Tim and I are meeting tomorrow to finalize the Planning comments based on our discussion at the SRC because I
am going on vacation for a week starting this Thursday. We'd like to send the SRC Action Letter to you before the 60-day
deadline, which is July 7, 2017.
I would advise you to wait to re-submit the plans until you receive the SRC Action Letter so that you can prepare your
comment responses for the action letter comments.
Once you receive the Action Letter,you can re-submit the revised plans to us immediately. The lead planner will then
distribute a copy to all the SRC reviewers. Under state law we have 60 days to send comments on the revised plans, but
our policy is to respond to the applicant within 21 days. It make a little longer if other reviewers have not completed
their reviews by the 21 day mark.

Sorry for the delay in responding to your question.This comment was discussed at the SRC meeting last week, and Tim
and I are going to revise the comment. I have done some research on the portion of Berwick Road that runs through the
property, and it appears that it is most likely not a private street according to County standards.The most recent plat
recorded for the property that I could find is in Deed Book 2933 pages 83-86,which does not show Berwick Road as a
platted private street. If you or your engineers know of other plats that show Berwick Road, please forward those to us
so we can verify this question.
I believe Berwick Road shows up as a named street in our GIS because the County E911 office required the driveway to
have a road name in case of emergencies. There is a County policy that requires internal access drives to have a road
name based on the number of buildings that are served by the drive.
